Terms of Definition
Displaced Displaced/affected persons are those who are physically displaced (Affected) (relocation, loss of residential land, or loss of shelter) and/or economically Persons displaced (loss of land, assets, access to assets, income sources, or (Households) means of livelihoods) as a result of (i) involuntary acquisition of land, or (ii) involuntary restrictions on land use or on access to legally designated parks and protected areas.

Statement on the Updated Resettlement Plan
The resettlement plan of the original interim adjustment was approved by the ADB in April 2018 and uploaded to the ADB website for publicity. For more details, see: https://www.adb.org/sites/default/files/project-documents/46078/46078-002-rp-en0.pdf. Since the updated resettlement plan is a prerequisite for the project to obtain the contract award and the construction, in addition, as some subprojects in district and county of Huainan city need to be partially adjusted, the resettlement impact of LA and HD changes, the PMO has updated the resettlement plan of the interim adjustment. From May to June 2019, the PMO, with the assistance of independent resettlement consultants, checked the content and impact scope of each sub-project together with the project design institute, Department of Natural Resources and each districts and counties, and made the final design and DMS. This updated resettlement plan is based on the final design and DMS. The updated plan includes the contents of all the subprojects of Shannan New District, Bagongshan District, Xiejiaji District, Panji District, Maoji Experimental Area and Shou County (five districts and one county). Comparison between the original resettlement plan and the updated resettlement plan: Resettlement impact of the updated RP: According to the final design and DMS, the LA and HD of newly added subprojects of the integrated adjustment of Anhui Huainan Urban Water Systems Integrated Rehabilitation Project will affect Shannan new district, Bagongshan district, Xiejiaji district, Panji district, Maoji experimental area and Shou county in Huainan city, totally 14 townships and 46 villages. The HD and LA will affect 1452 HHs with 5797 persons, including 78 HHs with 236 persons affected by HD and 1374 HHs with 5561 persons affected by LA. (1) Land Acquisition: the project permanently acquire 1603.15 mu land, affect 1347 HHs with 5561 persons, of which (1) village collective land for 1556.12 mu, including collective farm land for 1169.76 mu (cultivated land for 1029.86 mu, water area for 94.13mu, forest land for 45.77 mu), affect 1374 HHs with 5561 persons; collective construction land for 342.42 mu, collective unused land for 43.94 mu, without affected person; (2) besides, the project will occupy state-owned land for 47.03mu. (2) House Demolition: only Bagongshan district and Xiejiaji district involve house demolition. The involved HD area is 12007,31m2, affect 78 HHs with 236 persons. 10424.31 m2 of Bagongshan district, of which Bagongshn district Shanchong ditch and Nantang ditch involve 332 m2 HD area, affect 2 HHs with 10 persons; 7244.31 m2 HD area of Kongli ditch, affect 32 HHs with 105 persons; 2848 m2 HD area of Qianhuai ditch, affect 23 HHs with 49 persons. 1583 m2 HD area of Xiejiaji district Tangshan ditch, affect 21 HHs with 72 persons.

Resettlement impact of the original RP: According to the RP during the preparation of the project, the LA and HD of newly added subprojects of the integrated adjustment of Anhui Huainan Urban Water Systems Integrated Rehabilitation Project will affaect Shannan new district, Bagongshan district, Xiejiaji district, Panji district, Maoji experimental area and Shou county in Huainan city, totally 15 townships and 50 villages. The HD and LA will affect 1298 HHs with 4766 persons, including 42 HHs with 121 persons affected by HD and 1256 HHs with 4645 persons affected by LA. (1) Land Acquisition: the project permanently acquire 1162.89mu land, affect 1256 HHs with 4654 persons, of which (1) village collective land for 1057.14mu, including collective cultivated land for 321.12mu, affect 1256 HHs with 4645 persons; collective construction land for 621.15mu, collective unused land for 108.85mu, with no affected person; (2) besides, the project will occupy state-owned land for 105.75mu, including state-owned land for 105.27mu, state-owned unused land for 0.48mu. The state-owned land will not involve HD and LA as well as affect person and ground attachments.

(2) House Demolition: according to the FSR and survey conducted in the integrated adjustment, only Bagongshan district involves house demolition. The involved HD area is 6988.50m2, affect 42 HHs with 1221 persons. Bagongshn district Shanchong ditch and Nantang ditch involve 2284 m2 HD area, affect 12 HHs with 36 persons; 4459.45 m2 HD area of Kongli ditch, affect 20 HHs with 61 persons; 245.05 m2 HD area of Qianhuai ditch, affect 10 HHs with 24 persons. Comparison analysis: Compare with the updated RP and the original RP in the project preparation period, the project planned to acquire land for 1162.89 mu during the preparation period, according to the final design and DMS, the project will acquire 1603.15 mu land, increased by 440.23 mu; during the project preparation period, the project planned to demolish house for 6988.50 m2, according to the final design and detailed DMS, the project will demolish house for 12007.31 m2, increased by 5018.81 m2. The main reason for the changes of the project: (1) the location of the ditch in the preliminary design was not available and LA increased after the change; (2) part of the project overlapped with some existence construction in Panji district and the adjustment results in the change of the LA area; (3) After acquiring the cultivated land within the red line, the marginal land outside the scope of the project cannot be used. Considering the long-term interests of the affected people, the expropriation department will acquire the land in the triangle that cannot be cultivated, so as to reduce the impact on the affected households as much as possible. (4) for the adjustment of the part of the project, a sewage pumping station need to be added and results in the increase of the occupation land; (5) according to the research of Huainan City Construction Committee, it is suggested that the left bank of the river should be brought into the treatment to improve the regional environment. See other detailed reasons of change in Table 1-1. Measures taken during the project design phase to reduce the resettlement impact: 1. Nantang flood drainage ditch: because one side of the river is close to residential houses, in order to reduce the demolition, the existing river channel is deviated. The original design red line is about 20m, and the design red line is about 37m after the offset, resulting in an increase in the scope of land acquisition. 2. Qianhuai drainage ditch: in order to avoid house demolition on the right bank, the river was shifted 9m to the left bank, and the red line width was adjusted from 15m to 22m in the FSR phase; In section K0+700~0+810, there are 10KV high-voltage lines within the scope of

the river. In order to avoid high-voltage line removal and house demolition on the right bank, the river is shifted to the left bank. The width of the red line is adjusted from 22 m to 30-35 m in the FSR phase. In the section K1+300~1+550, the river is shifted to the right bank to avoid house demolition on the left bank. The width of the red line is adjusted from 20~24m to 25~37 m in the FSR phase. Compensation standard: The compensation for the collective land in the updated RP is based on the Land Administration Law of the People’s Republic of China, the Guidelines about Improving Land Acquisition Relocation System and the Policies and Regulations relevant to the Land Administration Law of the People’s Republic of China implemented in Anhui Province, the subsidies of the confiscated farmland include land subsidy, relocation allowance and young crops subsidy. The collective land compensation in this Project is implemented according to the Notice on publishing the compensation standards for Huainan city collective land attachment acquisition and young crops relevant to Huainan municipal people’s government (HNG No.95 file [2015]). The LA compensation standard remains the same as the original RP, the compensation standard for young crops is 1875 yuan/mu (vegetable land), the compensation for commercial crops is 1210 yuan/muthe compensation for food crop is 1100 yuan/mu.
Compensation for forest: green forest and timber forest is 200 yuan/mu, the compensation standard for fruit-bearing forest and orchard are different from 2000 yuan/mu to 5000 yuan/mu and special forest (nursery) is 5000 yuan/mu. In the updated RP, house compensation mainly includes housing compensation fee, moving subsidy, compensation fees for attachments. According to relevant regulations, refer to the actual price analysis of the main categories of affected houses and the Notice on publishing the compensation standards for Huainan city collective land attachment acquisition and young crops relevant to Huainan municipal people’s government (HNG No.95 file [2015]). As for the involved urban house demolition of updated RP, the compensation standard will be determined by the actual price of affected house and the Notice on publishing the compensation standards for Huainan city collective land attachment acquisition and young crops relevant to Huainan municipal people’s government (HNG No.95 file [2015]). Compensation standard for rural house remains the same as the original RP. This updated RP is based on the final design and DMS. The project impact, compensation standard, budget and implementation schedule of Huainan urban water systems integrated rehabilitation project are all updated. Details will show in the body of the report.

