EXECUTIVE SUMMARY The Delta Protection Commission (Commission) is committed to national recognition of the Delta as a diverse, accessible, modern recreation and tourism destination. The Commission has compiled the 2015 Inventory of Recreation Facilities in the Sacramento-San Joaquin Delta which represents the current recreation resources in the Legal Delta and its adjacent areas. The Inventory is a reference for the Commission, State and local agencies, and recreation providers in planning, developing, and promoting the Delta as a unique recreation and tourism destination.

Key Findings Agritourism is an emerging opportunity. As farmers, ranchers, and growers explore sustainable economic use of their land and the “Farm to Fork Movement” continues to gain momentum, Delta growers have unique opportunities. Sacramento River Delta Grown was founded in 2011 to promote agricultural sustainability and profitability for area farmers. The Delta Farm and Winery Trail Guide is a result of the association’s work and includes more than 25 locations.

In 2008, the City of Brentwood launched the Brentwood Grown Program. Designed to help local farmers with their marketing efforts, the program is available to all farmers located within the County’s Agricultural Core and the City of Brentwood’s Planning Area. Harvest Time in Brentwood produces a farm trail map and maintains a website to educate the public of the more than 40 growers in the program.

The recent economic downturn had a noticeable effect on Delta recreational boating. Comparison of the data collected for the Commission’s 2012 Economic Sustainability Plan and the 2015 Recreation Facilities Inventory indicate the closure of thirteen Delta marinas within the three-year time period. Particularly hard hit was Contra Costa County with the closure of 10 marinas, followed by Sacramento and San Joaquin Counties. This finding follows the trend of decreasing retail sales for powerboats, personal watercraft and sailboats during the same time period.

Performing trend analysis of Delta recreational facilities is challenged by the inconsistent recording and definition of recreational facility types and amenities. More detail on the inventory process and recommendations for future information gathering is provided in Section 2, (Introduction) of this report. Data Gaps (Section 2) further details the challenges of inconsistent definitions and categorizing of recreational facility types. Providing future trend analysis of Delta recreational and tourism facilities could benefit economic development analysis and plans for investment in the Delta.

Recommendations Long recognized as a place of Statewide and National interest, the Delta offers an abundance of recreation experiences for a diverse population. With a surrounding Market Area (9 counties) population estimate of approximately 11.9 million people and growing, the Delta’s recreational potential is excellent. Recommendations to help the Delta reach its recreation potential include:

• Development of an online recreation access guide to promote Delta recreation and tourism • Harness social media to promote Delta recreation and tourism • Help visitors orient themselves in the Delta through wayfinding

Research and Study

• Apply a consistent standard for reporting recreation and tourism facilities for future inventories • Research visitation trends and the economic impact of cultural and agricultural tourism, and non-motorized boating in the Delta • Partner with State Parks to assess the need for new regional public and private recreation and access facilities to meet increasing public need

• Develop the Sacramento-San Joaquin Delta National Heritage Area Management Plan • Complete planning for the Great California Delta Trail • Continue to support control of invasive aquatic species which negatively impact Delta recreational navigation, tourism and water supply

INTRODUCTION

Purpose This inventory gathers information about public and private facilities that offer recreational opportunities in the Delta, enabling the public to explore and enjoy the unique resources of the Delta; its water, wildlife, agriculture, history and culture. This Delta Recreation Inventory was undertaken in part to inform the Delta Protection Commission’s Land Use and Resource Management Plan (LURMP) and Economic Sustainability Plan updates. In addition, the Inventory will create a common knowledge base for the Commission, recreation providers, and public agencies to coordinate efforts to improve recreation and tourism facilities in the Delta. Ultimately these efforts will help to preserve and enhance the unique values of the Delta while contributing to its economic sustainability.

Background and Scope The Commission was created by the Delta Protection Act of 1992 (Act). The Act declared the Delta a natural resource of statewide, national, and international significance, containing irreplaceable resources, and the policy of the State is to recognize, preserve, and protect resources of the Delta for the use and enjoyment of current and future generations, in a manner that protects and enhances the unique value of the Delta as an evolving place.

The Commission’s mission is to protect, maintain, enhance and enrich the overall quality of the Delta environment and economy, with a focus on agriculture, recreation and natural resources, while remaining mindful of the importance of the Delta to all Californians.

The Commission has a variety of statutory obligations related to recreation in the Delta. Public Resources Code §29703.5(a) identifies the Commission as an existing forum for Delta residents to engage in decisions regarding actions to recognize and enhance its unique values. The Commission also advises the Delta Stewardship Council on actions to preserve the Delta as an evolving place (PRC §29773). The Commission holds public meetings bi-monthly in the Delta and supports continued recreational use of Delta lands and water.

Public Resources Code §29760 requires the Commission to protect unique Delta values by regulating land use, in part to specifically protect and preserve the Delta’s cultural values and economic vitality, open-space and outdoor recreational opportunities, and public access to

The Commission preserves and protects unique Delta values in the Primary Zone through policies adopted in the LURMP. First prepared in 1995 and updated in 2010, the LURMP includes policies to preserve and protect open-space and outdoor recreational opportunities. Current Commission initiatives to meet the recreation goals of the LURMP include:

• Abandoned Vessel Database - a collaborative effort with US Coast Guard and local law enforcement to identify vessels which impede navigation in Delta waterways.

• Coastal and Delta Waterways Cleanup - the Commission sponsors a site in each of the five Delta Counties for this event which occurs annually in September.

• Sacramento-San Joaquin Delta National Heritage Area Initiative – a proposal for federal designation of the Delta as a place of special significance.

• Great California Delta Trail - a multi-use recreational corridor planned to connect the trails of the Sacramento River to the Bay Trail via the Delta

The Commission prepared prior editions of the Delta Recreation Inventory in 1994, 1997 and 2005 (http://delta.ca.gov/files/2016/10/Rec_Facilities_Inventory_2005.pdf) . The Sacramento- San Joaquin Delta Boating Needs Assessment 2000-2020 was conducted in 2002 by the Department of Boating and Waterways (now California State Parks, Division of Boating and Waterways (DBW) and provided DBW and the Commission information on Delta Boating related facilities for future planning and budgetary purposes (Sacramento - San Joaquin Delta Boating Needs Assessment 2000-2020).

The Commission prepared an Economic Sustainability Plan (ESP) in 2012. The ESP included a comprehensive view of the economic value of recreation and tourism providers, along with other market segments active in the region (http://www.delta.ca.gov/regional_economy/economic_sustainability/). The ESP recommendations for economic sustainability of Delta recreation and tourism include:

• Protection and enhancement of private enterprise-based recreation with support from state and local public agencies

• Focused recreation development

• Strategic levee protection for legacy communities and key recreation areas

• Coordination among state and local agencies

The Recreation Inventory is a resource for private and public planners and the general public interested in the types of recreation facilities located in the Delta. Information on how to obtain specific information about recreation facilities is listed in Chapter 9 (Recreation and Tourism Resources).

Data Sources The 2005 Recreation Facility Inventory provided the foundation for this Inventory. The initial data was updated and supplemented with State and local agency land use plans, reports and maps locating recreational facilities. Additional datasets include:

1. CALIFORNIA’S PROTECTED AREAS DATABASE (CPAD). CPAD is a comprehensive “inventory of all land in California that is protected in fee ownership primarily for open- space use”. The table here indicates the breadth and depth of the data collected for the 2006 version funded, in part, by California State Parks CORP program. Delta counties are marked.

The dataset is managed by GreenInfo Network and available to the public on the website: http://www.calands.org. An editing portal is available, so agencies and the public can report changes to the database. The current version is CPAD 2014a, which was utilized in the 2015 Inventory.

2. BOATING FACILITY DATABASE California State Parks Division of Boating and Waterways maintains a statewide boating facility database, which provides data to the public in a variety of formats, such as printed maps for various regions and a Boating Facility Locator (http://dbw.ca.gov/BoatingFacilities ). The web- based Boating Facility Locator provides sortable data to the boating public and includes a reporting function for boating facility managers when services and facilities change over time.

This data is updated when funding is available. An example of the types of data that are available is provided below.

3. COMMERCIAL INTERNET SOURCES The availability of data on recreation and tourism opportunities has exploded on the internet. Commercial internet resources are a primary source of information for tourists and recreationists. Search engines such as www.Google.com, mapping services such as www.mapquest.com, and compilers such as www.DeltaBoating.com, offer extensive information with links to recreation and tourism providers’ websites. The completeness and accuracy of information is variable; however, it is often the best available and is easily accessed. For the 2015 Inventory, internet research has been an important source of current information.

