Goods and services shall be provided on a cost recovery basis or to comply with statutory legislation. Any new goods or services introduced by Council after adoption of the Fees and Charges for that year will be charged for in accordance with resolution of Council. The following Schedule of Fees and Charges has been prepared using the best available information in relation to the GST impact on the fees and charges at the time of publication. The fees have been prepared based on current legislation. Should the legislation change any of the listed fees then Council’s Schedule of Fees and Charges will be amended accordingly.

A message from your elected Council

This Delivery Program has been developed to reflect the strategies, activities and actions that Council will take toward the achievement of the long term goals as expressed in the Forbes Community Strategic Plan. We have consulted widely with our residents on what you want your community to be and the services we need to deliver.

Council will strive to provide effective, transparent and consultative leadership to maintain and achieve the future that our community seeks – a region with sound infrastructure, an environment that is valued and a community that cares and continues to grow and prosper.

This program will guide our elected members in make those decisions and provide a means of reporting to the community on the progress that Council has made.

We commit this program to you and look forward to a positive future for our region.

Strategic Framework

Integrated Planning and Reporting is the framework for planning and reporting by Local Governments across . The aim is to integrate the various plans of Council with the strategic objectives or aspirations of the community. The key element in the framework is the involvement of the whole of the community in the formulation of the Community Strategic Plan. The principal components of the integrated planning and reporting model are:

Community Strategic Plan – sets out the long term aspirations of the community of the Forbes Shire for the next 10 years. It is the key reference to guide Council decision-making during this period.

The plan has been reviewed after extensive consultation with residents, land owners, visitors, Councillors, Council staff, businesses, community groups and youth. It is informed by the Central West and Orana Regional Plan 2036, the NSW Premier’s Priorities, and, where appropriate, shows links to the directions and actions in these plans.

Council’s Community Strategic Plan was recently revised resulting in the Community Strategic Plan 2018-2028 being adopted in December 2018, superseding the previous Community Strategic Plan.

Delivery Program – Under the Delivery Program, Council is accounting for its stewardship of the community’s long- term goals, outlining what it intends to do towards achieving these goals during its term in office (four years) and what its priorities will be.

Operational Plan – This annual plan details Council’s budget and activities to be completed each financial year towards meeting the Delivery Program.

Resourcing Strategy - Brings together Council’s key planning strategies for the utilisation of the resources available to Council to fulfil the community strategic objectives. The Resourcing Strategy comprises:

Reporting on Progress

Council will report periodically to the Forbes community on the progress of the activities undertaken by Council in achieving the strategic objectives of the Community Strategic Plan. Key accountability reporting points will be:

• Council’s Annual Report which is prepared after the end of the financial year and reports the results and achievements for the year against the Operational Plan and Delivery Program, and

• Every four years tied to Council’s election cycle, the Community Strategic Plan must be reported upon by the outgoing Council through the End of Term Report and the incoming Council must undertake a review of the Plan. At this time the Community Strategic Plan has to be rolled forward four years to maintain a minimum long term 10 year strategic focus.

Delivery Program

This is the plan where the community’s strategic goals are translated into actions. These are the principal activities to be undertaken by Council to implement the objectives established by the Community Strategic Plan within the resources available under the Resourcing Strategy. The Delivery Program is a statement of commitment to the community from each newly elected Council. It is designed as the single point of reference for all principle activities undertaken by Council during its term. All plans, projects, activities and funding allocations must be directly linked to this plan.

This Delivery Program is a key component in the achievement of the directions and visions defined in the Forbes Community Strategic Plan as shown below:

The Delivery Program identifies a number of priorities the current elected Council will work towards over their term of office. These priorities include effective, transparent and consultative leadership and to uphold the future that our community needs – a region with sound infrastructure, an environment that is valued and opportunities for our region to grow and prosper. This is the “Councillors’ Plan”, which will drive the annual activities of Council as identified in the annual Operational Plan.

Council has been assessed as “fit” under the State Treasury Corporation (T-Corp) evaluation as to the condition of assets and ability to meet maintenance and renewal costs. Council will continue to improve its financial position with active management of costs and drive efficiencies in operations. Council is also keen to establish community expectations of service levels to allow a better determination of maintenance, renewal and capital requirements.