Endorsement Letter for Updated RP
Through the Ministry of Finance, Huainan Municipal People’s Government has applied for a loan from ADB to finance Huainan City Water System Integrated Improvement Project.
Therefore, it must be implemented in compliance with the guidelines and policies of ADB on social security. This Resettlement Plan is in line with a key requirement of ADB and will constitute the basis for land acquisition, house demolition and resettlement of this subproject.
The Plan also complies with the laws of the People’s Republic of China and local laws and regulations, as well as with some additional measures and the arrangements for implementation and monitoring for the purpose of achieving better resettlement results.
Huainan Municipal People’s Government hereby approves the updated contents of project adjustment in integrated resettlement plan and guarantees that funds will be made available as stipulated in the budget. This updated resettlement plan is prepared based on the detailed design of each subproject after the change and the final DMS. Prior to the award of the project civil engineering contract, the updated resettlement plan shall be submitted to and approved by the ADB.

Executive Summary 1. Project Background Huainan city is located in the northern central of Anhui province, has jurisdiction over Shou county, Fengtai county, Datong district, Tianjiaan district, Xijieji district, Bagongshan district, Panji district and Maoji experimental district. Huainan city is asjacent to Chuzhou in the east, Hefei in the southeast, Liuan in the southwest, Fuyang in the west, Bozhou and Bengbu in the north. The most eastern lies in the east of Datong district Wangci village, center line of Gaotang lake, the most western lies in the adjacent of west Fengta county Shangtang village Houhaizi and Lixin county, the most southern lies in the adjacent of south of Shou county Sanjue township Fenglou village Huaishuzhuang and Liuan city Jinan district, the most northern lies in the main channel of Cihuaixin river of the adjacent of Fengtai county, Mengcheng county and Lixin county. The longest distance from east to west is 80.23 kilometers and the longest distance from north to south is 122.68 kilometers. Besides, the administration area covers a total area of 5533 square kilometers. At the end of 2018, the registered population of Huainan city was 3.897 million, an increase of 1000 over the previous year. The urbanization rate of the registered population was 43.39 percent, 1.49% higher than the previous year. The number of permanent residents was 3.49 million, an increase of 3,000 over the previous year. The urbanization rate of permanent residents was 64.11%, 0.65% higher than the previous year. The birth rate of the city was 11.81%, 1.42% lower than the end of last year; the mortality rate was 6.9%, 0.78 higher than previous year; the natural growth rate was 4.91%, a decrease of 2.2%. According to Huainan city 2018 national economic and social development statistical bulletin (Anhui province), by the end of 2018, the reginal GDP is 113.33 billion yuan, which was 4.3 percent higher than the previous year at comparable prices. Among them, the added value of the primary industry was 12.24 billion yuan, up by 3.2%, the secondary industry was 52.78 billion yuan, up by 4.1%, and the tertiary industry was 48.31 billion yuan, up by 4.9%. Per capita GDP can reach 32,487 yuan (USD 4909) among permanent residents, up by 3.8%. The three industrial structures were adjusted from 11.4:47.3:41.3 in previous year to 10.8:46.6:42.6 and the industrial added value accounted for 39.3% of the GDP. Huainan City Urban Water Systems Integrated Rehabilitation Project is an ADB financed project with a total investment of 1.9060254 billion yuan (USD 307 million), and the project plans to make use of USD 150 million. According to "prevent drainage, sewage, dredging, green" water-control concept, through rehabilitation of water environment governance and improvement of the living environment, urban water environment and ecological system, Huainan city aims to promote its economic and social development.

With the development of the project, the location of Gaotanghu embankment presents a conflict with Huainan city flood control planning, and the implementation of ADB-financed water rehabilitation project cannot keeps pace with the development of Binhu new district, thus designed project of Gaotanghu embankment, 2 Gaotanghu estuaries, four Gaotanghu pump stations, Gaotanghu new district t and Binhu new district sewage treatment will be cancelled, involved in investment of 375 million yuan; Meanwhile, bidding process was basically completed, up to December 2016, surplus funds is about 130 million yuan, and at present stage the surplus funds is 505 million yuan totally, in order to reasonably utilize loan funds, to further improve the water environment management of the city, thus initiates the ADB-financed Huainan City Urban Water Systems Integrated Rehabilitation adjustment Project in interim, the adjustment project not only covers urban area but also every district and county within jurisdiction. 2. Project Overview The adjustment project contains two parts: (i) improvement of sewage collection and delivery system; (ii) urban water environment and flood management. The total investment of the project was 1359.8244 million yuan. Subproject 1: improvement of sewage collection and delivery system. The subproject includes: upgrading of 7.5km existing sewage pipeline network and new construction of 42.95km sewage pipeline network in Maoji experimental area, with a total constructed length of 50.45km; new construction of 5 sewage pumping stations with a flow rate of 52.3 thousand t/d; new construction of Liyuanxincun 10.28km pipeline network (sewage and rainwater delivery); and the construction of sewage pipeline network (5.64km) running through 6 roads (Huainan urban area Dongshanxiaojie, Binguan Road, Tiesanchuyuannei Road, Caixinnan Road, Dingshan Road and Zhi 14 street) will be obtain into interim adjustment. The construction of river channel sewage intercepting pipeline network includes 4.63km Shanchong flood drainage channel, 3.5km Nantang flood drainage channel and 3.2km Qianhuai drainage channel in Bagongshan district, with a total length of 11.33km; 0.152km sewage pipeline network along river in Xiejiaji district. Subproject 2: urban water environment and flood management. The subproject includes improvement of urban channel and flood prevention facilities. The improvement of urban channel will involve Shou county, Panji district, Maoji experimental area, Shannan new district, Bagongshan district and Xiejiaji district. Besides, the subproject can be divided into 17 water improvement sub items: (i) Panji district Wuyidagou channel (6.35km), (ii) Panji district Yangweidagou channel (0.96km), (iii) excavationof diversion canal in Nihe pump station (7.5km), (iv) dredging work of Xudagou channel (8.12km), (v) 3 water running through coal-chemical industrial park (1.52km), (vi) Maoji experimental area Yinfenghe River (7.61km), (vii) Maoji experimental area Guangou

