Timeline of the Harbour Grace Railway Station
Timeline of the Harbour Grace Railway 1847 In its May 22 edition, the Morning Post recommends building the first rail line in Newfoundland. The Post advocates the railway connecting with a steamer, which could serve the populous centres of Conception Bay. 1865 The Legislature passes a resolution offering to give land and grants to any company willing to construct a railway in Newfoundland. 1868 Sanford Fleming, engineer for the Canadian Intercolonial Railway, makes a proposal to the Newfoundland Government for a trans-island railway. At his own expense, Fleming sends an engineer to determine if a Newfoundland railway is feasible. 1874 Frederic B.T. Carter is elected premier. 1875 Carter recommends money be voted for a railway survey. Supervised by Fleming, this survey advocates a short line terminating at St. George’s, on Newfoundland’s west coast. Due to its location on the French Treaty Shore, the British Government rejects this location as a western terminus. 1878 William V. Whiteway leads the Liberals to victory in the general election on a platform that includes a promise of action on a railway. Whiteway appoints a joint committee of the Legislative Council and House of Assembly to study the question. 1880 The committee report of April 2 recommends a narrow-gauge (3’6”) railway be constructed from St. John’s to Halls Bay, with a branch line to Harbour Grace. The survey commences in the spring under the supervision of Sanford Fleming. On June 26, the inhabitants of Foxtrap, Conception Bay, believing they will lose their land to the railway, stone surveying engineers, take away their instruments and drive them from their work. -

MartinAssociates Ports of Sydney Master Plan November 2007 EXECUTIVE SUMMARY A consortium of marine terminal owners and operators formed The Marine Group to plan the maritime future of Sydney Harbour. The ports community has come together to foster economic benefits to the region and to work towards common goals of increased port development and international shipping. The road map for this new direction is documented in the Ports of Sydney Master Plan (2007). PORTS OF SYDNEY ALREADY GENERATE SUBSTANTIAL ECONOMIC BENEFITS This Master Plan establishes for the first time, the economic impacts of the Ports of Sydney. Port activities within Sydney Harbour currently have substantial economic benefit to the region. -

(Hons.), M.A. A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Public Policy Carleton University Ottawa, Ontario © 2016 Mark Douglas Davis Abstract This thesis examines the historical public policy circumstances surrounding the Government of Canada’s decision to commercialize Canadian National (CN) Railways, as well as federal airports and ports over the period 1975 to 2000. Its focus is on testing one specific empirical hypothesis: That the commercialization of federal airport and port assets between 1975 and 2000 occurred primarily due to: (i) federal government concerns over the growing size of the national debt and deficit; and (ii) the emergence of the neoliberal ideology in Canada and its growing influence throughout federal policy making, as witnessed by the swift 1995 privatization of CN Railways. In particular, this thesis considers the role and influence of various policy factors, such as efficiencies, governance challenges, organizational cultures, stakeholder behaviours, ideological pressures, and political realities encountered by senior federal transportation bureaucrats and the political leadership during this period. The selection of CN Railways, airports, and ports also provides a window into Transport Canada’s repeated attempts at developing an integrated and multi-modal national transportation policy. This thesis conducts a rigorous, forward-looking deductive analysis using a meso institutional framework to examine the interactions of the major micro and macro circumstances surrounding federal transportation commercialization. The three modal case studies apply the meso framework to each unique case with special consideration of the context and causality of each major reform. -
