Executive summary

This Semi - Annual Report presents the progress of environmental impacts in different subprojects implemented under SRIIP during the period from January to June 2017. The focus of this report is on environmental issues incurred due to implementation of the ―Sustainable Rural Infrastructure Improvement Project (SRIIP)‖. The project is in its last phase of execution under the Local Government Engineering Department (LGED) with assistance of the Design and Supervision Consultancy Team led by Euroconsult Mott MacDonald along with Institutional Supports and Management Consultancy Team of Hifab International. The project is a tripartite program financed by the Government of Bangladesh, the ADB and KfW. Aim of the SRIIP implementation is to reduce poverty and raise incomes through economic capacity development of the inhabitants in 21 districts of three divisions located in north-west and south-west Bangladesh

The SRIIP aimed at upgrading 678.00 km of roads, 173.00 km union roads, cross drainage structures, such as bridges and culverts with a total length of 4500 meters, 88 growth centres/ markets, and improvement /construction of 37 bridges. Further the project also has initiated the implementation of 3-Pilot Performance based road maintenance and management system contracts, 3- Pilot Renewable Energy System in 3-markets and 3-Pilot Rural Water Supply System in 3-Markets in 3-Project Divisions.

The subprojects under implementation went through a rigorous selection process for meeting the selection criteria (general and technical), and through environmental and social safeguard screening of the proposed infrastructures. In other words the document tracks the progress of the Contractor at 6 monthly intervals in relation to environmental safeguard matters from the start of the Works in 2014 to the substantial Completion of the Works and their Taking Over by the Employer on 31st Dec 2017.

Most of the construction work has been completed and the project will be handed over to LGED on 31st Dec 2017 and the one-year Defect Notification Period commenced on 1st Jan 2018. It will continue until 31st Dec 2018 and during this period the remaining non-compliant issues will be rectified.

The scope of land acquisition and resettlement is identified based on subproject selection and field visits to each subproject. Detail designs of the proposed infrastructures have considered reduced land acquisition and resettlement impacts also the environmental impacts.

An Environmental Management Plan was prepared for the project. The Monitoring of Environmental Management Plan has been done in this report for the period January 2017 to June 2017. Site inspection was made to monitor the Environmental Management Plan.

With the exception of the lack of adequate air quality measurements, the failure by the Contractor to start the monitoring program when work was initiated, the monitoring program was successful. It should be noted that this success was largely due to the efforts of the Contractor‘s environmental monitor who began to bring the work into compliance. The steady assistance of the Engineer with not only written instructions but training workshops and guidance in the field played an important part in the high level of compliance during this last 6-month period.

The high level of compliance with and implementation of the environmental mitigative measures was the result of the close collaboration of the Contractor, the Engineer and LGED. The ADB/KW‘s arms- length oversight and periodic inputs proved valuable by pushing LGED to implement the EMP and all environmental contract clauses. No substantial negative impact was found. Some problems were identified and action has been recommended for compliance.

There were four recommendations for the issues identified during the the June 2017 inspection, namely:

1. The contractors of all on-going projects must ensure that the sampling of the critical parameters for water quality and noise quality is carried out fully in line with the sampling program so that correct results can be obtained enabling further mitigation measures to be determined and initiated if required 2. The onsite construction supervision and management of the contractor should be strengthened so that actions taken especially on the issue, improvement of health and safety, can be maintained and not lost over time. It will be necessary to increase the training and awareness in the health and safety issues for the construction workers with regular and repeated sessions pressured & delivered by specialized personnel. 3. The overall management of camps and worksites must be further improved in line with the best practices for occupational health and safety so that these areas of the site can be made fully compliant. 4. Regarding measurement of the environmental quality parameters, the contractors need to establish the output required quantitatively credible values namely.

1 Project Background

1.1 Introduction Rural infrastructure development continues to be high priority for the Government of Bangladesh. The underpinning strategic thrust is on improving the quality- of- the life of rural people. The Sustainable Rural Infrastructure Improvement Project (SRIIP) has been formulated for the development of rural infrastructure, which is the main objective of the project. This project includes the improvement of all- weather Upazila and Union roads to provide access to Growth Center Markets (GCMs), Rural Markets (RMs) and higher road networks. These improved roads also provide rural people better access to markets, social and basic services in upgrading their living standards. The development of infrastructure in the GCMs and RMS would create an opportunity for buyer and sellers a healthy and safe environment. These markets will help growers and producers to get fair prices for their products and commodities.