The measures that obtain in 17 sub items above are: (i) dredging; (ii) promotion of flood discharge capacity; (iii) new construction of ecological slope revetment. The open channel needs to be integrated with nature to restore or create an ecosystem in the channel and create a comfortable space along the channel; (iv) it will take the cutting measures to eliminate the non-point source of the channel and its tributaries. Improvement of flood prevention and delivery facilities includes 7 sub items: (i) extension of Yincha pump station (capacity from 7.2m3/s to 57.7m3/s); (ii) reestablish Binyang pump station (capacity 19.1m3/s); (iii) Qiji pump station (from 10m3/s to 46.7m3/s, the flow rate of irrigation will be restored to original one, that is 6m3/s);(iv) Xiegouzhan pump station (from 1m3/s to 13.5m3/s); (v) Lugouwafanggouzhan pump station (reestablish from 1.2m3/s to 7.6m3/s); (vi) Nihe pump station facilities upgrading, and the flow rate is 120m3/s. 3. Impact scope The LA and HD of this adjustment project will affect Shannan new district, Bagongshan district Xiejiaji district, Panji district, Maoji experimental area and Shou County in Huainan city with a total of 15 towns and 50 villages. It will affect 1298 HHs with 4766 persons, including 42HHs with 121 persons affected by HD, and 1256 HHs and 4645persons affected by LA. Land acquisition: the project permanently acquire 1603.15 mu land, affect 1347 HHs with 5561 persons, of which (i) village collective land for 1556.12 mu, including collective farm land for 1169.76 mu (cultivated land for 1029.86 mu, water area for 94.13 mu, forest land for 45.77 mu), affect 1374 HHs with 5561 persons; collective construction land for 342.42 mu, collective unused land for 43.94 mu, with no affected person; (ii) besides, the project will occupy state-owned land for 47.03mu. House demolition: According to FSR and survey of proposed project adjustment in interim, only Bagongshan district and Xiejiaji district involve house demolition. The upgrading sewage collecting system and transmission system sub-project will be connected to the existing sewage treatment plant. No other new sewage treatment plant will be built in this project and all the sewage collecting and transmission system will be connected to the existing sewage treatment networks and sewage treatment plants. DDRs already done for the related facilities (sewage treatment plants), including Eastern Sewage Treatment Plant and Western Sewage Treatment Plant in Huainan City, Sewage Treatment Plant in Shou County as well as Sewage Treatment Plant in Maoji district. More details see in annex 5 below. This updated resettlement plan is prepared based on the detailed design of each subproject after the change and the final DMS. Prior to the award of the project civil engineering contract, the updated resettlement plan shall be submitted to and approved by the ADB. 4. Policy Framework and Entitlement The compensation for the acquisition or occupation of state-owned water area and state- owned unused land in the adjustment project will be paid according to relevant policy standards; the compensation standard of acquired state-owned water area are the same as the collective land; according to the management approach of the fees for newly increased construction land [No. (2012) 151] pressed by Ministry of Finance and Bureau of land and resources, and state-owned unused, state-owned agricultural land and state-owned water area need to pay the fee of newly-increased construction land to the land department for 10 to 20 yuan/m2 (shannan district, Bagongshan distirict, Xiejiaji distirict, Maoji experimental area and Panji district for 13333 yuan/mu, Shou county for 10666 yuan/mu). Land acquisition should be executed in accordance with a notice on the issuance of collective land attachments and young crops compensation standard of Huainan Municipal People's Government, a notice on the issuance of collective land expropriation compensation and resettlement measures of the Huainan Municipal People's Government (Huai Fu No.39 [2013]). Different areas have different land acquisition compensation according to the standard of Huainan Municipality ranging from 41,400 to 68,000yuan/mu, and land acquisition compensation standard shall include land acquisition fee and resettlement subsidy. Compensation for young crops will be paid once and the vegetable land is 1875yuan/mu, economic crops are 1210 yuan/mu, grain crops are 1100 yuan/mu. The compensation for temporary occupation cultivated land will be paid according to

The compensation for rural residential house is based on No. HFB [2015]95, Bagongshan district rural house demolition compensation standard : frame building (the foundation beam, column, floor pouring roof) is 860 yuan/ m2; the single-storey for masonry concrete structure (the height of eaves is over 2.4m and with foundation beam) is 605 yuan/m2; the single-storey for tile-roofed house (the height of eaves is over 2.4m) is 530 yuan/m2; simple main room (more than 2.4m) is 390yuan/m2; public facilities: the compensation standard of public facilities involved in the project will be determined by the qualified evaluation agency which is hired by the City/County government and the affect people together. 1Collective land acquisition: including land compensation, resettlement subsidy, young crops compensation and ground attachment compensation. According to actual situation of Project area, 70% land acquisition fee shall be distributed to the affected households directly; the remaining 30% shall be paid to affected village collective, for developing collective economy or villagers’ welfare. Resettlement subsidy fee shall be distributed to affected households in full amount. Ground attachment compensation and young crops compensation shall be distributed to the owners directly. 2Rural house Demolition shall be compensated in accordance with Huainan City No.
HFB [2015]95, according to the actual situation of affected village and the affected households, there are three kinds of resettlement compensation scheme: (1) monetary indemnity; (2) housing property rights transfer. At the same time, the relocated households can obtain the transition fee and relocation allowance (moving subsidy). 5. Responsible Agencies Huainan city DRC on behalf of the Huainan city government for the executive agency of the project, the project leading group led by vice mayor has been set up, which will guarantee the coordination from all walks of life and guide the project preparation and implementation work. The leading group set up Huainan PMO to coordinate the preparation and implementation of the project. The people's government of Shannan new district, Bagongshan district, Xiejiaji district, Panji district, Maoji experimental area and Shou county people's government are the implementation agencies of this project respectively. The resettlement work of the project will be organized by Huainan PMO. The project implementation agency shall be jointly held by the local governments and other relevant departments (such as the Department of Natural Resources and the Housing Bureau). 6. Public Participation

From August 10 to September 5, 2017, a survey was conducted for the impact scope of the LAR of the adjustment project. According to the final design an DMS, during May to June 2019, with the assistance of independent resettlement experts and PMO, a supplementary survey of the affected land, households and people, and a public opinion and advice survey of the APs and affected entities had been conducted. For understanding local socio- economic status, different fields staffs are consulted, who come from Huainan Land Administration Bureau, House Acquisition Office in Shannan new district, Bagongshan district, Xiejiaji district, panji district, Maoji experimental area and Shou county, affected area, towns and village/community, and exchange views on compensation standards and measures of livelihood restoration. The implementation processes of the LAR are discussed with local governments. Representatives from the HCG, the Huainan PMO, House Acquisition Office from each district, Land Administration Bureau, Civil Affairs Bureau, women federation, urban planning bureau and other relevant government agencies as well as affected village and township and APs attended the public consultation and meeting. The concerns of the APs and their suggestions have been included in the RP. 7. Grievances and Appeals The establishment of grievance redress mechanism by Huainan PMO to settle appeals, dispute of compensation, and other resettlement interests is to respond to the complaints from the APs in a timely and transparent manner. The complaints may be in connection with collective land acquisition and temporary land occupation. Therefore, Huainan City PMO, Project implementation agencies, and the affected township governments and village committees in each district will be responsible for coordinating and dealing with complaints during the process of relocation or report problems to the ADB in accordance with its Accountability Mechanism (2012). APs can make any complaint about resettlement, including compensation standards, etc. 8. Resettlement Budget The total cost of LA and resettlement will be list in project general budget. The resettlement funds all come from domestic funds. The total resettlement cost is 239.74 million yuan, including (i) resettlement cost of Shannan new district is 13.0558 million yuan, accounting for 5.45% of the total cost; (ii) resettlement cost of Bagognshan district is 66.7589 million yuan, accounting for 27.85% of the total cost; (iii) resettlement cost of Xiejiaji district is 60.3005 million yuan, accounting for 25.15% (iv) resettlement cost of Maoji experimental area is 38.0137 million yuan, accounting for 15.86%;(v) resettlement cost of Panji district is 55.7696 million yuan, accounting for 23.26%; resettlement cost of Shou County is 5.8405 million yuan, accounting for 2.44%.The project implementation agencies of the districts and counties in Huainan city should ensure that adequate resettlement funds are available to solve all the resettlement problems.

Reasons for the sharp increase of resettlement budget: some districts and counties have adjusted the project planning and design, and the red line range has changed after the adjustment of the project, resulting in the change of the range of land required, the impact of LA and HD has increased, and the cost of LA and HD has increased accordingly. 9. Implementation of Resettlement Plan The LAR will be implemented from September 2019 to March 2020. The project construction will be commenced only after ADB approve the updated RP and the full compensation has been paid to the APs. 10. Monitoring & Evaluation and Reporting Internal and external monitoring on implementation of the RP will be conducted. Huainan PMO will carry out the internal monitoring, and a monitoring report, as one of key contents of subproject progress reports, will be submitted to ADB quarterly. Huainan PMO will entrust an independent experienced resettlement monitoring agency to conduct external monitoring and evaluation and report to ADB every six months during implementation of the subproject. In 2 years after resettlement work is finished, an external monitoring report will be submitted to ADB annually. The monitoring and evaluation fees have been included in the total budget of the RP.