Recreation sites were mapped within the Primary and Secondary Zone of the Legal Delta. In addition sites immediately adjacent to the Legal Delta were included because they provide important services to Delta recreationists and tourists, such as those up- and down-river along the Sacramento River and the City of Rio Vista. 6

The data was combined into a Microsoft Access database with data from the 2005 Delta Recreation Facilities Inventory, DBW’s Facility Locator list and the Commission’s ESP. The data from these three sources were compiled, and then checked for accuracy and duplicates. Additional sites were added from the survey responses as well as internet research.

Geographic information was compiled into an ArcGIS 10.2 geodatabase starting with data from the 2005 Delta Recreation Facilities Inventory, DBW’s Facility Locator list and the Commission’s ESP. Additional sites were added from the survey and internet research. Verification of geographic data was completed utilizing Franko’s California Delta Map, Google Earth, Google Maps, Map Quest, Microsoft Bing Imagery, and Wikimapia. Additional data was acquired from CSP, City of Sacramento, City of West Sacramento, County, Contra Costa County, San Joaquin County, Sacramento County, Solano County, and Yolo County web-based geographical data.

DBW specialists currently working in the Delta verified whether many businesses (mostly marinas) still existed. Telephone verification of business status occurred for 235 sites. When a person answered, additional data was gathered about their site. Some sites were confirmed as currently operating because the answering machine used the business name within the greeting. Some of the phone numbers were no longer in service.

Definition of Terms and Data Consistency The 2015 Recreation Facilities Inventory intends to expand the content of prior reports by identifying trends in recreation facilities and tourism. However, when comparing data collected for the 2015 Recreation Facilities Inventory with prior year’s recreation inventories and the ESP, it became apparent that certain facility categories would benefit from further definition and refinement in order to provide a clear picture of recreation trends in the Delta.

Prior editions of the Delta Recreation Inventory were prepared in 1994, 1997 and 2005. The ESP included a more comprehensive view of the economic value of recreation and tourism providers, along with other market segments active in the region. The following table compares the data categories reported in previous studies with data collected for the 2015 Inventory:

The following provide examples of data inconsistency between the reports:

Agritourism: For the 2015 Recreation Facilities Inventory, Delta agritourism is defined as working farms or ranches within the Legal Delta with activities for the enjoyment of visitors that generates supplemental income for the owner. These may include educational experiences such as wine/olive tasting and cooking classes, hospitality services such as farm stays, winery weddings or guided tours, and on-farm direct sales such as u-pick operations.

While agritourism may also be defined to include seasonal roadside stands, fee-hunting and fishing access and more (see University of California Davis Small Farm Program – (http://sfp.ucdavis.edu/agritourism/) these subsets are not included in the Agritourism category of the 2015 Delta Recreational Facilities Inventory. The 2015 Inventory provides separate categories for both hunting and fishing access.

As the table above indicates, the 2005 Delta Recreation Inventory and the Commission’s ESP include data on agritourism. Upon closer examination of the 2005 Inventory, a specific definition or description of what constitutes agritourism is not provided; in fact, the word agritourism does not appear in the report. However, fishing access, hunting areas and wineries are included in the 2005 Inventory.

The ESP agritourism data was generated under the auspices of the U.S. Department of Agriculture, National Agricultural Statistics Service (USDA). The USDA data includes income generated by farms from agritourism, recreational services (generally described as income generated from hunting, fishing, wine tours, hay rides, etc.), and value of agricultural products sold directly to individuals for human consumption. The USDA data is aggregated by County, so data unique to the Legal Delta is unknown.

Due to vague and inconsistent definitions of agritourism in past reports; measuring growth or trend influences in agritourism is not possible. 9

Human Powered Boat Launch and Landing Sites: In past inventories, this facility category was limited to windsurfing access sites and omitted kayaks, sailboats, and stand-up paddleboards. The 2015 Inventory includes windsurfing access and paddle and sailboat facilities.

Historic Sites and Museums: The 2015 Recreation Inventory expands the listing of historic sites and museums from prior inventories. The 2015 Inventory includes Federal and State- designated historic sites found within the Legal Delta and museums within the Legal Delta and adjacent to Delta boundaries. Prior recreation inventories included only historic sites in the Primary Zone. The expansion of the listings resulted in an additional twelve sites included in the Inventory.

Environmental Services: Included in this category are boat pump-outs which were included in the 1997 and 2005 inventories and were omitted in the 2015 Inventory. Pump-out facilities help maintain water quality in the Delta, provide a convenience to Delta boaters, and enhance recreational boating in the Delta. Operating pump-outs should be included in future inventories.

Lastly, the geographical basis for reporting Delta recreation and tourism facilities is not uniform across Inventory reports. For instance, the 1997 and 2005 Recreation Inventory map facilities by the county in which they are located.

The ESP and the Sacramento-San Joaquin Delta Boating Needs Assessment 2000-2020 maps facilities using six Delta zones, first defined and cited in the California Department of Parks and Recreation Sacramento-San Joaquin Delta Recreation Survey (1997). Each of the six Delta zones (North, Northwest, Central, West, East and South) highlight the Delta’s diversity of settings, habitats, physical resources, opportunities and limitations for recreational opportunities.

The 2015 Recreation Inventory list facilities by County and also maps facilities by Delta zone. The2015 Recreation Inventory depicts five overlapping Delta zones: North, Central, West, East and South. Any attempt to compare the number of recreational facilities by zone over time is difficult at best.

County jurisdictional boundaries within the Delta are of little importance to recreationists, as points of interest and activity are dispersed throughout the vast Delta landscape. Recreation based enterprises may be subject to not only state and federal regulations, but may also be subject to policies and regulations of local jurisdictions. A number of beneficial analyses could result in collection and sorting of data from both the County and Delta Zone perspective.

Organization of Information The 2015 Recreation Facilities Inventory presents information in two ways; a summary of Facilities by County, and a description and summary of Facilities by type. Each facility is assigned a site number as a location reference for the Recreation and Tourism Facility maps beginning with Map 1. The site numbering system is organized by County: Solano County begins with #1; Yolo County begins with #150; Sacramento County begins with #300; Contra Costa County begins with #500, and San Joaquin County begins with #700.

The Summary of Facilities by County includes a table of county facilities listed numerically and the amenities the facility provides.

The Description of Facilities by Type includes tables organized alphabetically by type and by county. The location of the recreational facility (by city or island/tract) is also provided. The Description of Facilities by Type also includes the criteria to include a particular facility type in the current inventory, which in turn may provide a basis for comparison in future inventories.

Maps of Recreation and Tourism Facilities in the Delta are provided at the end of the report. Unlike the prior 1997 and 2005 Delta Recreation Inventories which mapped recreation facilities by County, the 2015 Recreation Facilities Inventory maps use five geographic subzones and nine focus areas with some overlap:

SUMMARY OF FACILITIES

Solano County Solano County’s Delta lands lie on the western edge of the Legal Delta covering about 86,000 acres, or approximately 17 percent of the Primary Zone. The land includes property to the east and west of the Sacramento Deep Water Ship Channel and to the west of the western levee of the Yolo Bypass. Island and tracts in the Primary Zone include , Prospect Island, and . Waterways in the county include Barker , Cache Slough, Hastings Cut, Hoss Slough, Lindsey Slough, Sacramento River and the Sacramento Deep Water Ship Channel. The City of Rio Vista lies largely outside of the Legal Delta, with only a small area around the municipal airport located in the Primary Zone.

Though not included in the “legal” Delta, the City of Rio Vista is a gateway to the Delta, providing visitors with recreational information and supplies for their adventures. The City has a boat launch, a public dock, and riverbank fishing access for anglers to access the Sacramento River. The City recently added a 900 foot extension to the waterfront promenade, which was completed in 2009. The Rio Vista Bridge to Beach Trail takes visitors on a walking tour through historic downtown and connects to Sandy Beach County Park.

At Sandy Beach County Park located south of Rio Vista, visitors will find picnic grounds, RV and tent camping, a boat launch, and beach access to the Sacramento River. Dry storage for boats and RVs is also available. Delta camping can also be enjoyed at Delta Marina Yacht Harbor, Arrowhead Harbor and Snug Harbor. Four rental units are available at Hidden Harbor Marina (one year lease required) and Snug Harbor offers 14 cottages (two night minimum stay).

Boats can be launched into Delta waterways from Delta Marina Yacht Harbor, Sandy Beach Park, Arrowhead Harbor, Snug Harbor, and the Rio Vista Boat Launch.

