DEMOCRATIC REPUBLIC OF TIMOR-LESTE MINISTRY OF STATE ADMINISTRATION MINISTERIAL ORDER No. 6/2003 Of 29 July ON THE ESTABLISHMENT OF THE NUMBER OF SUCOS IN THE NATIONAL TERRITORY It is incumbent upon the Ministry of State Administration the conception, execution, coordination and evaluation of policies defined and approved by the government for the State Administration sector in all its dimensions as well as the promotion, inter alia, of proper planning and organisation of the territory and the simultaneous administrative decentralisation. Specific studies concerning the administrative division of the country and the restructuring of the State apparatus at different levels are underway. Such studies are interconnected with research activities on the legitimisation of leaders and on the establishment of new community structures. Once completed, these studies will lead to the drafting of relevant legislation which development will still take some time. Nevertheless, as of late, the country has been attending several claims for the establishment of new sucos and new villages without the necessary legal grounds. The “rights” being claimed are non-existent because they are not based on the law. The formation of new sucos cannot occur in accordance with the free will of each and every person. Rather, it has to take place in compliance with the law. It is the law that will define the minimum number of families and persons required for the establishment of a hamlet, the number of villages required to form a suco, the territorial size of a suco, as well as the organisational capacity and the existing means in a given area before it can be recognised as a new suco. -

Assim, O Parlamento Nacional aprovou, sob proposta do Governo, formulada pelo Ministério da Administração Estatal, a Lei dos Assim, o Governo, pelo Ministro da Administração Estatal, Sucos, a qual entrou em vigor no dia 9 de Julho de 2016, sob a manda, ao abrigo do previsto pelo artigo 91.º da Lei n.º 9/2016, designação de Lei n.º 9/2016, de 8 de Julho. de 8 de Julho, conjugado com o disposto pela alínea j), do n.º 1, do artigo 19.º do Decreto-Lei n.º 6/2015, de 11 de Março, A referida lei define os Sucos como “pessoas colectivas de publicar o seguinte diploma: direito público, de natureza associativa, formados com base em circunstâncias históricas, culturais e tradicionais, cujos Artigo 1.º membros se encontram ligados por laços tradicionais, num Objecto espaço determinado”, quando os mesmos se encontrem implantados fora das áreas urbanas e define-os como “pessoas O presente diploma ministerial constitui o acto formal de colectivas de direito público, de natureza associativa, formados reconhecimento dos Sucos e das Aldeias existentes na com base em processos sociais e históricos marcados pela República Democrática de Timor-Leste.