1.2. Optimizing Project Design to Reduce Resettlement Impacts 5. In the engineering design phase, the impact of the LAR should be minimum, the main principles are following

The improvement of 17 water system selection was designed to combine with the overall planning of existing river, to avoid or minimize the occupation of existing buildings and minimize the acquisition of high-quality farmland during the selection. 7. In the actual investigation, the route of Wuyi ditch of Panji district will affect 76 households, the demolition area of 2580m2, and the acquisition of 158mu cultivated land; the route of Kongli drainage ditch in Bagongshan district will demolish 28 commercial shops and one farmer’s markets, a total demolition area of 1800m2. In order to reduce the impact, after the PMO consulted with residents, communities and DI, to optimize width of redline of all improved water lines under feasible design, and to avoid HD and land according to the width of redline after avoidance; Shou County new urban area flood drainage canal management and Longyin Lake Rehabilitation will involve a great deal of land acquisition and demolition, after many discussion with Huainan PMO and Shou County PMO, in order to avoid a great deal of land acquisition and demolition, and Shou County new urban area flood drainage canal management and Longyin Lake Rehabilitation will be abolished, to avoid the demolition of Rehabilitation of Northeast corner and Northwest corner pond in Shou County old town, which reduces the house demolition of 174 households with an area of 12519.32m2 and 947.27 mu permanent collective land. 9. In general, through the comparison between the resettlement plan and the updated resettlement plan during the preparation of the project, it is found that during the preparation of the project, the project planned to acquire 1162.89 mu land. According to the final design and detailed DMS, the project will acquire 1603.15 mu land, an increase of 440.23 mu. During the preparation of the project, the project planned to demolished house for 6988.50 m2. According to the final design and detailed DMS, the project will demolish house for 12007.31 m2, and the demolition area will be increased by 5018.81 m2. 10. The main reason for the changes of the project: (1) the location of the ditch in the preliminary design was not available and LA increased after the change; (2) part of the project overlapped with some existence construction in Panji district and the adjustment results in the change of the LA area; (3) After acquiring the cultivated land within the red line, the marginal land outside the scope of the project cannot be used. Considering the long-term interests of the affected people, the expropriation department will acquire the land in the triangle that cannot be cultivated, so as to reduce the impact on the affected households as much as possible. (4) for the adjustment of the part of the project, a sewage pumping station need to be added and results in the increase of the occupation land; (5) according to the research of Huainan City Construction Committee, it is suggested that the left bank of the river should be brought into the treatment to improve the regional environment. See other detailed reasons of change in Table 1-1. 11. Measures taken during the project design phase to reduce the resettlement impact: (1) Nantang flood drainage ditch: because one side of the river is close to residential houses, in order to reduce the demolition, the existing river channel is deviated. The original design red line is about 20m, and the design red line is about 37m after the offset, resulting in an increase in the scope of land acquisition. (2) Qianhuai drainage ditch: in order to avoid house demolition on the right bank, the river

ADB Financed Project—Anhui Huainan Urban Water Systems Integrated Rehabilitation Project was shifted 9m to the left bank, and the red line width was adjusted from 15m to 22m in the FSR phase; In section K0+700~0+810, there are 10KV high-voltage lines within the scope of the river. In order to avoid high-voltage line removal and house demolition on the right bank, the river is shifted to the left bank. The width of the red line is adjusted from 22 m to 30-35 m in the FSR phase. In the section K1+300~1+550, the river is shifted to the right bank to avoid house demolition on the left bank. The width of the red line is adjusted from 20~24m to 25~37 m in the FSR phase.

2. Identification of Project Impacts
2.1. Types of Impacts
12. Based on the feasibility study report (FSR) and field survey, the main types of impacts of the project include
1Land acquisition of collective and state-owned lands;
2House demolition of residents and attachments;
3Non-residential house demolition impact;
4Losses of ground attachments and infrastructure.
2.2. Methodology and Procedures
13. The Huainan PMO, design institute (DI) and each district, village and town in Huainan project area conducted a site survey and household survey to identify the adjustment project impact scope in August 10 to September 5 2017.
14. In August 11, 2017, the independent resettlement experts held the meeting of RP
Policy Framework and adjustment project RP preparation Training Meeting in Huainan City
PMO. Both the PRC and ADB’s policies related to LAR and indigenous peoples, and contents required for the RP and EMDP were introduced.
15. During August 10 to September 5, 2017, with the assistance of the independent resettlement experts, DI organized relevant staff to conduct a detailed survey of the physical indicators of the affected population, houses, land and special facilities, as well as conducted a socio-economic survey for the affected residents and rural collective economic organizations.
16. In May 2019, Huainan ADB PMO, DI together with each project area, village, town and communities of Huainan conducted field survey to the newly added integrated adjustment project. With the assistance of independent resettlement experts, a detailed survey of the physical indicators of the affected population, houses, land and special facilities had been conducted as well as a socio-economic survey for the affected residents and rural collective

17. The surveys were conducted in a combination of field investigation, data collection and inquiry, questionnaire survey and interview. Socio-economic survey was gender sensitive. Women were consulted to elicit their opinions and suggestions; and the findings were included in the RP.
Land acquisition survey: The survey team surveyed the area of the acquired land by ownership and type after the DI defined the range of land acquisition by field setting- out.
Socio-economic survey: A sampling survey of affected population, including gender, ethnic group, age, educational level and employment status, etc.
House demolition survey: The demolished House was surveyed and registered by ownership, structure as well as its attachment.
Scattered tree survey: Scattered trees within the affected areas were counted on spot to differentiate fruit trees and other trees and registered by species.
Special facility survey: The affected water resources, electric power and telecommunication facilities were surveyed based on the existing information of the competent authorities and verified and registered on spot.
2.3. Impact and Risks Identification
18. The LA and HD of the adjustment project will affect Shannan new district, Bagongshan district, Xiejiaji district, Panji district, Maoji experimental area and Shou County in Huainan city with a total of 14 towns and 46 villages. It will also affect 1452 HHs with 5797 persons, including 78 HHs and 236 persons affected by HD, and 1374 HHs and 5561 persons affected by LA.
19. Land acquisition: the project permanently acquire 1603.15 mu land, affect 1347 HHs with 5561 persons, of which (1) village collective land for 1556.12 mu, including collective farm land for 1169.76 mu (cultivated land for 1029.86 mu, water area for 94.13 mu, forest land for 45.77 mu), affect 1374 HHs with 5561 persons; collective construction land for
342.42 mu, collective unused land for 43.94 mu, with no affected person; (2) besides, the project will occupy state-owned land for 47.03mu.

20. House demolition: According to FSR and survey of proposed project adjustment in interim, only Bagongshan district and Xiejiaji district involve house demolition. The involved
HD area is 12007.31m2, affect 78 HHs with 236 persons. 10424.31 m2 of Bagongshan district, of which Bagongshn district Shanchong ditch and Nantang ditch involve 332 m2
HD area, affect 2 HHs with 10 persons; 7244.31 m2 HD area of Kongli ditch, affect 32 HHs with 105 persons; 2848 m2 HD area of Qianhuai ditch, affect 23 HHs with 49 persons. 1583 m2 HD area of Xiejiaji district Tangshan ditch, affect 21 HHs with 72 persons.
21. The upgrading sewage collecting system and transmission system sub-project will be connected to the existing sewage treatment plant. No other now sewage treatment plant will be built in this project and all the sewage collecting and transmission system will be connected to the existing sewage treatment networks and sewage treatment plants. DDRs already done for the related facilities (sewage treatment plants), including Eastern Sewage
Treatment Plant and Western Sewage Treatment Plant in Huainan City, Sewage
Treatment Plant in Shou County as well as Sewage Treatment Plant in Maoji district. More details see in annex 5 below.
22. This URP is prepared based on the final design and the detailed measurement survey.