The Delta portion of Solano County has four marinas that were also included in the 2005 inventory: Delta Marina Yacht Harbor in Rio Vista is a “large” marina; Snug Harbor Resort on Ryer Island, Arrowhead Harbor on Prospect Island, and Hidden Harbor Marina at the confluence of Cache and Sloughs are classified as “medium” marinas. Fuel and pump-outs can be found at both Hidden Harbor Marina and Delta Marina Yacht Harbor.

Bait and other fishing supplies are available at Snug Harbor Resort, Delta Marina Yacht Harbor, Hap’s Bait and Tackle and Rio Vista Bait and Tackle.

The Rio Vista Museum is one of three Delta Museums in Solano County, the other two being the Dutra Museum of Dredging and the Western Railway Museum. The Rio Vista Museum celebrates the history of the community with pictures, exhibits and even has a collection of Rio Vista High School yearbooks. The Dutra Museum of Dredging, also in Rio Vista, presents the

13 history of levee-building and dredging in the Sacramento-San Joaquin Delta and its role in creating the rich agricultural islands of the region. The Western Railway Museum, located on Highway 12 between the cities of Rio Vista and Suisun City, offers historic railway exhibits, a picnic area, a café and train rides. Hastings Adobe, northeast of Collinsville, is the only Solano County Delta location on the National Register of Historic Places.

The Department of Fish and Wildlife manages four properties in Solano County. Wildlife Area and Miner Slough Wildlife Area are accessed by boat only. Recreational opportunities include wildlife viewing and waterfowl hunting, and Miner Slough also provides fishing access. The Calhoun Cut Ecological Preserve is also only accessible by boat. Activities here include wildlife observation, waterfowl hunting, and fishing. The Liberty Island Ecological Preserve is largely inundated; activities here include fishing from boat or shore depending on conditions, waterfowl hunting and wildlife viewing.

The Solano Land Trust owns and manages the 1,566-acre Jepson Prairie Preserve located adjacent to the Delta, 10 miles south of Dixon. The designated the Jepson Preserve a National Natural Landmark in 1987. The preserve provides critical habitat for 400 species of plants. Public access is by docent-led tours only, except for the self-guided trail area.

The Hastings Island Hunting Preserve is a private facility offering fishing, trapshooting, camping and picnicking to their members.

Yolo County Approximately 75,000 acres of land in Yolo County, at the northernmost portion of the Delta, comprise about 15 percent of the Primary Zone. Roughly 17,000 acres of Yolo County Secondary Zone lie entirely within the City of West Sacramento. The Sacramento Deep Water Ship Channel separates the Yolo Bypass from the County’s Delta lands to the east. Lands east of the ship channel include Merritt Island and Little . Waterways in the County include Elk Slough, Babel Slough, the Sacramento Deep Water Ship Channel, the Barge , the Sacramento River, Lake Washington and Winchester Lake.

Since the completion of the 2005 survey, a number of changes to recreation facilities in Yolo County have occurred. These include the following:

Access to the Barge Canal in West Sacramento was completed in 2007. Amenities at this site include a hand-carry boat ramp, walking/biking trail, picnic and seating fixtures, trash and recycling receptacles, and and environmental resource interpretive panels.

In 2013, the City of West Sacramento updated its Bicycle, Pedestrian, and Trails Master Plan and proposed to increase the length of the existing 44 miles of bikeways and trails to approximately 102 miles. In 2016, the Delta Protection Commission, in partnership with the City, included the Clarksburg Branch Line, Riverwalk and Sycamore Trails in the Great California Delta Trail system, adding 6.1 miles to the Trail in Yolo County.

The 2005 Recreation Inventory counted five wineries in the Delta region of Yolo County; this update more than doubles that count. A number of the wineries have moved beyond production to opening tasting rooms and hosting wine dinners, wine education seminars and private events.

The Old Sugar Mill, in the community of Clarksburg, is a regionally known destination for wine tasting and boasts 11 wineries in one location. Transported by rail from Utah and beginning operation in 1935, the former sugar beet refining factory closed in 1993 and was repurposed to a wine tasting and production facility in the early 2000s. Besides wine tasting, the Old Sugar Mill hosts events, both public and private. The Old Sugar Mill is home to tasting rooms for Draconis, Merlo Family Vineyards, Clarksburg Wine Company, Carvalho Family Winery, Rendezvous Winery, Heringer Estates, Elevation Ten, Due Vigne di Famiglia, Three Wine Company, Todd Taylor and Perry Creek. Heringer Estates has proposed an expansion of their vineyard operations to include on-site tasting and hospitality facilities at a separate site.

Additional wineries in the Clarksburg American Viticultural Area (AVA) include: Bogle Vineyards, Wilson Vineyards, and (new to the 2015 Inventory) Twisted River Wines, Julietta Winery, Grand Island Vineyards and Miner’s Leap.

In Clarksburg, Loving Nature Farm has a CSA (Community Supported Agriculture) program, delivering fresh produce within 60 miles of Clarksburg. They have expanded services to weekend gardeners by leasing 1,000 square foot fertile farm plots and providing seeds/seedlings, organic fertilizer, and regular watering services.

Along the banks of the Sacramento River and is Steamboat Acres Farm. Known for their organic pears and pumpkins, other products includes cherries, winter squash and corn. The Farm hosts “Pumpkins in the Pears” pumpkin patch during weekends in October.

Future recreation enhancements proposed through California EcoRestore in Yolo County include the Prospect Island Tidal Habitat Restoration Project and the Lower Putah Creek Realignment Project. The Prospect Island Project proposes enhancement of recreation with the restoration of 1000 to 1500 acres of tidal marsh. The Lower Putah Creek Project would restore 300-700 acres of tidal freshwater wetlands, along with preservation and enhancement of public access, hunting, fishing and wildlife viewing. Construction on the Prospect Island Project is anticipated to begin in 2019, while the Lower Putah Creek Project is scheduled for 2017.

Launched in 2005, the Company’s Sacramento River Train currently operates year-round and travels 28 miles from West Sacramento to Woodland, partially along the Sacramento River. Run by diesel-powered locomotives, the Sacramento River Train offers a number of train experiences, which include dinners, beer and wine, and a Great Train Robbery excursion.

There are four marinas in Yolo County as noted in the 2005 inventory: Stan’s Yolo Marina, Clarksburg Marina, Sherwood Harbor Marina and RV Park and the members-only Sacramento Yacht Club. Boats can be launched in Delta waters at Stan’s Yolo Marina, the Broderick Boat Ramp, and the Clarksburg Public Boat Launch. Both River City Rowing Club and Lake Washington Sailing Club offer launches and instruction programs for youth.

Fuel and bait can be purchased at the Sherwood Harbor Marina. Bait can also be found at Penny Rod and Bait in West Sacramento.

The Yolo Bypass Wildlife Area is located in the heart of the Pacific Flyway and 3-miles west of West Sacramento, south of Interstate 80. Designated as a Wildlife Area by the California Fish and Game Commission in 1994, the approximately 16,600 acres are jointly managed by the California Department of Fish and Wildlife and the Yolo Basin Foundation. The Area is open year-round and offers recreational activities such as wildlife viewing, birdwatching, hunting, and nature exploration over approximately 18 miles of hiking trails. Popular educational activities include the Discover the Flyway program, an outdoor education program for K-12 students, Batwalks and talks. The Yolo Basin Wildlife Area Headquarters, located 1.9 miles west of the

Wildlife Area’s entrance, contains interpretive displays, meeting/classrooms and a demonstration wetland.

Yolo County continues to be the land of opportunity when it comes to hunting with 17 private hunt clubs. However, only one facility in the Yolo County portion of the Delta provides camping sites. The Sherwood Harbor Marina & RV Park in West Sacramento on the Sacramento River has 14 full hook-up spaces and 30 spaces with water and electricity.

Sacramento County Located in the northeastern and western area of the Delta, Sacramento County Delta lands extend southwesterly from the confluence of the American and Sacramento Rivers near I-5, to the confluence of the Sacramento and San Joaquin Rivers. Sacramento County contains approximately 19 percent of the Delta’s Primary Zone with 95,534 acres, and 22,937 acres in the Secondary Zone. Islands and tracts in the Primary Zone include Pierson District, Sutter Island, Grand Island, McCormack Williamson Tract, , Tyler Island, Brannan- , and Sherman Island. Much of Brannan-Andrus Island north of Highway 12 is in the Secondary Zone.

Delta waterways include , Seven-mile Slough, the , the Sacramento Deep Water Channel, Sacramento River and the North Fork of the , the southern border of the County. Historic cities and communities in the Primary Zone include Courtland, Hood, Locke, Walnut Grove and Ryde. The City of Isleton and the unincorporated community of Freeport are located in the Secondary Zone.

