The event passed unnoticed amongst the plethora of more noteworthy public occasions. Chapter 2 of this thesis records that a certain Mr. Sp"y, with his daily vanload of passengers and goods, started the first regular service operating between the City and Port Adelaide. Chapter 2 Exceptional Space: Concentration Camps and Labor Compounds in Late Nineteenth-Century South Africa Lindsay Weiss Abstract This chapter explores and compares the causes and effects of colonial labor camps and concentration camps in nineteenth-century southern Africa. This comparison is an attempt to understand the relationship between the lethality of wartime camps and labor camps in the modern era. While concentration camps and worker labor camps were established according to ostensibly different power regimes and causal factors, British wartime concentration camps established dif- ferent camps for Boers and Africans—the latter being structurally identical to preceding labor camps established on the South African Diamond Fields. Introduction This chapter is an attempt to understand the phenomenon of the camp through events that occurred in late nineteenth-century colonial southern Africa. I will explore the camp both through the lens of war and the lens of labor, exploring both the cre- ation of closed worker compounds for miners working on the Diamond Fields and the subsequent establishment of British wartime concentration camps during the Anglo-Boer War of 1899–1902. The colonial context reveals important contiguities between camps associated with wartime (and thus state-sanctioned modes of killing) and those labor camps which perpetrated more mundane forms of killing. The point of comparing these two forms of the camp (wartime camps and “work”-time camps) is to understand the seamlessness with which the more visible sovereign violence of the camp has long intersected with a more dispersed, biopolitical mode of state- and market-sanctioned violence. This historical case study problematizes the contemporary distinction between “state killing” and the more amorphous condition of “letting die”—a distinction L. -

UNIVERSITY OF THE WITWATERSRAND FACULTY OF HUMANITIES SCHOOL OF SOCIAL SCIENCES DEPARTMENT OF HISTORY COAL CAPITAL: THE SHAPING OF SOCIAL RELATIONS IN THE STORMBERG, 1880-1910 PhD PAT GIBBS 330289 Supervisors: Professor Phillip Bonner Dr Noor Nieftaqodien Professor Anne Mager Port Elizabeth 2014 i Abstract This thesis is an analysis of the interaction of a variety of communities that coalesced around the coal fields in the environs of the town of Molteno in the Stormberg mountains, during the late Victorian period and the first decade of the 20th century. An influx of mining and merchant capitalists, bankers and financiers, skilled miners and artisans from overseas and Thembu labourers from across the Kei River flooded into what had been a quasi-capitalist world dominated mainly by Afrikaner stock farmers, some English farmers and Thembu and Khoi sharecroppers and labourers. It also examines the brief life-span of a coal mining enterprise, which initially held out the hope of literally fuelling South Africa’s industrial revolution, and its relationship with the economically and socially significant railway, which it drew into the area. This capitalisation of an early capitalist zone on the northern border of the Cape has demanded an analysis of the intersecting economies of mining, farming and urbanisation as well as of the race, class and ethnic formations generated by this interaction. In delineating the day-to-day minutiae of events, this thesis seeks to reveal a microcosmic view of the fortunes and identities of the associated communities and to present a distinctive, regional study of a hitherto unknown and early aspect of South Africa’s mineral revolution. -

November this year will mark the ninetieth anniversary of the running of the first Union Limited and Union Express trains and, consequently we are working on material for publication the commemorate this. We will be covering the forerunners and successors to these trains This will include the Rhodesian Railways Train De Luxe, The CSAR train of the same name, Rhodesian Railway Zambezi Express, the NGR Corridor Express and the Blue Train. Once we know how much material we have, we will decide on how we will publish it. It could take the form of a longer than usual Bulletin, or it could be published as a booklet. What is less explored are the public finance challenges encountered in these economies when the extractive industries are completely owned by the private sector. Using a recently compiled dataset on public revenues, expenditures and debt, this paper explores the nexus between the privatized extractive sector operations and public finance policies of the Cape Colony between 1810 and 1910. The paper finds that despite the natural resource endowment, the Cape Colony became heavily indebted and had huge budget deficits by the time it joined the Union of South Africa in 1910. After the discovery of diamonds, competition for resource-rents caused a slowdown and in some instances reversed the progress made in consolidating state institutions.
