Introducción La nueva economía digital, asociada a la digitalización de la producción y el comercio, está convirtiéndose una fuerza económica representativa para la estructura productiva de los países y ofrece inmensas oportunidades para los sectores económicos en términos de fortalecimiento de las interacciones con clientes, proveedores y grupos de interés, mayor acceso a mercados, disponibilidad de información para la toma de decisiones, mejora de la productividad y nuevas posibilidades de innovación en productos, procesos y modelos de negocio. Los países en desarrollo tienen el reto de prepararse e insertarse rápidamente en esta nueva realidad global, para no desaprovechar la oportunidad que se les presenta en materia de crecimiento económico, generación de empleo, acceso a mercados y fortalecimiento de sus capacidades productivas. Por esta razón, resulta relevante para los países de América Latina contar con elementos para un mejor entendimiento de sus ecosistemas digitales, y de las posibilidades y retos que les plantea la nueva economía digital. 9 La presente investigación se realiza para la Asociación Latinoamericana de Internet (ALAI) y tiene por objetivo caracterizar el estado del ecosistema digital en Perú y proponer las principales políticas públicas que permitan impulsar la economía digital en este país, y que, al impulsar la digitalización, contribuyan al desarrollo productivo y comercial de los sectores relevantes en su economía. La investigación se orienta a dar respuesta a las siguientes preguntas de investigación: i. ¿Cuáles son las principales barreras y áreas de oportunidad para el desarrollo de la economía digital en el país bajo estudio?, ii. ¿Qué nuevas oportunidades y áreas de desarrollo productivo, que no se están aprovechando, permite la economía digital para Perú en los sectores relevantes de su economía? y iii. ¿Qué acciones estratégicas deben implementarse en el corto y mediano plazo para aprovechar las nuevas oportunidades y áreas de desarrollo productivo que abre la economía digital en los sectores económicos relevantes?. El presente informe corresponde a la fase de diagnóstico del estudio y su objetivo es desarrollar un entendimiento general, a partir de información pública existente, de los principales sectores económicos del país, así como del estado actual de su ecosistema digital. Igualmente, se busca entender la relación existente entre el ecosistema digital y los sectores económicos estudiados. El estudio contiene inicialmente una descripción de la economía de Perú y de sus principales sectores productivos. A continuación, se muestra un análisis comparativo de los principales indicadores internacionales que miden el nivel de digitalización del Perú. El capítulo 4 contiene la revisión de las principales características de los componentes de oferta de los ecosistemas digitales en distintos países en términos de estado de la conectividad, resultados generados y nivel de desarrollo de las industrias locales de software, aplicaciones y contenidos asociados. El capítulo 5, por su parte, presenta los resultados de la revisión de principales características de los componentes de demanda del ecosistema digital, en dos dimensiones: individuos y sectores económicos. Finalmente, el capítulo 6 contiene el análisis del entorno institu- cional y regulatorio del ecosistema digital de Perú, con el fin de establecer sus principales fortalezas y debilidades. 10 1.2. CARACTERIZACIÓN DE LOS SECTORES RELEVANTES DE LA ECONOMÍA En este capítulo se busca caracterizar tanto la economía en general, como los sectores y las apuestas productivas, del Perú. Para esto, se consideran los principales indicadores económicos existentes (PIB, exportaciones e importaciones, inversión, empleo, pobreza), los rankings internacionales, y las cuentas nacionales. Adicionalmente se revisan los pla- nes nacionales de desarrollo y las políticas de desarrollo productivo que han definido los gobiernos de estos países. 1.2.1. INDICADORES MACROECONÓMICOS Inicialmente se comparan los indicadores generales de la economía peruana (Tabla 1). Tabla 1. EXPORTACIONES E IMPORTACIONES Fuente: Banco Mundial Tal como se puede ver en la Tabla 3, los flujos entrantes de inversión extranjera directa de Perú ascienden a US$ 6.734 millones, junto con una inversión privada en telecomunicaciones que asciende a US$ 1.112 millones.

    Part One Introduction from the Startup Genome While nearly all high growth technology startups have historically emerged from no more than 3-4 startup ecosystems, namely Silicon Valley and Boston, this trend appears to have reached its end. Simultaneous with a global explosion of entrepreneurship has been an explosion in the rise of new startup ecosystems around the world, and a new found maturity in others. As high growth technology startups look to be the primary growth engine of the new information economy, the recent development of startup ecosystems flowering all over the world has big consequences for the future of the global economy. With that in mind, Startup Genome and Telefonica Digital teamed up to take a global look at the state of startups to understand where, outside of the proven testing ground of Silicon Valley, does entrepreneurship take hold? There are several factors that helped inspire this report, all with the goal of helping entrepreneurs, investors, and policy makers understand where they sit in the global startup ecosystem, how they can improve their odds of success, and where investors might start exploring for new opportunities. Obviously there are significant implications from this research, which will be unveiled in entirety in Q4 2012. In the meantime, this highly localized look at global entrepreneurship can be represented at a glance in the Global Startup Ecosystem Index, below. Summary Overall, the Startup Ecosystem Index paints a glowingly positive picture of the state of entrepreneurship around the world. While Silicon Valley is far and away the strongest ecosystem, just 5 or 10 years ago most of the other ecosystems on this list either barely existed or didn’t exist at all.