As mentioned in the 2005 Inventory, the City of Sacramento approved a hotel with a guest dock along the Sacramento River in 2002. The hotel, now known as the Westin Sacramento, is a popular event venue and is currently working with the City of Sacramento to obtain permits to allow use of the guest dock.

Delta Diamond Farm in Isleton is a new Delta event venue located on a 25-acre estate. It boasts enough parking for 200 cars, a rustic barn and five RV hookups. River access is also provided. Other popular Delta event venues include the Ryde Hotel, Grand Island Mansion and Scribner Bend Vineyards. In total, there are 17 Delta event venue options in Sacramento County.

Grand Island Vineyards opened a new winery facility in 2016 on 128 acres bordered by the Sacramento River and Steamboat Slough. The facility includes a tasting room and event area. Sacramento County Delta wineries include Six Hands Winery in Walnut Grove and Scribner Bend Winery in the Freeport Area. The Delta Farmers’ Market, located at the intersection of Highways 160 and 12, provides the opportunity to sample Delta-grown varietals on weekends, along with Delta grown produce, honey and olive oil. R. Kelley Farms, on Highway 160 south of Freeport, offers unusual produce familiar to Southern and Asian transplants, and offers a popular u-pick and farm stand.

The Delta has long been recognized as a premier windsurfing area with access available at Glass Beach, Pumphouse, Powerlines, Refrigerator Beach, and Sherman Island County Park. Kite surfing is also popular at Sherman Island, which allows overnight camping in self-contained vehicles.

While Delta Meadows Park was officially closed by California State Parks (CSP) and no services are provided, it remains a destination for non-motorized boaters, geocachers and hikers. Located near the historical town of Locke, CSP recommends the completion of park planning and development in its Recreation Proposal for the Sacramento-San Joaquin Delta and Suisun Marsh (2011).

East and across Snodgrass Slough lies the McCormack-Williamson Tract (1489-acres) and 1.5 miles northeast of Thornton lies the Grizzly Slough Floodplain Project (400-acres). Both are California EcoRestore Projects to provide aquatic and floodplain habitat and improve flood control. The projects could enhance public recreation opportunities that would not conflict with the primary purposes of the projects. Implementation of these projects is anticipated in 2017.

CSP operates Brannan Island State Recreation Area and Old Sacramento State Historic Park. The County of Sacramento operates Georgiana Slough Access and Cliffhouse Fishing Access; both provide fishing access, and Georgiana Slough also offers picnic areas and RV camping.

City parks adjoining the Sacramento River primarily offer picnicking and day use facilities and include Discovery Park, Sacramento Waterfront Dock-Old Sacramento Public Dock, and Sacramento City Marinas, both North and South Basin; all are operated by the City of Sacramento Parks Department. Garcia Bend Park, Miller Park and Tiscornia Park also offer fishing access. Discovery Park also is the beginning (or end, depending on one’s direction of travel) of the Sacramento River Parkway portion of the Great California Delta Trail that travels approximately nine miles to the Freeport Intake Facility. The Community Park in Hood was rejuvenated in 2011, receiving a new water fountain, swings, signage and a center court area for celebrations and picnics. Dr. Paul Barnes Community Park in Walnut Grove offers locals and visitors a place to relax, a play structure for kids and a place to picnic and barbeque.

Sacramento County Open Space Areas such as the Cosumnes River Preserve and the Stone Lake National Wildlife Refuge offer trail opportunities and wildlife viewing. Public hunting access is also available at designated times of the year.

Bait and fishing supplies are widely available for purchase at Delta marinas and at bait shops such as: Bob’s Bait Shop, Delta Bait & Tackle and Romeo’s Bait and Tackle. Over 20 boat launches are provided in the County, including public facilities at Brannan Island SRA, Discovery Park, Garcia Bend Park, Hogsback Island, Miller Regional Park, Isleton Public Dock and Boat Ramp and the Sacramento City Marina. Watercraft (both motorized and non-motorized) are available for rent at eight locations including in Walnut Grove and Isleton. Hornblower Cruises and Events offer educational cruises and charters on the Sacramento River.

Thirty-one marinas of varying size are in the Sacramento County portion of the Delta. Fifteen meet the classification of small marina, 13 are classified as medium size and seven are large marinas. Andrus Island has the highest concentration of marinas and is also home to the Delta Loop recreation area, accessed from Highway 12 at either Jackson Slough Road or Brannan Island Road. The City of Sacramento operates two large marinas adjacent to the Delta boundaries.

Just outside the northwest boundary of the Delta, visitors can enjoy the museums in Old Sacramento State Historic Park, including the California State Railroad Museum, Sacramento History Museum, Sacramento Old Schoolhouse Museum, and the Wells Fargo History Museum. The is a short walk away, just south of Old Sacramento. Moored along the Sacramento Waterfront Dock is the restored sternwheeler, a floating hotel and restaurant of historical significance.

Delta history and culture are rich in Sacramento County beginning with Locke; a National Historic Landmark. Places on the National Register of Historic Places include; in Hood, Runyon House in Courtland, Isleton Chinese and Japanese Commercial Districts in Isleton; and the John Stanford Brown House, Imperial Theater, Gakuen Hall, Chinese-American Historic District, Commercial/Residential Historic District and the Japanese-American Historic District, located in Walnut Grove. Though not exclusive to Sacramento County, Delta Heartbeat Tours in Walnut Grove offers an educational and entertaining view of the Delta and its communities.

The Sacramento County Delta offers visitors a choice of fifteen establishments for lodging and RV hooks-ups are available at 15 locations. Among the popular RV spots are Park Delta Bay, an RV resort previously operated as Sacramento Delta River KOA, with 135 full-hookup RV sites, and Brannan Island State Recreation Area, with over 140 campsites and areas for picnicking and swimming.

Contra Costa County Lying in the southwestern portion of the Delta, Contra Costa County has 45,872 acres, or ten percent of the Delta Primary Zone and 66,655 acres in the Secondary Zone. Islands and tracts within the Primary Zone include Browns Island (Included in the City of Pittsburg), Holland Tract, , , and Coney Island. The community of Knightsen is also located in the Primary Zone.

Contra Costa County lands within the Secondary Zone include Hotchkiss Tract and Veale Tract, and the cities of Antioch, Brentwood, Oakley, and Pittsburg, along with the communities of Discovery Bay, Byron, and Bethel Island.

New to the 2015 Recreation Facilities Inventory’s Agritourism category are u-pick farms. U- picks in the Delta portion of Contra Costa County total 33 farms, of which 32 are located in Brentwood.

Phase I improvements at the Antioch Marina that were mentioned in the 2005 Inventory were completed and the Marina now boasts 310 berths with electricity, restrooms, showers, fuel, and free waste pump-out for berthers. Picnic sites, a fishing pier and a walking trail are located at the shoreside park.

Contra Costa has over 20 miles of shoreline within the boundaries of the Delta, where East Bay Regional Park District (EBRPD) manages three public parks: Antioch/Oakley Regional Shoreline and Big Break Regional Shoreline along the San Joaquin River and the Bay Point Regional Shoreline along the Sacramento River.

Big Break, which derives its name from a 1928 levee break, was still under construction during the 2005 Inventory. It is now home to the Visitor Center at the Delta, which includes displays and programs about Delta ecosystems and wildlife, and includes a 100-foot covered fishing pier, picnicking area, an amphitheater, a launch for kayaks and canoes, and the Big Break Regional Trail. The trail begins near the Visitor Center and ends at the Trail, and is included in the Great California Delta Trail system. Big Break’s Delta Discover Experience includes a 1,200 square foot interactive topographical map with depictions of Delta waterways and landforms.

The Antioch/Oakley Regional Shoreline provides fishing access by way of a 550-foot pier and includes picnic areas. Bay Point Regional Shoreline is adjacent to the Legal Delta and is included in the 2015 Inventory. Facilities at Bay Point include public fishing access, picnic areas, trails, and areas for wildlife observation. EBRPD is seeking grant funding to complete tidal marsh restoration, and public access improvements at Bay Point. These shoreline parks are proposed nodes for inclusion in the Great California Delta Trail system.

The recent acquisition of a 646-acre wheat and corn farm by EBRPD could result in the Delta Water Access Regional Park. Located between Oakley and Brentwood, the park is a joint partnership in planning with the East Contra Costa County Habitat Conservancy. A Delta Water Access Regional Park would have a recreation component as well as a habitation restoration component, and may include kayak launches and hiking trails.