2.4. Permanent Collective Land Acquisition Impact and
Analysis
2.4.1. Collective cultivated land acquisition impact
23. The adjustment project will permanently acquire rural collective land for 1556.12 mu, which contains 1169.76 mu collective farm land, affect 1374 HHs with 5561 persons,
342.42 mu collective construction land, 43.94mu collective unused land, no person will be affected.
24. Shannan new district: The subproject acquires collective cultivated land for 86.49mu in total, affects 2 villages and 110 HHs with 491 APs, including: (i) J water system will acquire collective cultivated land for 27.45mu, affects 70 HHs with 320 APs; (ii) F water system will acquire collective cultivated land for 59.04mu, affects 40 HHs with 171 APs.
25. Bagongshan district: The subproject acquires farm land for 319.85mu (cultivated land for 247.19mu, water are for 63.96mu and forest land for 0.58mu) in total, affects 563
HHs with 1894 APs; collective construction land for 7.96mu, with no affected people, including: (i) Bagongshan Shanchong, Nantang flood drainage channel will acquire collective cultivated land for 188.69mu, affects 207 HHs with 806 APs; 0.16mu of collective water area will be affected, with no APs; 1.95mu of construction land will be affected, with no APs; (ii) Bagongshan Kongli flood drainage channel will acquire collective cultivated land for 46.48mu, affects 317 HHs with 962 APs; 63.19 mu of collective water area will be affected, with no APs; (iii) Bagongshan Qianhuai flood drainage channel will acquire rural collective cultivated land for 12.02mu, affects 23 HHs with 71 Aps; 0.58 mu of collective forest land will be affected, affect 2 HHs with 10 persons. 5.95 mu of collective construction land, with no affected persons.
26. Maoji experimental area: The subproject acquires collective farm land for 192.72 mu in total (cultivated land for 147.53 mu and forest land for 45.19mu), affects 45 HHs with
210 APs; collective construction land for 142.75 mu, collective unused land for 4.9mu, with no APs; including: (i) Maoji experimental area sewage pumping station will acquire collective cultivated land for 1.92mu, affects 1 HHs with 4 APs; (ii) Guangou channel will

Yangweidagou channel will all acquire collective cultivated land for 4.5mu, affects 17 HHs with 53 APs; (iv) coal chemical industrial park will acquire collective cultivated land for

28. Xiejiaji district: The subproject acquires collective cultivated land for 317.89mu in total, affects 218 HHs with 939 APs, including: (i) Tangshan town Rushan reservoir flood drainage channel will acquire collective cultivated land for 88.92mu, affects 30 HHs with
125 APs; (ii) Tangshan flood intercepting channel will acquire collective cultivated land for
123.30mu, affects 90 HHs with 399 APs; (iii) Xinhua flood drainage channel will acquire collective cultivated land for 105.66mu, affects 92 HHs with 403 APs.
29. Shou county: the subproject acquires collective cultivated land for 69.05mu, collective unused land for 39.04mu, including (i) Bingyang pump station acquires collective water area for 5mu, with no APs for the type of land belongs to collective; (ii) Yincha pump station acquires collective water area for 30.01mu, with no APs for the type of land belongs to collective; collective unused land for 39.04mu, with no APs. 2.4.2. Collective cultivated land acquisition analysis
30. The adjustment project will permanently acquire rural collective land for 1556.12 mu, which includes 1029.86 mu collective cultivated land and 45.77 mu collective forest land, affect 1374 HHs and 5561 persons, 342.23 mu collective construction land, 43.94 mu collective unused land and 94.13 mu collective water. Because the collective construction land, collective used land and collective water belongs to collectives and they were not allocated to any households or persons, therefore, no persons will be affected. Due to a large amount of HHs affected by LA, the analysis was conducted only in affected villages.
The data shows that the overall land lost rate is 7.94% on collective land acquisition, and the Linchang village enjoys the lowest rate with 0.57%, the highest rate is Shanwang village in Bagongshan district with 19.19%. The analysis of losses in each village is shown in table 2-4.

The adjustment project involves management of channels in each district, the main construction contents are excavation, dredging and slope protection, and will involve the collective land acquisition, most farmers will lose only a small part of their land; therefore, there is little influence on agricultural production and farmers’ income. According to table
2-5, the affected households with a loss rate of less than 5% is 1071 households, accounting for 78.40% of the total affected households. The loss rate between 5%-10% of the affected households is 245 households, accounting for 17.94% of the total affected households. The loss rate between 11%-20% of the affected households is 56 households, accounting for 44.10% of the total impact. There is no loss rate between 20%-30% of the affected households. See table 2-5.

2.5. Occupation of State-owned Land
32. The adjustment project will permanently acquire 105.75mu state-owned land, which contains 47.03mu state-owned (construction) land. According to site survey, the permanently occupied construction land causes little impact on each unit, for the reclaim land is relative less. Details are shown in Table 2-6.

2.7.1. Rural House Demolition
36. According to the final design and detailed DMS of the newly added integrated adjustment project, HD will only affect Bagongshan and Xiejiaji district. The total village HD area is 10651.31m2, affects 65 HHs and 207 persons. In more detail, the HD area in
Bagongshan district Shanchong, Nantang flood drainage channel is 332m2, affects 2 HHs
10 persons; the HD area in Qianhuai flood drainage channel is 1492m2, affecting 10 HHs with 20 persons; the HD area in Kongli flood drainage channel is 7244.31m2, affects 32
HHs with 105 persons. The demolished houses are mainly bungalow and building, and their structure are varying from frame structure, brick masonry, tile-roofed houses, civil structure, and simple house structure. The details are shown in Table 2-9.

2.9. Vulnerable groups
39. According to field survey and verification of village committee during RP updating, no

But, they will continue to monitor during implementation, PMO and external monitor will focus on the vulnerable groups, if any vulnerable groups appear, which will be given focus on them.
2.10. Impacts on Women
40. According to the census, the population of women is 714, accounting for 42.25% of the total. According to the investigation, the affected women will be entitled to the same rights as men, including contract land, education, family planning and election, etc. Most of the female interviewees believe that they have the same autonomy in management as men and are capable of becoming migrant workers or doing small business based on independent selection, and, of course, men and women are different in the labor division between family life and production. Women undertake more housework and raise the children, family sideline production (family breeding, for instance) and work in handcraft factory while men are mainly engaged in transportation or leave the home to for job opportunities, etc. As a rule, the working time of women is 1.2 times as much as that of men.
41. As for the women, the main source of income is affected by reduction of agricultural production due to land acquisition and family breeding. However, because the affected area is close to the Huainan downtown area, the non-agricultural income is becoming the main source of income in recent years, and the income percentage of farming and livestock breeding has decreased. Farmers can occupy other non-agricultural production activities in the urban area.
42. As far as education is concerned, boys and girls are entitled to same opportunities. If the child is diligent, the parents will do their utmost to finance their tuition fee.
Women are concerned about the same problems as the men: According to the requirements of the affected households, the compensation should be directly delivered to them. During the FGDs and villagers’ meetings during the RP updating, female household members participated also, they showed their concerns and advice during the consulting activity as follows: in terms of the LA, they wish they can get the compensation timely without any delay, meanwhile, they are concerned about the skill training issues, they hope some available training positions can be provided if possible. On the other

ADB Financed Project—Anhui Huainan Urban Water Systems Integrated Rehabilitation Project hand, HD, most of the AHs who prefer to opt the cash compensation, a small part of the APs opt property exchange to obtain the apartment, in regarding to the female they hope they can get the a fair and just arrangement. The concerns for the APs who opt the property exchange, they wish to have the priority on choosing apartment.
43. In terms of gender difference, the requirements of women are different from those of men: (a) most of women are expected to cash compensation; (b) Women require the training in respect of farming, livestock breeding and handicraft; (c) For most families, male occupies the majority in the participation, and yet women also hope to participate in village management.
44. According to the survey, discovery is found as follows: 1) Because the affected area mainly locates in the suburban area, as well as the development of Huainan in recent years, a great many non-agricultural employment opportunities has been created for women, as a result, the income of women has shifted from farming-dominated structure to a non- farming-dominated one; 2) The project has a relatively small impacts on female’s production income.

