The department is also creating assets for the Govt. & maintaining them like Govt. office buildings, residential complexes, Bridges & Flyovers, Subways, underpasses etc. The PWD’s Motto has always been “Building Delhi”. One of the responsibilities of PWD is to provide safe passage to the Public and visitors of Delhi, particularly during the Monsoon season. The Monsoon season generally occurs every year from 29th June to 15th October, or when withdrawal of Monsoon is declared by Central Water Commission, whichever is later. The territory of Delhi has been experiencing floods mainly from River Sahibi (passing through Najafgarh Drain in Delhi) and River Yamuna. The situation becomes alarming when these rivers are flooded coupled with local rains in the territory of Delhi. Drainage system gets overloaded causing water logging and flooding in the City. A close liaison is maintained by PWD with GNCTD`s flood control department and disaster management cell under Divisional Commissioner –cum- Principal Secretary (Revenue) which in turn have close liasoning with U.P. Irrigation Department for timely opening of gates at Chilla regulator and Okhla Barrage Central Flood Control Room of GNCTD A Central Flood Control Room has been established to assist the Apex Committee which would function round the clock in the Office of the D.C. (East) L.M. Bund, Shastri Nagar, Delhi. w.e.f. 15th June 2016 to 15th Oct. 2016 or till monsoon withdraws, whichever is later. The S.D.M. Gandhi Nagar will be the Officer-in- charge of the Central Flood Control Room. Contact Telephone No. of this Control Room is 22050908 (Disaster Management cell). Vide letter No. F- 16(2)/95/UD/PS/194/5811/25 dated 9-5-1995. Its composition and activities have been notified as under:- a) Engineer-in-Chief (Concerned M.C.D.) - Chairman b) Engineer Member- D.D.A. - Member c) Chief Engineer, (I & F) - Member d) Chief Engineer, Concerned Zone), P.W.D. - Member e) Chief Engineer (Civil), N.D.M.C. - Member f ) Chief Engineer (C) II, DJ.B. - Member Secretary The Operation Mission will continue to monitor the following activities: i) Desilting of storm water drains. ii) Desilting of sewers. iii) Tackling the problems of drainage congestion wherever required.

    COMMITTEE SYSTEM IN LEGISLATIVE ASSEMBLY OF NCT OF DELHI Introduction: The Committees of the Assembly perform important and specific tasks delegated to it by the Assembly. The work done by the Assembly is not only varied in nature, but also considerable in volume. The time at its disposal is limited, and it cannot therefore give close consideration to all the legislative and other matters that come up before it. To overcome this difficulty the Committee system has evolved over the years to ensure that legislative check over the executive action remains. The enormous range and magnitude of the government activities in the present day has led Legislatures to shift emphasis from lawmaking activities to supervision/control of the administration. This is not limited only to the voting of moneys by the Legislatures but also extends to ensure that expenditure is incurred in a prudent & specified manner on plans and programmes approved by the Legislature and that the objectives underlying these programmes are achieved. Legislature as a body, however, is not in a position to undertake this stupendous task on its own nor it is practically possible. As a matter of fact, it cannot use the limited floor time for examination and discussion on minute details nor it has enough time for doing so. Therefore, to make Assembly surveillance effective and more meaningful, suitable machinery is required. The Committees are constituted to ensure this accountability of the Executive to the Legislature. Besides, enabling more people to become associated with the governmental processes, these also help in making use of the experience and expertise in guiding and supervising the government's functioning.
