The First Estonian National Report gives an overall picture of the drug phenomenon in Estonia until 2001. This Report provides an overview of the political and legal framework, epidemiological situation, drug demand and supply and harms associated with drugs in Estonia until 2001. The data presented in the Report are key information to be used by the Ministry of Social Affairs of Estonia and the European Monitoring Centre for Drugs and Drug Addiction. Every year EMCDDA outlines specific key issues National Reports have to focus on, in 2001 such key issues are treatment modality and drug related-infectious diseases.