3. Socioeconomic Profile of Affected Areas
45. In order to learn more about their living and production condition and the suggestions to the subproject of the affect people, under the guide of independent consultants and informed community staff, the Huainan PMO, the design institute and resettlement experts carried out the field survey and social economic survey among the subproject area during August to September 2017 and June 2019. The survey carried on among the different groups of economic condition, nationalities, gender, ages, etc., to learn about the condition of LA and HD residents and what they need. Given the different people has different demands to the subproject, the specific analysis to the demands of different people will benefit to the identification of the subproject impact and avoid the negative impact of the subproject as can as possible and also promote the smooth implementation of the subproject.
46. Through the questionnaire survey, interview, discussion, observation and other methods, make a fully understanding and communication with the affect groups, provides a quantitative material which is consulted by the local government, opinions of LA and HD affected people, the demands analysis of women and ethnic minorities, the social analysis of the affected community and so on, for the preparation of the report as well as for the evaluation and impact identification of the subproject, and combined with the complementary measures to stress the positive impact and eliminate the negative impact.
47. In order to improve their living and income condition of the affect people as soon as possible, through fully consulting, the PMO not only provides the LA compensation measures, but also prepare the living and production restoring plan in accordance with what they need and the actual condition of the affect people, and also discussed with the affect people about the suggestions and opinions of training, these suggestions and opinions has been collated and summarized in this report.
3.1. Socioeconomic Status in Project Areas
48. Huainan City: Located in the north central of Anhui province, the east is adjacent to
Chuzhou city, the southeast to Hefei city, the southwest to Liu’an City, the west to Fuyang

The most eastern is located in the east of Wangsi village, Kongdian Township, Datong district and center line of Gaotang Lake. The most east is located in the west of Houhaizi, Shangtang Township,
Fengtai County which connects with Lixin County. The most south is located in Huaishu village, Fenglou village, Sanjue Township, Shou County which connects with Jin’an District,
Liu’an City. The most north is located in the junction of Fengtai County, Mengcheng County and Lixin County and central line of Cihuai new river. The longest distance between east and west is 80.23 km, and the longest distance between north and south is 122.68 km, with a total area of 5533 square kilometers.
49. Huainan City governs 5 districts, 2 Counties and a comprehensive experimental area of social development, 57 Towns, 19 sub-districts, 254 community residential committees and 830 village committees.
50. In 2018, the annual GDP reaches RMB 113.333 billion Yuan, an increase of 4.3% over the previous year at comparable prices. Among them, the added value of primary industry is RMB 12.24 billion Yuan with the growth rate of 3.2%; the added value of secondary industry is RMB52.78 billion Yuan with the growth rate of 4.1%; the added value of third industry is RMB 48.31 billion Yuan with growth rate of 4.9%. according to permanent resident population, the per capita GDP is RMB 32487 Yuan (US$4909), an increase of
3.8% over the previous year, urban per capita disposable income RMB 28,106 Yuan with the growth rate of 7.0%, after adjusting for inflation, the real growth of 6.4%. per capita consumption expenditure is RMB 19983,5 Yuan with growth rate of 7.9%. Among them, spending on food, tobacco and alcohol increase rate of 3.5%, while residential expenses decrease rate of 5.2%, per capita disposable income of permanent rural residents is RMB
12926 Yuan with growth rate of 9.2% over the previous year, after adjusting for inflation, the real growth 8.1%. rural per capita disposable income RMB 10567 Yuan with the growth rate of 12.8%.
51. Shannan new district is located in the east to the Huaibang expressway, the west to the central part of greening corridor, south to the Huaifu expressway and the north to the boundary of the ridge of Shungeng Mountain, the actual administrative area is 63.15

52. Bagongshan is located in western Huainan City and at the southern bank of the
Huaihe River, covering a total area of 96.40 square kilometer with total population of
198,700. It has jurisdiction over 3 sub-districts and 2 towns: Xinzhuangzi Sub-district,
Tubazi Sub-district, Bijiagang Sub-district, Bagongshan Town, Shanwang Town. There are
21 communities and 21 village committees. The district government is in Xinzhuangzi Sub- district.
53. Maoji experimental area is located in the middle of Anhui province and middle of the
Huaihe river, it is the city of Eastern China energy source (suburban ecological new area in Huainan city), which is the only area named after the experimental area. The Maoji experimental area has governed over the town of Maoji, Xiajiand Jiaogang lake; there are
7 community neighborhood committees and 38 villagers’ committees. It covers a total area of 201 square kilometers with a population of 132500.
54. Panji District is located in the north of Huainan City, the west is adjacent to Fengtai, and the north borders Mengcheng and Huaiyuan. It is the largest area of the land area of
Huainan city with a total area of 590 square kilometers and a total population of 44.74 million. The district governs Tianji sub-district and 9 towns including Gaohuang, Pingwei,
Jiahe, Nihe, Panji, Luji, Jiagou, Qiji and Hetong town, and a nationality township of Guogou
Hui Township. There are 35 community neighborhood committees and 141 village committees.
55. Xiejiaji District is located in the center of Huainan City and bordering on Changfeng
County in the south, Shou County in the west, Huaihe River and Mount Bagong in the north.
It is a central urban area in western Huainan City with jurisdiction area of 275.70 km2, and population of 319,700, including urban population of 211,500 and rural population of
108,200; 4 towns (Wangfenggang Town, Liyingzi Town, Tangshan Town, Yanggong Town),
2 townships (Sunmiao Township and Gudui Hui Nationality Township), 5 sub-districts
(Xiejiaji Sub-district, Caijiagang Sub-district, Lixin Sub-district, Xiesancun Sub-district and
Pingshan Sub-district) and a province-level development zone--- Anhui Huainan Industrial
Park are under its jurisdiction.

56. Shou County is located in the middle of the Huai river and the south bank of huaihe river, the ShouCounty in center of Huaian city covers a land area of 2,986 square kilometers, with 25 townships, governing 9 residential committees and 269 villagers’ committees. It covers an area of 2,948 square kilometers with a population of 1.372 million.
3.2. Socioeconomic Profile of Affected People
3.2.1. Sample survey
57. During May 2019, with the assistance of the independent resettlement experts, the
RP preparation agency together with PMO and Land Resource Bureau organized relevant staff to conduct a detailed survey of the physical indicators of the affected population, houses, land and special facilities, as well as the affected residents and rural collective economic organizations.
58. The LA and HD of this project will affect Shannan new district, Bagongshan district
Xiejiaji district, Panji district, Maoji experimental area and Shou County in Huainan city with a total of 5 districts, 1 county, 14 towns and 46 villages. It will also affect 1452 HHs with
5797 persons, including 78 HHs and 236 persons affected by HD, and 1374 HHs and 5561 persons affected by LA.
59. Due to the large number of affected households, the survey was conducted by means of sampling, the sample convers 436 HHs and 1578 APs with proportion of 30%.
60. Sample survey is conducted based on population, age composition, education degree, housing area, cultivated land resources, family property, household income and expenditure, etc.

61. According to the survey, 436 HHs and 1578 persons are affected by LA and HD within the project. The demographic characteristics of the APs are shown in Table 3-1. Among which, 864 are males, and 714 are females.

62. The age distribution reveals that 36-50 age groups for both men and women accounts for 32.13% of the total population; male for 17.17% and female for 14.96%, and this group constitutes the major labor forces; 20-35 age groups also accounts for a high proportion about 25.86%, male for 13.31% and female for 12.55%; in addition, 51-60 age groups accounts for 18.82%. Therefore, those three groups constitute the main part of labor forces.