The Project aims at reducing poverty in the rural communities in 21 districts in Bangladesh by providing them better access to economic opportunities and social services. Also, the Project will help improve the communications network to facilitate production and marketing of agricultural produces; The Project has an important objective to improve the existing ecosystem by planting and maintaining trees on the roadside, and by providing markets with more effective drainage infrastructure & proper waste management system.

The Asian Development (ADB) has provided a loan of about $60.00 million (Tk.43, 488.19 lakh) and the KfW has provided a grant of about $15.90 million (Tk.13570.29 lakh). JFPR has contributed US$ 0.5 million (345 lakh) and The People‘s Republic of Bangladesh has contributed $53.32 million (Tk.41,525.12 lakh) to implement the Sustainable Rural Infrastructure Improvement Project, including piloting activities in 20 Union Parishads.

The purpose of Environmental monitoring report is to satisfy the environmental safeguard requirements of the Government of Bangladesh and the development partners (ADB and KfW) as well as to fulfill the requirements written in the loan document of the project. The report has been prepared on the status of compliance of the implemented environmental related works prescribed in the EMP. This report has conceived based on the observations during the field visits performed by the environmental specialist and a review of the inspection reports of the field supervision engineers. These reports relate to the monitoring carried out by the field office of the environmental safeguards during different phases of the sub project works. This monitoring report covers the period January 2017 to June 2017.

1.2 Project Location and Components The project area is administratively located in three . These are Rangpur, and Khulna comprising 140 under 21 Districts. All the eight Districts of are included in the SRIIP and these are Panchagarh, Thakurgaon, Nilphamari, Dinajpur, Rangpur, Gaibandha, Kurigram and Lalmonirhat; Seven Districts under the are included in the project particularly Rajshahi, Natore, Joypurhat, Bogra, Naogaon and Chapai Nawabgonj and also seven Districts of Khulna Division and these are Kushtia, Chuadanga, Meherpur, Jessore, Jhenidah, Narail, and Magura.

This project has five components namely i) improvement of Upazila roads (678 kms) and Union roads (173 km); ii) Development of Growth Center Markets(GCMs) and Rural Markets (RMs ) – 88 numbers; iii) Bridge/culverts construction (4500 m); iv) Piloting on renewable energy (3 GCMs), rural piped water supply (3 GCMs) and Performance Based Road Maintenance and Management Contract (PBMMC) for three roads; and v) Tree plantation (320 km).

1.3 Physical Progress of Project Activities The average cumulative physical progress of civil works of the project is about 96.73%. Civil works of most of the subproject are being carried out according to the set schedule and specifications.

1.4 Scope of Monitoring Works The scope of this report is to assess the progress with implementation of environmental safeguards, and compliance with the EMP, including any corrective and preventive actions.

1.5 Reporting Period This half-yearly report covers environmental activities during January 2017 to June 2017

1.6 Environmental Classifications and Responsibilities

1.6.1 Environmental Category The Sustainable Rural Infrastructure Improvement Project falls under ADB Category B and hence an Initial Environmental Examination (IEE) is sufficient to meet the environmental requirements. An IEE was prepared by the Environmental Specialist of SRIIP. An Environmental Clearance Certificate (ECC) was obtained from the Department of Environment, Bangladesh to meet the requirement of the Environmental Conservation Act 1995 (Amended in 2010) and Environmental Conservation Rules 1997.

The recommendations of the EMP were incorporated into the detailed design and the tender documents and have then became a part of the civil works contract. The cost for the implementation of the EMP was included in the Contract and the approved Revised Development Project Proposal (RDPP). The updated EMP was approved by the lending agencies and was included in the tender documentation.

1.6.2 Environmental Clearances The initial environmental clearance in favour of the project, valid for one year, was obtained from the DOE on 6th April 2014.Bangladesh to meet the requirement of the Environmental Conservation Act 1995 (Amended 2010) and Environmental Conservation Rules 1997. On 29th June 2016, LGED lodged an application for a renewal of the environmental clearance certificate up to 30th December 2017. Subsequently renewals of the environmental clearance certificate were obtained for the year 2015.