Another project noted in the 2005 Inventory was the Dutch Slough Project, a Department of Water Resources 1187-acre tidal marsh restoration project. With completion of permitting and environmental analysis, construction on the first of three parcels is expected in 2017. The project proposes to provide recreation and educational opportunities.

Brown’s Island, located across the river from Pittsburg at the junction of the Sacramento and San Joaquin Rivers, offers wildlife viewing but access is restricted and must be arranged through East Bay Regional Park District. At Antioch Dunes National Wildlife Refuge, docent-led tours provide visitors an opportunity to view the endangered Lange’s Metalmark Butterfly, the Antioch Dunes Evening Primrose and the Contra Costa Wallflower. Wildlife can also be observed at Rhode Island Wildlife Area, Franks Tract State Recreation Area and Contra Loma Regional Park.

Formal fishing locations in Contra Costa County include: the Pittsburg Marina, the Antioch Fishing Pier, , Big Break, and Riverview Park. Accessible by boat only, Rhode Island Wildlife Area and Franks Tract State Recreation Area also offer fishing and hunting opportunities.

Bait and fishing suppliers are plentiful in Contra Costa and include traditional bait stores such as: Dockside Market, Gotcha Bait and Tackle, Hook, Line & Sinker, and Mello’s Bait and Tackle. Bait is also available at a number of marinas.

The Delta portion of Contra Costa County includes 29 marinas; four are located in the Primary Zone. As noted in Chapter 1, 10 marinas closed in the Delta portion of Contra Costa County since the Commission’s last count in 2012. Public marinas include the Antioch Municipal Marina and the Pittsburg Marina. The County offers the largest concentration of marine repair shops in the Delta with 23 establishments offering marine repair services.

Camping and RV sites in the Delta portion of Contra Costa County are primarily limited to privately-owned marinas in the Bethel Island area.

Riverview Union High School Building, one of the first high school buildings built in Contra Costa County circa 1911, and the Roswell Butler Hard House circa 1869, are both on the National Register of Historic Places and located in Antioch.

San Joaquin County San Joaquin County lies in the southern and western section of the Delta. Approximately 188,000 acres, or stated more specifically, 38% of the Primary Zone and over 50% of the Secondary Zone lay within San Joaquin County. The Delta portion of San Joaquin County is generally bound by I-5 to the east, Old River to the south, Old River and the Mokelumne River to the west and the Mokelumne River to the north. Waterways in the Primary Zone include Bear Creek, , Stockton Deep Water Channel, Middle River, the North and South forks of the Mokelumne River, Old River and the San Joaquin River.

Island and tracts in the Primary Zone include: New Hope Tract, Canal Ranch, Brack Tract, , Staten Island, , Venice Island, , , , , , McDonald Island, , Lower and Upper , Lower, Middle and Upper Roberts Islands, Union Island, Fabian Tract, Woodward Tract, and Victoria Island. The City of Stockton is primary located in the Secondary Zone, with some City land on in the Primary Zone.

Downtown Stockton was improved in 2009 to include a new 66-berth covered marina and the 6,500-foot Joan Darrah Promenade. This project included public restrooms, public parking and public art and provides public access to the north, east and south sides of the .

Oak Grove Regional Park in Stockton has fishing access and paddleboat rentals on a 10-acre lake, a disc golf course, playgrounds, horseshoe pits and BBQ pits. The Park also includes the 1.5 mile Miwok Trail, a quarter-mile wheelchair accessible trail and a nature center with educational programs and exhibits.

Two new bait shops have opened in Stockton since the 2005 Inventory: H & R Bait and Tackle and Coco Bait, Tackle and Deli.

Also new to the 2015 Inventory is Dell’Osso Family Farms in Lathrop, which opens to the public for seasonal activities including a pumpkin patch, cornfield maze, snow-tube mountain, hay rides and a petting zoo, and E2 Family Winery located north of Hwy 12, offering wine tasting and hosting special events.

Water recreation is popular in San Joaquin County with 21 marinas and 14 boat clubs in the Delta. There are 13 small marinas, five medium marinas and three large marinas. Popular Delta marinas Herman & Helen’s and Lost Isle Bar & Resort have both closed since the last inventory.

Public parks located on the waterfront include the American Legion Park, Buckley Cove Park, Fritz Grupe Park, Louis Park, McLeod Park, Morelli Park and Van Buskirk Park; all are located in Stockton. Public boat launching into the Deep Water Ship Channel is available at Morelli Park and Buckley Cove Park. Access to the Smith Canal is available from Louis Park.

County waterfront parks with boat launches include Dos Reis Park and Mossdale Crossing Park on the San Joaquin River and Westgate Landing Park on the Mokelumne River. Both Dos Reis Park and Westgate Landing have camping facilities. Other campgrounds and RV parks are located at privately owned marinas: Tower Park Resort recently took over the Stockton Delta KOA and renamed it “Jellystone Park Camp Resort”.

Public fishing access is available in seven locations in San Joaquin County: Buckley Cove Park, Louis Park, and Oak Grove Regional Park in Stockton, and Dos Reis Park and Mossdale Crossing Regional Park in Lathrop. Westgate Landing Campground and White Slough State Wildlife Area near Lodi are other formal fishing locations. White Slough also provides the public hunting opportunities; other hunt clubs include CWC Ranch and Venice Island Duck Club.

Wildlife viewing areas in San Joaquin County include the White Slough State Wildlife Area west of Lodi, Mandeville Tip Park, Recreation Area and the Port of Stockton. In 2013, the Port of Stockton installed an Owl Cam inside the Barn Owl nest boxes allowing the public to view these fascinating predators from the comfort of home. Another wildlife viewing area is the Woodbridge Ecological Reserve, also known as the Isenberg Crane Reserve, which provides Sandhill Crane tours with docent supervision from October thru February.

The Calaveras River Bike Path in Stockton is 7.4 miles long and travels between Cherokee Road and Buckley Cove, primarily along the Calaveras River. The path is also used by walkers and in- line skaters. The City’s 2007 Bicycle Master Plan is undergoing an update and may include recommendations for trails extending into the Delta along Bear Creek, Five Mile Slough and the San Joaquin River. The Bear Creek Trail is an eight-mile trail which extends from Lower Sacramento Road to Rio Blanco Road along the creek.

Delta-centered places in San Joaquin County on the National Register of Historic Places include:

• Tracy: The Bank of Italy, Bank of Tracy, Tracy City Hall and Jail, Tracy Inn, West Side Bank and the John Ohm House. • Stockton: Benjamin Holt House, El Dorado Elementary School, Gew Mansion, Nippon Hospital, Hotel Stockton, Old Weber School, Sperry Office Building, Sperry Union Flour Mill.

California Historical Landmark signs can be found for Weber Point and the First Building in Stockton Site (425 North El Dorado Street) in Stockton, Benson’s Ferry and the Mokelumne City Site in Thornton, the California Chicory Mill at the River Mill in French Camp, and the Sailing Launch Comet and Transcontinental Railroad in Lathrop.

DESCRIPTION OF FACILITIES BY TYPE This section describes and defines the recreational facilities in and directly adjacent to the Legal Delta by type. The written descriptions are followed by facility tables that provide a generalized location by County. Further information on amenities provided by a particular facility are found in the Facilities by County tables beginning at page 14.

Unless otherwise noted, the geographic range of the 2015 Delta Recreation Inventory is the Primary and Secondary Zones of the Delta, as well as areas immediately adjacent to the Delta boundaries; such as the City of Rio Vista and areas in the City of Sacramento along the Sacramento River corridor.

Agritourism Sites Agritourism is defined in this inventory as a commercial enterprise at a working farm or ranch or agricultural plant conducted for the enjoyment of visitors that generates supplemental income for the owner. These may include educational experience such as wine/olive tasting and cooking classes; hospitality services such as farm stays or guided tours and u-pick operations. Only sites located within the boundaries of the Delta are included in the 2015 Inventory.

While Agritourism is also commonly defined to include seasonal roadside stands which provide processed agricultural products and fee-hunting and fishing access, these subsets are not included in the Agritourism category of the Delta Recreational Facilities Inventory. The 2015 Inventory includes wineries and multiple u-pick operations located within the boundaries of the Delta; largely in the Secondary Zone in Contra Costa County.

Additionally, Agritourism sites which provide activities for children such as pumpkin patches and farm tours are included in the 2015 Inventory. Vierra Farms in West Sacramento, Dell’Osso Family Farms in Lathrop and Steamboat Acres in Courtland are prime examples.

Wineries with tasting rooms are included in this Inventory. Yolo County dominates the wine tasting landscape in the Delta. Renovation of the Old Sugar Mill in Clarksburg, a re-purposed beet sugar refinery, was completed in 2005.