63. Based on the survey, many male family members over 60 and female over 55 are still engaged in social work. However, the definition of actual labor force should be defined in the section of 16 to 65 - year - old male and 16 to 60 years old female, who have stopped school education. According to this, the total number of labor force accounts for more than
76.81% of people surveyed.
3.2.4. Education Level
64. Among the APs, junior high school degree accounts for 43.60%; elementary school degree for 21.48%, high school / technical secondary school degree for 21.93%, and senior high school or even more higher education degree for 32.19%. From the figure we found that, the education degree among APs are presented normal distribution, the lower education degree (primary school) and the high education degree (junior college) people accounted a little proportion, 1.20% illiteracy are old people among them, old people

ADB Financed Project—Anhui Huainan Urban Water Systems Integrated Rehabilitation Project account for 9.13% of the total APs; at the same time, for APs with degree of secondary and higher education, the proportion of male higher than that of female about 3.04%, while for junior college degree and above, male’s is slightly higher0.25% than female’s. These statistics show that female’s education degree improved in the affected area, and it is needed to be kept paying more attention to female's rights in implementation of the project, as well as to employment skills training for female. (See figure 3-2).

65. Among the surveyed labor force, there 29.85% of them are migrant workers; under the integration of urban and rural, the farmers are not confined to the agricultural work, they also play multiple roles such as work labor, business and others, some also operate restaurants in Huainan City. The survey shows that, about 20.22% of APs are engaged in agriculture; besides, 13.09% engage in business (individual operation), and most of them are mini-seized restaurant, shops and business with a small capital to earning their living; staff of enterprises account for 7.21%; see figure 3-3

3.2.6. Households Assets
66. All affected households have electric fan, washing machine, televisions and mobile phones are 100% with per household ownership of 1.14, 1.19, 1.88 and 3.18 respectively.
Motorcycle ownership is more than 80%, through the survey we found that ownership of car, whether in urban or rural, the ownership of major households’ assets is high, and car, motor and computer are 38.30%, 69.04% and 68.35% respectively. Because electric vehicle is the main transportation for local people, the ownership of it is very high (more than 80% and mainly in rural area), to some extent, reflecting the inevitable requirement of modern life as well as a better livelihood to families and individuals. Details of other family durable goods show in in Table 3-2.

3.2.7. Income and Expenditures
67. From Table 3-3, the affected HHs are not only engaged in agriculture, influenced by the integration of urban and rural, the income of farmers can come from industry and migrant workers, among which, the income of migrant workers accounting for 26.32%, the industrial income accounting for 16.10%; the agricultural and business income account for
20.03% and 15.23% respectively; in addition, the wage income accounting for 14.59%.
From the whole income we found that the income structure of affected households also shows diversification, details are shown in table 3-3.

In addition, sample households also engage in seasonal work, operational and other incomes, farmers income mainly comes from work labor, etc., which is in conformity with the local industrial structure, most women usually engage in farming and sometimes work labor with their husbands as well, male labor force usually engage in work labor or in the factory, construction and transportation.

72. Relevant laws and policies above are seen in appendix 1. 4.2. ADB’s Policy Requirement on Involuntary Resettlement 73. The objectives of ADB's Involuntary Resettlement Policy are (i) If possible, involuntary resettlement should be avoided; (ii) If resettlement is unavoidable, all feasible options should be explored and the scope of resettlement should be as small as possible; (iii) Ensure that the displaced persons have the same economic and social conditions before and after the project; and (iv) Improve the living standard of displaced poor and other vulnerable groups. 74. Involuntary resettlement is an important part of the project design and resettlement plans. Planning and implementation should consider the following basic principles:

1Screen the project early on to identify past, present, and future involuntary resettlement impacts and risks. Determine the scope of resettlement planning through a survey and/or census of displaced persons, including a gender analysis, specifically related to resettlement impacts and risks. 2Carry out meaningful consultations with affected persons, host communities, and concerned nongovernmental organizations. Informal displaced persons of their entitlements and resettlement options. Ensure their participation in planning, implementation, and monitoring and evaluation of resettlement programs. Pay particular attention to the needs of vulnerable groups. Support the social and cultural institutions of displaced persons and assist the local population in the resettlement area. 3Improve or at least remain, the livelihoods of all displaced persons through (i) land-based resettlement strategies when affected livelihoods are land based where possible or cash compensation at replacement value for land when the loss of land does not undermine livelihoods, (ii) prompt replacement of assets with access to assets of equal or higher value, (iii) prompt compensation at full replacement cost for assets that cannot be restored, and (iv) additional revenues and services through benefit sharing schemes if possible. 4Provide physically and economically displaced persons with needed assistance, including the following: (i) if there is relocation, secured tenure to relocation land, better housing at resettlement sites with comparable access to employment and production opportunities, integration of resettled persons economically and socially into their host communities, and extension of project benefits to host communities; (ii) transitional support and development assistance, such as land development, credit facilities, training, or employment opportunities; and (iii) civic infrastructure and community services, as required. 5Improve the standards of living of the displaced poor and other vulnerable groups, including women, to at least national minimum standards. In rural areas provide them with legal and affordable access to land and resources, and in urban areas provide them with appropriate income sources and legal and affordable access to adequate housing. 6Develop procedures in a transparent, consistent, and equitable manner if land acquisition is through negotiated settlement to ensure that those people who enter into negotiated settlements will maintain the same or better income and livelihood status. 7Ensure that displaced persons without titles to land or any recognizable legal rights to land are eligible for resettlement assistance and compensation for loss of non- land assets.

8Prepare a resettlement plan elaborating on displaced persons’ entitlements, the income and livelihood restoration strategy, institutional arrangements, monitoring and reporting framework, budget, and time-bound implementation schedule. 9Disclose a draft resettlement plan, including documentation of the consultation process in a timely manner, before project appraisal, in an accessible place and a form and language(s) understandable to affected persons and other stakeholders. Disclose the final resettlement plan and its updates to affected persons and other stakeholders. 10Conceive and execute involuntary resettlement as part of a development project or program. Include the full costs of resettlement in the presentation of the project’s costs and benefits. For a project with significant involuntary resettlement impacts, consider implementing the involuntary resettlement component of the project as a stand-alone operation. 11Pay compensation and provide other resettlement entitlements before physical or economic relocation. Implement the resettlement plan under close supervision throughout project implementation 12Monitor and assess resettlement outcomes, their impacts on the standards of living of displaced persons, and whether the objectives of the resettlement plan have been achieved by taking into account the baseline conditions and the results of resettlement monitoring. 4.3. Main differences between ADB and PRC Policies
75. The main aspects of the national legal system include the collective land acquisition, the procedures for transferring collective land to the state, house demolition on collective land in rural areas, and house demolition on state-owned land in urban areas triggering the need for compensation and relocation of displaced persons, households, and communities.
Key gaps between SPS of ADB (2009) and the PRC’s regulatory framework and how to the bridge them are discussed below.
(i) identification of poor and vulnerable groups during the risk and impact screening process.
76. Specific to vulnerable households (men, women, ethnic groups), they are identified by the Government as those who belong to the (i) Five-Guarantee program (the elderly, weak, widowed and disabled members who are unable to work and have no means of living, or whose households lack labor) who are being provided with production and living assistance
(e.g. food, clothing, fuel, education and burial expenses) and (i) those eligible for the
Minimum Living Guarantee System and are provided with living subsidy each month.
Furthermore, identification of the poor and vulnerable households can be only done during the implementation phase of a project.
77. Those who are not considered as vulnerable groups as per Government’s definition but may become at risk of being vulnerable or experience hardship due to impacts of
LA/HD; i.e., may need special support during the transition period (e.g. during relocation such as provision of labor, transport) will also be identified and will be provided with necessary assistance.
78. Those being ethnic minority, elderly, and women-headed-households but do not fall under the Government criteria requires greater in-depth assessment during DMS to determine their vulnerability factor. During DMS and consultations, there were no vulnerable households identified. Nevertheless, the Project will continue to monitor and report if there are any vulnerable households identified during resettlement implementation and ensure that the necessary support and assistance will be provided to them.
(ii) Lack of documentation on the consultation and information disclosure activities,

