Maps FOREWORD Publication of the District Census Handbooks (DCHs)was initiated after the 1951 Census and is continuing since then with some innovations/modifications after each decennial Census. This is the most valuable district level publication brought out by the Census Organisation on behalf of each State Govt./Union Territory administration. It inter.alia provides data/information on some of the basic demogaphic and socio-economic characteristics and on the availability of certain important civic amenities/facilities in each village and town of the respective districts. This publication has thus proved to be of immense utility to the planners, administrators, academicians and researchers. The scope of the DCH was initially confined to certain important census tables on population, economic and socio-cultural aspects as also the Primary Census Abstract (PCA) of each village and town (ward-wise) of the district. The DCHs published after the 1961 Census contained a descriptive account of the district, administrative statistics, census tables and Village and Town Directories including PCA. After the 1971 Census, two parts of the District Census Handbooks (Part-A comprising Village and Town Directories and Part-B comprising Village and Town PC A) were released in all the States and Union Territories. The third Part (C) of the District Census Handbooks comprising administrative statistics and district census tables, which was also to be brought out, could riot be published in many States/UTs due to considerable delay in compilation of relevant material. In 1981 ,some new features alongwith the restructuring of the formats of Village and Town Directory were introduced in the DCHs. These were published in two parts for each district after the 1981 Census. While Part-A comprised Village and Town Directories, the PCA of villages and towns (ward-wise) including Scheduled Caste and Schduled Tribe PCA upto tehsil/ town level were provided in Part-B. To illustrate, all the amenities except electricity, were brought together in the Village Directory and if an amenity was not available in the referrent village, the distance in broad ranges from the nearest place having such amenity was given. Information on some new items such as adult literacy centres, primary health sub-centres and community health workers in the village were provided so as to meet some of the requirements of the Revised Minimum Needs Programme. Similarly, information on approach to the village was also provided for the first time in the Village Directory so as to give an idea about the number of inaccessible villages in each district. In case of Town Directories also, keeping in view the requirements of the Minimum Needs Programme, a Statement IV-A on slums was provided so as to enable the planners to chalk out the programmes for providing better civic and other amenities in the slums. In this statement details on civic and other amenities were reported for the slums of class I and Class II towns. Apart from this, one column on the Scheduled Castes and Scheduled Tribes population and another on adult literacy classes/centres were added in Statements IV and V respectively. The manner of presentation of the DCHs for the 1991 Census is by and large the same as followed in 1981. However, the format of PCA has been restructured slightly in the 1991 Census for the benefit of data users. Nine-fold industrial classification of main workers has been given as against four-fold industrial classification presented in the 1981 Census. In addition to this, the sex-wise population in the 0-6 age-group has also been included in PCA for the first time with a view to enabling data users to compute more realistic literacy rate as all children below 7 years of age have been treated as illiterate at the time of the 1991 Census. It is expected that the above mentioned modifications will help the planners in chalking out more effective developmental programmes. One of the mC>st important innovations in the 1991 Census is the Community Development Block-level presentation of data in the Village Directory and PCA instead of the traditional TahsillTaluk/PS level presentation. (ii) It is expected that the presentation of Village Directory and PCA data at C. D. Block level will help the planners in formulation of micro-level developmental plans, as the C. D. Block is the lowest administrative unit for developmental planning. In order to facilitate the task of administrators, planners and researchers intending to use Village . Directory/PCA data, either from the magnetic tapes/floppies or from the published records, both the computer and manual codes for each village have been provided for the 1991 Census alongwith the corresponding codes of 1981. This publication is a joint venture of the State Govt.lUT administration and the Census Organisation. The data have been collected and compiled under the direction of Shri H. Chakravarty, Director of Census Operations, West Bengal on behalf of the State Govt.lUT administration which has borne the cost of printing. The task of planning, designing and coordination of the publication was initiated by Dr. K.P. Ittaman, former Deputy Registrar General (Social Studies) and Shri M.M.Dua, Joint Director. For the sake of uniformity in presentation of information/data and for preparation of analytical note depicting the salient features emerging from a micro-level analysis of Census/non-Census data, a model District Census Handbook from each State and Union Territory was thoroughly scrutinised in the Social Studies Division under the guidance of Shri M.K. Jain, the present Deputy Registrar General (S.S.).This task was carried out by Shri A.K. Singh, Deputy Director, who was assisted by Shri N.S. Soam, Assistant Director and his staff. Technical guidance in the preparation of the maps was initially provided by Dr. BK Roy, former Deputy Registrar General (Map) and later by Mrs. Minati Ghosh, the present Deputy Registrar General (Map). NANDA) June 11, 1992 Registrar General, India PREFACE The District Census Handbook compiled by the Directorate of Census Operations, West Bengal on behalf of the Government of West Bengal, owes its origin to 1951 Census. The present publication of 1991 Census is fifth in the series. In this publication besides census statistics, various other information and statistical data have been included which are used by the State Government, District Administration, Research Scholars and other data users. It contains important census tables , PCA for each village and town of the district and at the same time presented in such a manner that the' comparability of the data of the earlier censuses are maintained. The publication is brought out in two parts. Part XII-A related to village and town directory and Part XII-B related to village and town PCA Besides, for the first time in this census, at the instance of the State Govt. of West Bengal, a separate combined volume on Calcutta Metropolitan Area has also been compiled. The structuring formats and additional volumes have been made with a view to assist not only in local area planning but also to meet requirement of the Revised Minimum Needs Programme.

Its purpose is to generate awareness, public consciousness, spirit of cooperation, pride in contribution to the development of a District, and to serve multifarious interests and address concerns of the people of a District and others in any way concerned. Historically, the ―Imperial Gazetteers‖ were prepared by Colonial administrators for the six Districts of the then Orissa, namely, Angul, Balasore, Cuttack, Koraput, Puri, and Sambalpur. After Independence, the Scheme for compilation of District Gazetteers devolved from the Central Sector to the State Sector in 1957.

However, human factors are conditioned, to some extent,by compulsions. The Marwaris are aware. that good public relations are a requisite for business transactions and that a rapport with the general public can best be estab­ lished by making cordial gesture. Their quick adoption of the local language helps them immensely in establishing this rapport. Initially, they used to migrate to a place in search of subsistence alone, keeping their womenfolk at home. So there had always been an identity crisis which they suffered from at the place of migration and to over- 344 come this crisis they thought it wise to mingle with the local people by participating in local festivals and attending social gatherings o.f other communi ties who lived there. Thereby they tried to join the mainstream of the society. At times, this attempt at social merger was per- haps only half-hearted in view of the fact that a sense of uncertainty in business always occupied their minds which were also filled with concern for their families particu- i larl:y for their womenfolk.