1.7 Institutional Setup and Responsibilities The Executing Agency for the Project is the Local Government Engineering Department (LGED) represented by Project Director SRIIP. All national Contractors are selected based on the public procurement rules. The Design and Supervision Consultant is Euroconsult Mott MacDonald and Associates represented by the Team Leader.

The SRIIP project is being administered by a project director. LGED has district and Upazila level set up with sufficient skilled and experienced manpower. Executive engineer and upazila engineer are responsible for the implementation of the environmental monitoring program. Field level monitoring data are collected by the field-supervising engineer (FSE) engaged by the D&SC consultancy services. FSE takes assistance from the respective sub assistance engineer of LGED working at upazila level who is assigned to supervise the implementation of civil works.

The Environment and Climate Change Specialist working under the ISMC services, is responsible for overseeing and ensuring the Environmental monitoring safeguards issues of the project through direct field observation and reviewing the field reports.

1.8 Environmental Monitoring Requirements One of the instruments of Environmental Monitoring Requirement is the EMP. This is a process that includes a Monitoring Compliance Check List for the Design, Construction and Operation phases of the project. Environmental Monitoring Compliance Data has been collected from different fields of the sub-projects using the EMP-Monitoring Compliance Check List.

Sampling Program is another monitoring requirement which is important to determine compliance of the sub-project works. The extent of the impacts of environmental pollution related to surface water, ground water, air quality and noise can be determined in quantitative terms by sampling a range of related parameters. Based on these results, the mitigation measures provided for in the EMP can be adjusted accordingly. Summary of the sampling program is mentioned in table-2.

The sampling follows the methodology provided in the Bangladesh national standard methods for monitoring pollutants. Other associated standards are national environmental quality standards and pollutant emission standards.

2 Environmental Monitoring and Compliance

2.1 Qualitative and Quantitative Monitoring Data Qualitative data collected from field level have revealed that construction activities have minimal impact on environment. Available quantitate data also have indicated that interventions of the project have minimal impact on air, soil and water.

2.2 Monitoring Parameters/Indicators The details of the quantitative and quantitative assessment is given in Annex-1.

Project activities have a very limited adverse impact on the environment. The environmental impacts of construction activities are project location specific, reversible and non-cumulative. Therefore pH, TP, BOD, of the water may serve the purpose for most of the subprojects with little exception. The scope of air and sound pollution is very limited. On the other hand, there are no facilities for air pollution test in the project area. So, air pollution related data information has not been furnished in this report.

2.3 Field Visit Due to time constraints, it was not possible to visit all subprojects of SRIIP by the environmental specialists to make this semi-annual environmental progress report. Therefore, the Environmental Specialist of SRIIP visited seven subprojects under Gaibandha and Bogra Districts and other subprojects were visited and monitored by the Field Engineers as instructed by the environmental specialist and Team Leader of the SRIIP project. The details of the visited subprojects are provided in Table 3.

During the field visit in Gaibandha, five subprojects were visited (packages W-080, WS-162, WS-234, WS-235, and WS-236) to observe environmental degradations due to construction activities of the

project. Out of five, three bridge subprojects (packages WS- 162, WS- 234, and WS-236) is currently under construction, which are at their final stage of completion. It is expected by the Upzila Engineer of LGED that these bridges will be completed by November 2017. Rest two packages (WS- 235 and W-080) have been completed and final bill have been paid by LGED. These subprojects are currently open for public to use. From the site inspection, it was revealed that due to construction of the bridge, the impact to the environment is minimum and temporary. The detail observations including all subprojects of SRIIP have been provided in Table 3 – Monitoring Results below.

During the field visit in Bogra, two subprojects were visited (packages W- 158 and W-159) to observe environmental degradations due to construction activities of the project. Both subprojects (packages W- 158 and W-159) is already completed and final bill has been paid by LGED. These subprojects are currently open for public to use. From the site inspection, it was revealed that due to construction and operations of these subprojects, the impact to the environment is minimum and temporary. The detail observations including all subprojects of SRIIP have been provided in Table 3 – Monitoring Results below.