Bait/Fishing Supplies Bait and other fishing supplies can be found at marinas and resorts in the Delta, as well as grocery and convenience stores in and around the Delta. In many cases, bait is available at small grocery or convenience stores located in cities surrounding the Delta or in Delta communities. There are a number of bait shops in Sacramento, Rio Vista and Bethel Island and other communities located along the Delta waterways.

Boating Access/Landing A boat landing is an informal place to take a boat in or out of the water without close vehicle access. These are often found in publicly-operated parks and nature preserves such as the Consumes River Preserve and Wildlife Areas such as Decker Island, Miner Slough and White Slough.

Boat Launch Boat launch facilities are an amenity found in almost every public and private marina in the Delta. Most marinas provide at least one launch ramp (a concrete “driveway” into the water where a boat on a trailer is backed into the water, then allowed to float off). Most launch ramps also provide a dock to secure boats after they are launched. Some marinas provide a launch sling from a crane-type structure, or a hoist on a truck. These facilities are sometimes provided if there is inadequate space for a launch ramp or if there is a large storage facility on site and using a truck eases launching of boats stored on site.

In addition to boat launch facilities in private marinas, there are a number of publicly owned boat launching facilities indicated by the * in the listing. These launch facilities are often used by day users, such as water-skiers or jet skiers to launch personal watercraft, or by fishermen.

Boat Rentals Boat rentals are included in the 2015 Inventory and demonstrate that you don’t have to own a boat to get out on Delta waters. Opportunities to rent either motorized or non-motorized watercraft can be found both in the Delta’s Primary and Secondary Zones. Choices include houseboats, power boats, paddle boats, kayaks, or charter cruises for events.

Campgrounds & RV Parks Tent camping and RV sites in the Delta continue to be primarily associated with larger park or resort facilities. Over forty facilities offer camping. RV campsites with hookups are indicated by the * in the listing. Where possible, the Facilities by County tables provide the number of tent camping or RV spaces a facility offers.

Many of the larger marinas in the Delta area offer a suite of recreational amenities which provide a variety of activities during a vacation or visit. Examples of this type of multi-use facility include RV and/or tent camping, picnic and barbecue facilities, a café and fishing and water access.

Amenities at private marinas are generally available to tenants and their guests, not the general public. In addition, some of the resorts are managed as private clubs, with use by members only.

Day Use and/or Picnic Area California State Parks and Recreation’s Survey on Public Opinions and Attitudes on Outdoor Recreation in California (2012 The California Outdoor Recreation Survey) found that over 2/3 of Californians had participated in picnicking within the past 12 months.

The Delta provides ample opportunities for picnicking at local and regional parks primarily in San Joaquin, Sacramento and Contra Costa Counties. Delta picnicking in Yolo County is largely in the city of West Sacramento. Solano County picnic areas are primarily centered in the Rio Vista area but also extend out to the Jepson Prairie Preserve. Public and private marinas also offer picnicking facilities, but as mentioned above, these are often limited to tenants and their guests. Larger public marinas and parks generally provide restrooms, picnic areas and water access available to the general public.

Dry Boat Storage Dry boat storage is used primarily by people who occasionally take their small boats (defined as trailer able boats less than 26’ in length) out in the Delta for day use on weekend during the summer boating season. People tend to find that renting a dry boat storage unit is cheaper and less damaging to their boat then berthing their boat in water at a marina year-round.

Dry Storage facilities range from open parking areas to indoor storage with valet service. There were twenty-eight facilities within the Primary Zone and eighteen facilities within the Secondary Zone offering dry storage.

Event Venues Event Venues are a new category of facility captured in the 2015 Inventory. These facilities capitalize on the scenic beauty of the Delta and provide areas for weddings, group gatherings, and corporate events. The views at these locations range from river, vineyard, garden, or mountain and the facilities are modern to historic.

There are 36 event venues throughout the Delta; Sacramento County (14), San Joaquin County (6), Contra Costa County (7), Yolo County (8) and Solano County (1).

Fishing Access Sites included under this category are developed with legal parking and bank access or a fishing pier. Fishing sites on levee banks or informal parking sites along roadways and waterways are not included in this inventory.

Public fishing access facilities include: Sandy Beach County Park and the Rio Vista Public Courtesy Dock in Solano County, Clarksburg Public Boat Launch and Yolo Bypass Wildlife Area in Yolo County, Discovery Park, Garcia Bend Park, Miller Park , Hogback Island and Cosumnes River Preserve in Sacramento County, Antioch/Oakley Regional Shoreline, Big Break Regional

Shoreline, and Rhode Island Wildlife Area in Contra Costa County, and; Buckley Cove Park, Dos Reis Park, Fritz Grupe Park, Louis Park, Westgate Landing Park and White Slough State Wildlife Area in San Joaquin County.

Public sites which are available for boat-only fishing include Browns Island, Franks Tract State Recreation Area, and Sherman Island-Sacramento River Access.

Fuel Docks Fuel is available at 39 of the 97 marinas listed in the 2015 Inventory. The number of fuel docks is less than those counted in the 2012 ESP. It is reasonable to assume this corresponds with the number of marina’s which closed in the period since the last recreation inventory. The Delta is a dynamic environment and the Inventory attempts to provide the most recently available information at any given facility.

Hunting Access Hunting is an activity long associated with agricultural lands in the Primary Zone. Seasonal hunting on private lands requires permission of the landowner and generally has no formal improvements. Hunting and duck clubs are open to members and their guests only.

Hunting occurs mainly on private lands in Yolo County. Public hunting opportunities are available in all five Delta counties at locations including: Decker Island, Miner Slough, Calhoun Cut, and Liberty Island in Solano County; Yolo Bypass Wildlife Area in Yolo County; Stone Lakes National Wildlife Refuge and Lower Sherman Island In Sacramento County; Franks Tract, Clifton Court Forebay and Rhode Island in Contra Costa County; and White Slough in San Joaquin County. The 2015 Inventory includes hunting areas within the boundaries of the Legal Delta.

Lodging Lodging outside of tent camping or RVs is available in the Delta Primary and Secondary Zones, though more limited. Lodging for purposes of this Inventory is defined as an establishment offering indoor sleeping accommodations. A number of marinas offer rental cabins. These sites include: Vieira’s Resort, Snug Harbor Resort, Lighthouse Marina and Resort, Turner Cut Marina, and Windmill Cove Marina. Oxbow Marina offers a vacation home for rent and Hidden Harbor Marina has rental homes with a year lease. Hotel accommodations can be found in all the incorporated cities of the secondary zone: Stockton, Isleton, Oakley, Brentwood, Antioch, Tracy, Lathrop and West Sacramento and outside of the Delta in Rio Vista, Sacramento and Pittsburg. For a unique Delta experience, the Grand Island Mansion offers 11 “uniquely styled rooms” for Delta visitors.

Marinas Marinas are found throughout the Delta and beyond its boundaries. Unlike past inventories, the 2015 Marina inventory includes any dock or basin which provides secure moorings for pleasure boats. Many of the marinas listed offer supplies and other facilities. There are 98 marinas included in the 2015 Inventory. Delta marinas are listed in the Summary of Facilities by County as well as listed by size. In the Delta area, there are 45 small marinas with less than 50 berths, 34 medium marinas with 50 to 200 berths; and 19 large marinas with over 200 berths. Every attempt has been made to use the most recently available information regarding the number of berths. Changes from figures contained in the 2005 Inventory may be explained by erroneous reporting, or the best-guess estimate of various marina owners or their staff.

In the past 10 years, over 20 Delta marinas have closed, with eleven closures since 2011; this is the largest change in facility category from the 2005 Inventory. A likely result of the economic downturn, Contra Costa County was particularly hard hit, but closures also occurred in Yolo, Sacramento and San Joaquin counties.

Marine Services/Repair The 2015 Inventory includes 44 facilities which offer marine services for Delta boaters and are located within the Delta and the City of Rio Vista. Thirty-five of these facilities are located in the urban areas of the Secondary Zone. The 2015 Inventory includes marine service and repair facilities within the Primary and Secondary Zones and the City of Rio Vista.

Museums and Historic Sites The 2015 Inventory lists both museums within the Legal Delta and also adjacent to the Delta. Museums such as the California State Railroad Museum, the Western Railway Museum, the Dutra Museum of Dredging and the Rio Vista Museum are all located outside the Legal Delta but share a common history with the Delta.

