IN THE MATTER OF THE ENVIRONMENTAL ASSESSMENT ACT S.B.C. 2002, c.43 (ACT) AND AN ENVIRONMENTAL ASSESSMENT OF THE EAGLE MOUNTAIN-WOODFIBRE GAS PIPELINE PROJECT (PROPOSED PROJECT) ORDER UNDER SECTION 13 AMENDING SECTION 11 ORDER WHEREAS: A. On August 1, 2013, under section 10(1)(c) of the Act, the Project Assessment Lead issued an Order to FortisBC Energy Inc. (Proponent), designating the proposed Project as a reviewable project, requiring an environmental assessment certificate, and ordering that the Proponent may not proceed with the proposed Project without an environmental assessment certificate. B. The Executive Director has delegated to the undersigned, powers and functions under the Act, including the power to issue Orders under Sections 11 and 13 of the Act. C. On November 5, 2013, the Project Assessment Lead issued an Order under Section 11 of the Act, determining the scope of the required environmental assessment and the procedures and methods for conducting the assessment. D. Part B of the Section 11 Order specifies the scope of the proposed Project. E. On September 14, the Proponent submitted Addenda 2 and 3 that include changes which require an amendment to the scope of the proposed Project as specified in the Section 11 Order. NOW THEREFORE: Pursuant to Section 13 of the Act, I order that the Section 11 Order, dated November 5, 2013, amended by Section 13 Order of November 10, 2014, be further amended as follows: Replace section 2.1 with the following: Pursuant to Section 11(2)(a) of the Act, the main facilities and components of the proposed Project are [see Figure 1 – Regional Location Map for Addendum No.2 and No. 3]: o An approximately 47 km long, 610 mm (NPS 24) diameter natural gas pipeline transporting sweet natural gas starting outside the northern boundary of the Coquitlam Watershed in Metro Vancouver and terminating at Woodfibre, BC on the west side of Howe Sound; o Metering facilities; o One new compressor station powered by electricity from the grid in the Squamish area, or one new gas turbine driven compressor station at the base of Mount Mulligan; o Additional compression facilities at the Eagle Mountain compressor station in Coquitlam; and o An approximately 3 km long, 254 mm (NPS 10) diameter new gas pipeline enabling connection to the proposed Mount Mulligan compressor station and reconnecting back to the existing FortisBC NPS 10 gas pipeline. Replace the first bullet under section 2.2 with the following: o Temporary infrastructure required during construction, including: access roads and temporary bridges, stockpile sites, contractor yards, and a construction camp. Amend section 15 to replace these subsections as follows: o 15.5 The Proponent must respond to public comments received pursuant to section 15.4 of this Order, unless the Project Assessment Lead informs the Proponent that a comment: (a) Is not within the scope of the assessment, or (b) Contravenes Environmental Assessment Office's Public Consultation Policy. o 15.6 All public comments, received pursuant to section 15.4 of this Order, will be posted to the Electronic Project Information Centre within seven days of being received, unless a comment falls within the conditions referred to in section 15.5(a) or 15.5(b) of this Order.