79. Meetings and interviews held with the affected households are reflected in the URP and will continue to be documented during RP implementation. The grievance redress will also be documented as part of the monitoring reports. Disclosure of the key information in the URP has been carried out through the consulting meetings and FGDs during the RP updating, in addition, the distribution of resettlement information booklets (RIBs) in local language will be carried out to the APs by posting the booklets and villagers’ meetings while the URP is acceptable to ADB.
(iii) Inadequate social and risk analysis as resettlement planning is focused on loss of land and impacts on houses.
80. Social impact assessment was carried out during RP planning through the conduct of socio-economic surveys, consultation meetings, inventory of losses, and key informant interviews. Gender analysis was also carried out. Such measures led to the preparation of project entitlements, relocation, rehabilitation, and gender strategies; and they are reflected in this RP. Additional information are in this URP following DMS and further consultations with the APs and other stakeholders.
(iv) Assistance to households who are not eligible for compensation of houses at replacement cost.
81. Based on the Regulations on the Demolition and Compensation of Houses on State- owned Land (2011), the illegal houses and temporary structures which were constructed after the approval period will not be compensated. However, if the APs belong to the vulnerable groups and in need of housing, they will be assisted in securing affordable housing or low-rent housing which is according to the Regulations to Solve the Housing
Difficulties for the Low Income HHs issued by State Council [GF 2007, No 24], affordable housing and low-rent housing should be provided to the households who have housing difficulties. The owners of demolished houses can apply for affordable housing and low- rent housing assistance.
82. Compensation for non-land assets will be paid at their replacement cost. Resettlement assistance will be provided to those who lost their legal houses when they meet the

Project’s cut-off date to move out. If an earlier cut-off date has been established by the
Government, the Government’s cut-off date will be followed, provided that the following conditions are met: (i) copy of Halt Notice for Land Acquisition and House Demolition/pre- notice for Land Acquisition and House Demolition published, (ii) documents confirming dissemination of information (billboards, minutes of public meetings, letters to households, newspapers, websites, broadcast, etc.), and (iii) confirmation from households that they were informed about the cut-off-date verbally and in writing. For households who are not eligible for compensation for houses at replacement cost, the reason as to why the structure has no certification/license; and their socio-economic conditions, and vulnerability will be assessed by the Project (through its local government and concerned bureaus) to determine the necessary assistance that can be provided to them to ensure that they will be able to at least to restore their living standards and will not be worse-off because of the subproject.
83. In the subproject areas, there are no illegal houses.
(v) Inadequate monitoring and reporting arrangements
84. Monitoring is not being done on a regular basis. Each implementing agency has its own procedures of monitoring and documenting the project process.
85. For this project, regular monitoring and submission of monitoring reports will be carried out. Monitoring reports will be disclosed to the public. All monitoring reports will be submitted to ADB for review and the reports will be posted on PMO and ADB websites.
4.4. Compensation Principles
86. According to the requirements of Chinese government and ADB’s policies and regulationsto formulate the principles of compensation and rightits objective is to ensure that affected people receive adequate compensation and assistance, at least, production and living can be restored to before the project begins. More details in table 4-1.

Compensation and rights of affected people could maintain the previous living standard, or even be 2 improved. Whether there is legal rights or not, affected people will receive resettlement compensation and 3 assistance. If everyone does not make a living on land after land acquisition, compensation in kind exchange 4 for land and cash will be provided, and other income-generating activities. Affected people are fully aware of the qualifications, compensation mode, standard, livelihood, 5 income rehabilitation plan and schedule of project, and participate in the implementation of resettlement plan 7 IA and the third party will monitor the operation of compensation and resettlement. Vulnerable people receive special assistance, to make sure that they live a better life, all affected 8 people should have opportunities to benefit from the project. Two family members of affected family will be received training, at least a female of whom. 9 Resettlement is accordance with overall planning of affected city (district, county), town and village. 10 Resettlement costs will cover all affected aspects comprehensively.
4.5. Compensation Beneficiary and Eligibility
87. The cut-off date for eligibility for the compensation had been updated to June 30,
2019. Meanwhile, the cut-off date was disclosed to the APs during the URP preparation stage. The official disclosure and announcement had been issued/informed to the affected villages and the APs through the FGDs and consulting meetings during the RP updating.
Any newly claimed land, newly built house, newly reclaimed cultivated land or settlement in the project area by the APs after this date will not be entitled to the compensation or subsidization.
4.6. Identification of Compensation Standard
88. During RP updating, it has been confirmed by the relevant departments that there have not been any updates on the compensation standards since the time the RP was prepared, and the notices issued will continue to be applied. In the event that there are any changes during implementation, the most recent compensation standards will apply based on replacement value principle for affected land and assets.. 4.6.1. Compensation for Occupation of State-Owned Land
89. The project is the construction of public utilities, so the state-owned water area and state-owned unused land will be allocated by transferring land use right after payment for

10666yuan/mu, Bagongshan district, Xiejiaji district, Shannan new district, Panji district and Maoji experimental district for 13333yuan/mu) of newly increased construction land

90. According to the Land Administration Law of the People’s Republic of China, the
Guidelines about Improving Land Acquisition Relocation System and the Policies and
Regulations relevant to the Land Administration Law of the People’s Republic of China implemented in Anhui Province, the subsidies of the confiscated farmland include land subsidy, relocation allowance and young crops subsidy. 99. In terms of the state unused land and state construction land acquired for temporarily, confirmed by the Department of Natural Resources, no compensation will be paid, the relevant formalities for land and construction permit is necessary to be handled in the
Department of Natural Resources, and the construction can start, after the construction is finished, return to original status.
4.6.4. Rural Housing Compensation Standard
100. Housing compensation mainly includes housing compensation fee, moving subsidy, compensation fees for attachments. According to relevant regulations, refer to the actual price analysis of the main categories of affected houses and the Notice on publishing the compensation standards for Huainan city collective land attachment acquisition and young crops relevant to Huainan municipal people’s government (HNG No.95 file [2015]), compensation standard of Bagongshan district and Xiejiaji district will see in table 4-6.
101. The value of the demolished houses shall be assessed and determined by the real estate price assessment institutions with corresponding qualifications in accordance with the housing expropriation assessment method. The assessment institutions shall be recommended by consultation or voting affected people and shall be determined according to the opinions of most of the people participating in the selection. If the consultation or recommendation fails, Huainan PMO and the government of the affected district will make the decision by random selection or lottery. The compensation of the demolished house shall not be lower than the market price of the similar real estate of the demolished house on the date of the announcement of the decision on the demolition of the house

106. The vulnerable groups involved by the Project will not only be entitled to compensation policies of acquisitioning lands mentioned above, but also other preferential policies

(2) During the construction process of the Project, the family labor in vulnerable affected households will be of the priority to be recruited for some unskilled work

(4) If affected urban people are still unable to solve housing after getting the lowest cash compensation, they can enjoy urban low-rent safeguard policies and preferential policies. The elderly who has no relatives or friends to depend on can apply for living in geracomium if voluntary and arranged to live in old people’s home.
107. According to field investigation and village committee verification, there are no families of vulnerable groups affected in this project.
4.9. Policies to Support Women
108. Besides the compensation policies of acquisitioning lands and housing, the special policies for women are provided:

2They have priority to get skilled and unskilled training, 1452 people plan to be trained
in the project(skilled and unskilled training), and women labor is more than 436

5. Resettlement Measures 5.1. Objective of Resettlement 109. The objective of the project resettlement is to restore the AHs’ annual net income to the pre-resettlement level, even higher than before, and further improved with local economic development. 5.2. Principles for Resettlement Recovery Plan 110.
