1 Letter from the Secretary-General

Dear Delegates, Faculty Advisers, and Friends,

On behalf of our secretariat and staff, I could not be more honored to welcome you to the windy city as the Secretary-General for the Twenty-Second Session of ChoMUN, held from Thursday, April 18 through Sunday, April 21, 2019, at the Palmer House Hilton in downtown Chicago.

Since our first conference in 1998, ChoMUN has grown into the largest and most competitive crisis conference in North America. Our eternal focus on the delegate experience and our commitment to innovation continues to drive us forward, and this year we will run 30 dynamic and fast-paced committees—more committees than ever before. This spring, ChoMUN XXII will host over 800 delegates and staff of over 300 students, maintaining our better than 3:1 delegate-to-staff ratio to ensure that our committees offer each delegate a personalized and engaging crisis experience.

This year, our innovative approach remains unchanged, and—while consistently running engaging and challenging committees—we continue to push the envelope and formulate new approaches to Model UN. Building on our unprecedented and successful large double- delegate committee at ChoMUN XXI, we will continue to develop the style of integrated crisis unique to ChoMUN, by amending the US Constitution at its most volatile point before the great Depression. Those interested in female-driven history can dive into The National Congress of Mothers or the battles of Britannia’s Boudicca, while history buffs can experience England after the Napoleonic Wars or Alexander the Great’s empire at its height. The business-minded have the opportunity to manage the iconic brands of Hearst’s and Pulitzer’s iconic newspapers, while those with a more scientific interest can see what it is like to run Bell Labs at its peak.

This small snapshot of ChoMUN committees only scratches the surface of our offerings, and our dedicated executives and staff will work tirelessly through April 2019 to ensure that the delegate experience, both substantively and socially, is the best yet.

7 Conference Policies

Attendance: All delegates are expected to arrive promptly at the start of each committee session and are expected to stay for the duration of each committee session. In the event that a delegate needs to leave – be it for religious reasons or an unforeseen emergency – please alert your chair as soon as possible. All requests for an exit of committee room due to religious observances will be granted without question and will not count negatively towards the determination of awards. Head Delegates are allowed to leave their committees at any time to attend to the needs of their delegations, but are advised to alert their Chair if they will be absent from their committee session for an extended period of time.

Dress Code: Western Business Attire must be worn to all committee sessions, without exception. This consists of a dress shirt, coat and tie, slacks, dress blouse, or skirt. Appropriate footwear of some kind must be worn at all times in the hotel in accordance with Chicago city law. National attire is also allowed.

Placards and Badges: Placards and badges will be provided to all delegates at the start of conference. Badges must be worn at all times in the hotel in order to identify individuals as participants in ChoMUN. Badges will be required for admittance to all ChoMUN social events. ChoMUN Secretariat and the University of Chicago reserve the right to deny entrance to social events should an individual not have a badge. If badges or placards are defaced or misplaced, there will be a $5 replacement fee. Badge or placard replacement requests may be made at the Registration and Information Desk located on the 6th Floor for the duration of conference.

Computer Policy: Computers are not allowed inside the committee room at any point in time, unless by special accommodation. At the Chair’s discretion, committees will be allowed to use their laptops to type documents outside the committee room.

Alcohol and Drug Policy: Only those age 21 or older may consume alcohol in the State of and City of Chicago. Open containers of alcohol may not be carried in public areas, including committee rooms and hallways. Furthermore, delegates found possessing or using illicit drugs, as defined by United States Federal Law, will be required to leave immediately and may be held criminally liable.

Valuable Items: If delegates choose to bring valuable items, they are encouraged to place them in the Safety Deposit Boxes of their hotel rooms. ChoMUN and the Palmer House Hilton Hotel are not responsible for the loss and/or damage of such items.

Awards Policy: Delegation Awards: Four delegation awards will be given out at conference, to the Best Large, Best Small, Outstanding Large, and Outstanding Small delegations. A delegation’s total points will be determined by the per-capita points it earns. Should there be any changes to these criteria, these will be announced at the Head Delegate meeting on Thursday, April 18th, 2019. Individual Awards: At the Chair’s and Crisis Director’s discretion, each committee will give out four types of awards: Verbal Commendation, Honorable Mention, Outstanding Delegation, and Best Delegation. These will be determined based on the delegate’s adherence to conference policies and the quality and impact of their participation during every committee session. This includes, but is not limited to, quality speeches, directive, crisis actions, bloc building, and resolutions. More information can be found online.

8 Sexual Misconduct Policy (Conference and University): Sexual misconduct may violate the law, does violate the standards of our community, and is unacceptable at the University of Chicago. Members of the University community cannot thrive unless each is accepted as an autonomous individual and is treated without regard to characteristics irrelevant to participation in the life of the University. Freedom of expression is vital to our shared goal of the pursuit of knowledge and should not be restricted by a multitude of rules. At the same time, unlawful discrimination, including harassment, compromises the integrity of the University. The University is committed to taking necessary action to prevent, correct, and, where indicated, discipline unlawful discrimination

Additional Rules: ChoMUN Secretariat and the University of Chicago reserve the right to immediately expel delegates from both the conference and the hotel in the event of inappropriate behavior. Serious infractions on the part of even a single delegate may lead to their dismissal – without refund – from the conference. If a delegate is dismissed from the conference, their delegation is automatically disqualified from individual and conference awards. The Secretariat reserves the right to define appropriate conference behavior and is particularly sensitive to issues involving displays of disrespect to other delegates, conference and hotel staff, and the use of illicit drugs.

Hotel Policy: Delegations must follow all rules and regulations set forth by the Palmer House Hilton Hotel in addition to all laws of the City of Chicago and the State of Illinois. Individuals will be held responsible and liable for vandalism and all other damages that occur in hotel rooms. The Hotel reserves the right to eject individuals for any disruptions to the safety and well being of other hotel guests without refund. Delegates are welcome to ask members of ChoMUN Secretariat any hotel related questions. Check in and Check Out: Check-in time is 3:00 PM and check-out time is 11:00 AM. All other times must be arranged with the Palmer House Hilton Hotel directly. Further information on check out procedures will be provided during Head Delegate meeting on Thursday, April 18th, 2019.

Welcome to the Palmer House! In order for us to assure you are having a wonderful experience, we ask that all guests follow a few simple and understandable “rules of the road” throughout their stay.

»» Unfortunately, bringing alcoholic beverages into the hotel is not permitted. Simply touch “21” on the phone in your guest room and our In-room Dining Department will arrange to have your favorite beverages brought to you. »» Portable radios and speaker systems cannot be used in the hotel as they may disturb other guests. »» Guest rooms are not designed, nor are they suitable, for private parties. Should you find the pleasantness of your evening being interrupted by what appears to be a private party near your room, please contact our Security Dispatch at 5565, and we will handle your complaints. PLEASE do not attempt to rectify the situation yourself. »» As a security measure, after 9:00pm, be assured that only registered guests will be given access to the hotel’s elevators. International Relations From seminars to the Security Council, NYU’s International Relations Program has it all.

M.A. in International Relations at the Graduate School of Arts and Science (GSAS). Since 1886 NYU’s Graduate School has prepared generations of global leaders.