Council will work in partnership with the community, State and Federal governments and other key stakeholders to ensure that it continues to provide quality service delivery to enhance our region.

Putting it into Action

The Delivery Program is linked to Council’s staff performance management system, so part of each employee’s performance will focus on their success in completing their projects. In this way we ensure that the high level goals of the long term strategy are broken down into measurable operational actions.

NSW PREMIER’S PRIORITIES - 12 GOALS

The 12 Priorities – ranging from youth homelessness, protecting vulnerable children and childhood obesity, to infrastructure delivery and jobs growth – are part of the Government’s broader 30 State priorities across a range of social and economic issues. Under the Integrated Planning and Reporting Framework, councils are required to give due regard to the Premier’s Priorities and other relevant state and regional plans which set clear priorities and goals for government action.

1. 150,000 new jobs by 2019: 150,000 jobs were created by May 2016. The Government has committed $190 million over four years in the Jobs for NSW fund with at least 30 per cent of the fund focused on job creation in regional areas.

2. Building infrastructure on time and on budget: The Government is embarking on the largest capital program in the state’s history and is committed to delivering this infrastructure program on time and on budget.

3. Reducing domestic violence: The target is to reduce the proportion of perpetrators re-offending within 12 months by five percentage points. The Government is targeting regions with significant rates of reoffending and testing the effectiveness of early interventions ahead of a statewide rollout.

4. Improving service levels in hospitals: The target is to get 81% of patients through emergency departments within four hours. In the past 12 months, 74.2 per cent of patients completed their ED care in less than four hours – 50,000 more patients than the previous year.

5. Tackling childhood obesity: The target is to reduce obesity rates in children by 5 percentage points. Evidence- based programs have contributed to stabilising rates of child overweight and obesity in NSW to 22% in 2015. The Government is rolling out a number of initiatives, including exploring the installation of chilled water refill stations at trial public schools sites from 2017.

6. Improving education results: The target is to increase the proportion of NSW students in the top two NAPLAN bands by 8%. Since 2015, the results of students in the top two NAPLAN bands in numeracy and reading have improved slightly. The Government has identified a number of schools for intensive support to help lift students into the top two bands. New minimum literacy and numeracy standards, to be introduced in the HSC from 2017, will also help achieve the target.

7. Protecting our kids: The target is to decrease the percentage of children and young people re-reported at risk of significant harm by 15 per cent. Tailored interventions will help caseworkers deliver the best possible outcomes, reducing the number of children re-reported at risk of significant harm. These improvements are expected to be visible in reduced re-reporting rates from March next year.

8. Reduce youth homelessness: The target is to increase the proportion of young people who successfully move from Specialist Homelessness Services to long-term accommodation by 10%. Between July 2015 and April 2016, internal data shows around 1,500 young people secured long-term accommodation. In 2016-17, the Government will spend up to $50 million on child and youth homelessness services and initiatives, including expanding the Youth Private Rental Subsidy.

9. Driving public sector diversity: The target is to double the number of Aboriginal people and increase to 50% the number of women in senior leadership roles. The number of women and Aboriginal people in senior roles has increased in the past year but more work needs to be done to hit the 2025 target.

10. Keeping our environment clear: The target is to reduce the volume of litter by 40%. The volume of litter in NSW has reduced by almost 20% from the 2013 baseline – almost half of the target achieved. The introduction of the container deposit scheme in 2017 will be a major step towards meeting the target.

11. Faster housing approvals: The target is 90% of housing approvals determined within 40 days. In the 12 months to September 2016, there were more than 75,400 building approvals in NSW, the highest result of any state since records began. The average turnaround time of the fastest 90% of housing approvals by Councils is 44 days. Programs are underway to improve this trend by streamlining the residential development application process and online submissions.

12. Improving government services: The target is to improve customer satisfaction with key government services across this term of government. In 2016, 78.7% of consumers and 78.4% of businesses were pleased with the quality of government services, representing an increase of 2.0 percentage points and 1.8 percentage points respectively on 2015.
