ORDER Whereas, an appeal under Section 19(3) of RTI Act, 2005 has been received from Shri Kanggong Pertin, Mariyang camp Pasighat, PO/PS-Pasighat, East Siang District, Arunachal Pradesh, for non-furnishing of information, by Shri Galting Lipir, Executive Engineer (RWD), Yingkiong Division, East Siang District, Arunachal Pradesh, as sought, by the appellant under section 6(1) of RTI Act, 2005 on 04/07 /20t9. Whereas, the 1't hearing was held on 22nd October' 2OIg. Shri Galting Lipir, Executive Engineer (RWD), Yingkiong Division, and the appellant Shri Kanggong Pertin were found absent. However, Shri Eda Boko, APIO-cum-AE represented the PfO. The appellant submitted a letter No. Nil Dated 2t/IO/20L9 appealing the Commission for exemption from his physical appearance in the hearing. The appellant in the same letter also informed that the PIO has not furnished any information. The APIO stated with documentary evidence that he has received Form A of the appellant on 27th July'2019 and had furnished the information to the appellant through registered post on L3'n August'2019. lt is not understood as how the appellant did not receive the information and this is to be clarified by the appellant. Meanwhile, the court directed the PIO to handover a copy of information registered earlier to the appellant in the address of the appellant personally and obtain receipt of the appellant within 3L't Octob er'2019. Contd,.p..2 -2- whereas, the commission further directed the APlo to inform the Plo to present in person in the next hearing' Lipir, Whereas, the 2nd hearing was held on 19th November' 2019. Shri Galting Executive Engineer (RWD), Yingkiong Division, and the appellant shri Kanggong pertin were present during the hearing. The appellant informed the Commission that has furnished he did not receive any information as sought by him. However, the Plo is not information during the hearing in Pen drive in the form of soft copy and it the confirmed what information are being furnished in the Pen Drive. Moreover, sought Appellant wanted information in hard copies. This rare livestock is facing threats of extinction. In this paper, attempt has been made to know the population status and the prevailing conservation efforts of Mithun in the area. A questionnaire-based survey was carried out covering the households possessing Mithuns. The study found a good number of Mithuns in the area. However, a declining population trend was observed due to its multiple uses in social, economic, cultural and political life of the people. As it is associated with their culture, there is a rising concern among the people for its conservation. Conservation initiatives by the Adi Baane Kebang, Adi Cultural and Literary Society and Adi Students Union have been discussed and interpreted. Finally, constructive suggestions have been made for ensuring future sustainability of the species.

The people were landless and with the help of ministry of rehabilitation almost 75% of these people were shifted to Meshamari within same year where other Tibetan people who arrived through Tezpur in Assam. From Tuting all the transportation and fooding were arranged by the Ministry of Rehabilitation. By then the Tibetan government in exile with the help of Ministry of Rehabilitation has planned for Agriculture based settlement to make the self reliance for the Tibetan Peoples. So, in the year 1962 these people were again shifted for final settlement at Changlang in Arunachal Pradesh. The government has allotted agriculture land to each and every families. Unfortunately the land was very unsuitable for agriculture farming. People faced lots of difficulties and hardship in agriculture. The living condition of these people became worse than before. People cannot earn two times meal properly after doing whole day farming. So, in the beginning of 1975 the settlement was again shifted from Changlang to the present settlement called Miao as resettlement with the generous help from CTA, Dharamsala and Ministry of Rehablitation.