2.5 Compliance with Environment Related Project Covenants

2.5.1 Compliance with National Environmental Laws The environmental legislation of GOB emphasizes reducing the negative impacts of infrastructure development projects and enhancement of the positive impacts. This conforms to the National Environmental Policy 1992 that was enacted based on the Agenda 21 of Rio Conference and subsequent enactments of the Bangladesh Environmental Conservation Act (ECA) 1995 and Bangladesh Environmental Conservation Rules (ECR) 1997. 3 Result of Environmental Monitoring and Compliance Measures

3.1 Monitoring Result Compared against the Objective of the Environmental Safeguard Actual observation monitoring results have been provided in Annex-1

3.2 Disclosure of Monitoring Information, Workshop, Local Meeting, Construction with public SRIIP exercises all the possible modes of communication to bring to the public demand all the environmental related information that are produced as a result of the project interventions. To make the public aware of the environmental issues, SRIIP undertakes the following tasks;

 During the preparation of IEE report, participatory meetings were organized with the stakeholders where environment and climate change issue of SRIIP were discussed.  During field visits LGED staff and project consultants discusses the environmental and climate change issues of SRIIP with the community people and asked them to report to LGED if any environment and climate change issues come to their knowledge.  The elected functionaries and secretaries of 519 union parisad located in the project areas were given training on environment and climate change.  During filed level environmental monitoring, local people are being consulted on the adverse environmental impact if there suggestions are sought.  78 market management committee members ere imparted training on environmental impact and management  Market management committee members are being consulted on the adverse impact and to the measures to be taken at the market level  171 contractors were provided training on environment and climate change  340 masons were covered under environment and climate change training  102 LGED officials, (DPD, XEN, Sr. AE, UE/UAE) were given training on environment and climate change adaptation  419 Upazila Chairman, Upazila Nirbahi officer, UP chairman, Upazila Engineers and NGO representative were imparted training on environment management and climate change adaptation plan.  265 community leaders in the project area were given training on environment management and climate change adaptation.

4 Conclusion and Recommendations

4.1 Overall Progress of Implementation of Environmental Safeguard Measures

 The overall status of ADB/KW environmental safeguards enforcement is satisfactory with a few exceptions. Most of the contractors have been trying to adhere to the environmental safeguard policy of ADB during construction of the sub-projects.

 Some contractors have undertaken air quality, noise, surface water and ground water tests to satisfy the safeguard measures enshrines in ECR 1997 of Bangladesh, and the ADB/KW environmental safeguard policy. Some contractors are still reluctant to undertake environmental quality parameter tests, which is mostly due to lack of knowledge. The contractors also do not know who and how to obtain this service. However, Project director SRIP has been exerting pressure on the contractors through the district executive engineers for conducting the environmental tests.

 It has observed that as a result of continuous monitoring, the contractors have started to undertake the environmental mitigation measures specified in the EMP. Nonetheless, there are some areas where further action and improvement are needed. The conclusions of the environmental monitoring are summarized as follows;

1. The potentials adverse impact of the finished works, especially on the major courses and overall drainage of the sub project areas has been minimized but adhering to the approved design and following appropriate construction methods for roads and other infrastructure. Sufficient numbers of drainage structure with adequate opening have been provided to avoid drainage congestion. No drainage problem has been observed or reported during filed visit. 2. During field monitoring visits, no evidences congestion were observed. Water courses contiguous to the road alignment have been protected from siltation and slope failure by ensuring specified compaction of soil, providing turfing on the slope, constructing toe wall and palisading wall. Construction plants have been set up to safe distance from the water courses to protect it from bitumen, greases, spillage of fuel and wastes. 3. In most of the cases, the potential adverse impact due to dust generated form earthworks has been minimized by spraying water regularly and providing grass turfing on the slope and shoulder. 4. The stoke piles, rubbles/rubbish and construction wastes have been removed from the completed subprojects to safer location. 5. No evidence of soil contamination has been found at construction sites during the monitoring visit. 6. Laborers and construction workers in construction sites were found using some personal protective equipment like helmet, gumboot, colored vest, hand gloves etc.

4.2 Problems Identified and Actions Recommended During the field visit, the environment specialist identified some problematical issues that need to be addressed. Based on the finding of the field visits, some recommendations is furnished below;