The 2015 Inventory includes a number of Federal and State Designated Historic Sites found within the boundaries of the Delta. The National Register of Historic Places is the official list of the nation’s historic places, structures, objects, sites and districts worthy of preservation, due to their significance in American history, architecture, archeology, engineering and culture. Most of these sites are located in Sacramento and San Joaquin Counties and include Historic Districts in Walnut Grove and Isleton. The Locke District is designated a National Historic Landmark.

California Historical Landmarks are sites, buildings, features, or events that are of statewide significance and have anthropological, cultural, military, political, architectural, economic, scientific or technical, religious, experimental, or other value. A number of these sites can be found in the Delta’s Secondary Zone in San Joaquin County.

The River Mansion on Grand Island and Jean Harvie School in Walnut Grove are California Points of Historical Interest, meaning they are sites primarily of local interest.

Paddle and Sail Boating Facilities California’s paddling trend is on the rise. This is according to the California State Parks’ California Adult Recreation Activity Trends 1987-2012, which notes an increase of an additional 10,000,000 paddlers over the 25-year period.

Facilities included under this category include human-powered boat launch and landing sites that allow ease of entry/exit to and from the water. Windsurfing access sites are provided as a unique and separate facility type. The 2015 Inventory identifies 53 Paddle and Sail Boating facilities, including the following public facilities: Brannan Island State Recreation Area, Cosumnes River Preserve, Miller Regional Park, Sand Bar County Park, Walnut Grove Public Dock, Isleton Public Dock and Boat Ramp, and Lower Sherman Island Fishing Access in Sacramento County; Antioch Municipal Marina and Big Break Regional Shoreline in Contra Costa County; and Buckley Cove Park in San Joaquin County.

Public Parks Parks provide outdoor areas for gathering and recreation and are generally developed and maintained by the State or local governments. Included in the 2015 Inventory are 34 Delta parks ranging in size from 2.5 acres at Shore Park in Sacramento to 3,523 acres at Franks Tract State Recreation Area. Amenities at Delta parks typically include; restrooms, picnic tables and fishing access. Additional amenities may include playgrounds, boat launches, trails and historic site interpretation.

Pump-Outs Pump-out facilities contain and prevent water pollution in the Delta. A number of sources provide information for boaters to find these facilities, including but not limited to: Division of Boating and Waterways, Franko’s Map of the California Delta and the Official Map of the California Delta.

Recreation Supply Sales Included in the 2015 Inventory are Recreation Supply Sale facilities located within the Primary and Secondary Zones and the City of Rio Vista. These private enterprises contribute to the economic activity attributable to recreation and tourism in the Delta. These facilities range from kayak and yacht sales to waterski schools.

Trails and Pathways and Scenic Highways Trails and paths are primarily located in the Secondary Zone and are largely found within a park or wildlife area, or along a shoreline in an urban area. The cities of Sacramento and West

Sacramento have public promenades along the Sacramento River. Trails along the San Joaquin River can be found in the cities of Antioch, Pittsburg and Oakley and in Bay Point. A bike and jogging path along the Calaveras River is accessible in the city of Stockton. The 2015 Inventory includes trails and paths in the Primary and Secondary Zones, areas immediately adjacent to the Legal Delta and the Suisun Marsh.

The Great California Delta Trail is a planned pedestrian, bike, and water trail which will extend through the Delta and along the shorelines of the five Delta counties. The trail will connect the Bay Trail to the planned Sacramento River Trail System. The Delta Protection Commission is the facilitating agency for this effort. Approximately 29 miles of Delta Trail have been designated since 2007, including 13 miles in Sacramento County, three miles in Solano County, seven miles in Contra Costa County and six miles in Yolo County. The planning area for the Delta Trail includes the proposed Sacramento-San Joaquin Delta National Heritage Area.

Though not depicted on the 2015 Inventory maps, State Route 160 is a California Scenic Highway that travels approximately 35 miles through the Legal Delta in Contra Costa and Sacramento counties, beginning in Oakley and terminating at the southern city limit of Sacramento. It winds through the Delta alongside the Sacramento River. Drivers travelling SR 160 pass through historic Delta towns of Isleton, Walnut Grove, Locke, and Courtland. The route includes 7 bridge crossings including: the over the San Joaquin River; the 1949 Three Mile Slough Bridge, a lift bridge; the 1923 Isleton Bridge, a bascule bridge (a type of drawbridge); the Walnut Grove Bridge, another bascule bridge; the 1924 Steamboat Slough Bridge; the 1923 Paintersville Bridge, another bascule bridge; and finally the 1929 Freeport Bridge, the last bascule bridge (or first, depending on your route).

Wildlife Area/Nature Observation Enjoying the natural beauty of the Delta and its environment may be the primary focus; these areas may include activities such as paddling, hiking, birding, hunting and fishing. The lands in this category are primarily public and managed by the State. Many are operated in partnership with other agencies at the state or local level. The Yolo Bypass Wildlife Area is the largest facility in this category with over 16,000 acres, though not all of the area is accessible to the public. The 2015 Inventory includes wildlife and nature observation areas in the Primary and Secondary Zones, areas immediately adjacent to the Legal Delta and the Suisun Marsh.

Windsurfing Access Sites The Sacramento River between Rio Vista and the tip of Sherman Island remains one of the best windsurfing areas in the world. The Rio Vista Windsurfing Association and Sherman Island Kiteboarding Organization work to promote the sport and preserve water access. Windsurfing is a seasonal sport, primarily April through September when the weather is warm and the Delta

68 winds blow. The 2015 Inventory identifies six windsurfing access sites in Sacramento County and one in Solano County.

The windsurfing access site at Windy Cove (Brannan Island State Recreation Area) has been temporarily closed by State Parks due to budget constraints. However, Sherman Island County Park remains a popular site with locals and visitors.

FACTORS AFFECTING THE FUTURE OF RECREATION AND TOURISM

Great California Delta Trail In 2006, Senate Bill 1556 (Torlakson) mandated the Commission to adopt a plan and implementation program for a continuous recreational corridor trail network through all five Delta counties, linking the Trail system to the planned Sacramento River trails in Yolo and Sacramento Counties, pending funding availability (Public Resources Code section 5854). The Great California Delta Trail (Delta Trail) is to include routes for bicycling and hiking, with interconnections to other trails, park and recreational facilities, and public transportation. Planning prioritizes implementation on existing public lands, and otherwise working with willing private landowners for access, ensuring sensitive habitat areas and private uses will not be adversely affected. Water trails will ensure trail continuity in places where land trails are not feasible.

In 2012, the Commission completed the Blueprint Report for the Delta’s Western Region (Contra Costa and Solano counties) with grant funding from National Park Service’s Rivers, Trails and Conservation Assistance Program and a State Coastal Conservancy grant. The Western Blueprint serves as a model for the development of the Blueprint report for Sacramento, Yolo and San Joaquin counties. The Commission partners with local entities and districts to link existing and planned trails into the Delta Trail network.

Sacramento-San Joaquin Delta National Heritage Area The 2009 Delta Reform Act charged the Commission with developing a proposal to protect, enhance, and sustain the unique cultural, historical, recreational, agricultural, and economic values of the Delta as an evolving place (Water Code section 85301). The proposal includes a plan to establish state and federal designation of the Delta as a place of special significance, possibly as a National Heritage Area (NHA). A NHA is a region designated by the Congress, where natural, cultural, historical, and recreational resources combine to form a cohesive, nationally- distinctive landscape arising from patterns of human activity shaped by geography.

The Commission completed a NHA Feasibility Study, incorporating public involvement throughout its process via public meetings and presentations, stakeholder interviews, review memos, and study team meetings. Senator Dianne Feinstein and Congressman John Garamendi introduced legislation in January 2011 to designate a Delta NHA, with the Commission as the management entity. In June 2012, the National Park Service reviewed and found that the Commission’s Feasibility Study met the criteria for NHA designation, subject to Congressional approval.

The Commission accepted the study in July 2012 and forwarded it to Congress for consideration. The study was also submitted to the Delta Stewardship Council for inclusion in the Delta Plan. While the legislation did not advance during the 112th, 113th and 114th Congresses, it is anticipated that legislation to establish a Delta NHA will once again be introduced in the 115th Congress (2017-

2018). Meanwhile, the Commission is embarking on a Delta Heritage Area Initiative (DelHAI) to advance and elevate recognition of the Delta's unique values.

Recreation Proposal for the Sacramento-San Joaquin Delta and Suisun Marsh This proposal, authored by California State Parks as called for in the Delta Reform Act of 2009, recommends expanding the network of state recreation areas in the Delta and Suisun Marsh, including units of the California State Parks system. Other notable recommendations to State agencies which contribute to recreation in the Delta region include:

• Establish recreation opportunities in ecosystem restoration projects

• Encourage recreation at water management facilities and incorporate interpretation into proposed water infrastructure

• Increase access to publicly-owned areas

• Develop a regional water trail plan

• Complete Great California Delta Trail

• Gain approval for a Sacramento-San Joaquin Delta National Heritage Area

• Seek National Scenic Byway status for Hwy. 160

• Promote recreation and tourism that support Delta economic sustainability

These recommendations were incorporated into the Delta Stewardship Council’s Delta Plan.

CA WaterFix CA WaterFix is a proposal by the California Natural Resources Agency and the U.S. Bureau of Reclamation to build an isolated conveyance system in the Delta. The proposal aims to advance water supply reliability for Delta exporters and improve river flows for threatened and endangered fish species. Included in the proposal is the construction of two 35-mile long tunnels and 3 new river intakes along the Sacramento River in the North Delta. It is estimated construction of the CA WaterFix will take at least 10 years.

In response to the CA WaterFix draft environmental impact document, the Commission identified the following impacts to recreation resulting from the construction of the proposal:

• Permanent displacement of existing public access to public and commercial recreation facilities • Restrictions on Delta roads and waterways

• Declining recreational revenue due to fewer Delta visits

California EcoRestore California EcoRestore is the State’s plan to address the ecological restoration of the Delta. With an initial goal of 30,000 acres of habitat restoration (aquatic, tidal, sub-tidal, floodplain and upland), California EcoRestore largely addresses habitat restoration mandated by federal biological opinions. In addition to habitat restoration, the projects listed below propose to provide or enhance recreation opportunities in the Delta.

• Dutch Slough Tidal Marsh Restoration – Contra Costa • Grizzly Slough Floodplain Project – Sacramento • McCormack Williamson Tract Project – Sacramento • Lower Putah Creek Realignment Project – Yolo • Prospect Island Tidal Habitat Restoration Project –Yolo

Delta Conservation Framework Led by the California Department of Fish and Wildlife, development of this framework will continue the efforts of California EcoRestore and serve as a regional conservation guide for planning, permitting and grant-making for projects in the Sacramento-San Joaquin Delta, Yolo Bypass and Suisun Marsh. Though focused on protection, enhancement, restoration and adaptive management of Delta ecosystems, this planned 25-year framework also intends to address recreation and community concerns in proposed conservation strategies.

Delta Plan The Delta Plan is a comprehensive, long-term management plan for the Delta. Required by the 2009 Delta Reform Act, it creates new rules and recommendations to further the state’s coequal goals for the Delta (improve statewide water supply reliability and protect and restore a vibrant and healthy Delta ecosystem) all in a manner that preserves, protects and enhances the unique agricultural, cultural, natural resource and recreational characteristics of the Delta as an evolving place.

Adopted by the Delta Stewardship Council in 2013, the Delta Plan contains core strategies for protecting and enhancing the unique values of “Delta as Place”, including but not limited to:

• Designate the Delta as a special place worthy of national and state attention • Maintain Delta agriculture as a primary land use, a food source, a key economic sector, and a way of life • Encourage recreation and tourism that allows visitors to enjoy and appreciate the Delta and that contribute to its economy.

Recommendations which support these strategies include:

• Designate the Delta as a National Heritage Area • Designate State Route 160 as a National Scenic Byway • Encourage agritourism • Provide new and protect existing recreation opportunities • Encourage partnerships to support recreation and tourism • Expand State Recreation Areas • Enhance nature-based recreation • Promote boating safety • Encourage recreation on public lands • Enhance opportunities for visitor-servicing businesses

Delta Conservancy The Sacramento‐San Joaquin Delta Conservancy (Conservancy) implements ecosystem restoration in the Delta and supports efforts that advance the economic well‐being of Delta residents. The Conservancy and the Commission work collaboratively to raise awareness of the Delta and enhance its economic sustainability including promoting recreational and tourism opportunities. Recent efforts include development of a “Delta brand” for agricultural products and tourism. Coming soon is a Delta-focused web presence highlighting the cultural, historical, recreational and agritourism opportunities for visitors of the Delta.

Efficient communication would improve information flow and collaboration. While the 2015 Inventory effort greatly increases the contact list, there are probably many more unidentified providers in the region.

2. Recreation and Tourism Provider Challenges and Plans

Understanding the current challenges that providers are facing and their plans for the future helps the State, local government, and business develop or modify plans to most effectively serve Delta recreationists. Collection of this data would provide information to seek funding and implement new, or improve existing, programs.

3. Recreation User Activity Trends and Services Preferences

Knowing where particular recreation activities occur, the average and maximum visitor use, and the level of services visitors expect, would help assess where recreation providers are meeting the recreation demand and where opportunities exist within the market. For example, would better connections to facilities – physical connections such as a birding trail or rail history route, or virtual connections such as online maps, boating trail guides and/or themed itineraries – help prospective visitors plan a more extensive Delta-centric trip with multiple activities and destinations in mind?

Including new Delta-specific questions in the next CSP Survey of Public Opinions and Attitudes (SPOA) would provide more detailed information about current activities. The SPOA list of recreation activities, shown on the survey, could be used to assess the most popular types of activities desired within the Delta market area (described in the ESP).

Analyzing the existing long-term raw data sets from the SPOA can also reveal local trends. Comparing these local trends with other regions may help identify facility needs.

4. Untapped Recreation Opportunities and Facility Needs

Once long-term and emerging activity participation has been identified, additional data needs arise. Are new, upgraded and/or expanded facilities needed to efficiently support desired activities? What types of facilities are needed, and in what locations? Is the condition of existing facilities adequate to safely serve the public? In what ways can the State assist with meeting these needs? The Boating Needs Assessment update (2017) will answer some of these questions. A broader study conducted in partnership with Delta counties and cities, and the recreation/tourism industry, would provide additional clues to facility gaps.

5. The Delta’s Unique Cultural and Recreational Values

The Delta Reform Act of 2009 requires the State to “protect and enhance the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place”. The 2015 Inventory focuses specifically on recreation and tourism facilities and providers. The California Department of Fish and Wildlife (CDFW) and the California Department of Food and Agriculture (CDFA) are charged with documenting natural resource and agricultural values. Documenting the cultural and recreational values of the Delta-- such as fishing hot spots and legal river access sites, scenic views and watchable wildlife sites, cultural activities and historic sites – will help establish those unique values, so they can be preserved in this dynamic landscape. Having this baseline data available will help the Commission protect and enhance these values in the face of climate change, flood risk, water quality changes, invasive species invasion and urbanization pressures. Some of the cultural and recreational resources that contribute to the Delta’s unique value which are either poorly documented or difficult for recreation users to find are listed below:

• Historic bridges • Popular bank fishing areas

• Popular windsurfing and sailing • Migratory routes of anadromous areas game fish

• Popular kayak/canoe areas • Special terrestrial environmental resources • Nature observation/birding hot spots • Economic geography sites and infrastructure such as SWP/CVP • Scenic views and overlooks facilities, rail and marine facilities • Popular boat cruising/anchoring • Unimproved waterway access sites areas for fishing and boat launching • Popular boat fishing areas

• Public access routes, such as levees open to hiking and/or biking

Many State agencies have program, land management and project responsibilities in the region. Proposed local, State and federal actions can be better designed and assessed for their potential impact when these values are documented. 6. Real-Time Navigation Hazards, Navigation Aids and Water Quality Information

Both navigation hazards and water quality are constantly changing due to tides, winds, water inflow, air and water temperature, nutrient loads, precipitation and other inputs. Boaters and anglers, in particular, are affected by these changes. The U.S. Coast Guard periodically relocates navigation aids as changes are recognized. Providing real-time data on-line would help these recreationists make decisions regarding when and where to avoid aquatic weeds, safe levels of fish consumption and how to avoid boat damage and stranding.

Studies Underway The Commission contracted with California State University Sacramento (CSUS) to develop a recreation research strategy to assist the Commission in studying ways to encourage recreation investment in the Delta. This effort will identify ways the Delta is used for recreation and identify recreational opportunities in the various regions that comprise the Delta. The Recreation Strategy Report will include findings and approaches for identification of important areas for future research to support Commission program needs. Future research may include, but not be limited to, identifying high priority recreation and tourism infrastructure investments or developing the Delta Trail.

Additionally, CSUS is conducting recreational boating research for the Commission to study recreational boating use and issues of importance to Delta boaters. This study will support the Commission’s mandate to identify ways to encourage recreational investment along key river corridors (Public Resources Code Section 29759(4)) and inform the update of the Commission’s Economic Sustainability Plan, which must support increased investment in the Delta (Water Code Section 85301).
