2 0 1 2 report from the chair of the board

2 012 was a year of successes and challenges for Hockey Tasmania Inc. The THC No. 1 Ground litigation was successfully resolved in 2012. The Board was very pleased with the settlement, the terms of which are confidential. The Board had spent a lot of time bringing this matter to finalisation and had carried the costs through that process. Several new sponsorship agreements were signed, including RACT and ANZ Bank. It continues to be a difficult market for sponsorship but this is an issue which is a real priority for the Board. On behalf of the Board I wish to thank all sponsors of Hockey Tasmania. Your support of our sport is greatly appreciated. 3 We hosted several national championships in 2012 including the U21 men championship, U16 school boys and school girls championship and the Masters men’s tournament. Many volunteers were involved in these successes and I extend our thanks to them. Our sport relies on contributions from volunteers and their wonderful efforts throughout the year are greatly appreciated. The Board congratulates all state, national and international representatives. They are excellent role models for our aspiring players. With assistance of partial funding from Hockey the Board was able to appoint a Game Development Manager. We welcome Melissa Jelliff to this role. The aim of this role is to increase participation throughout the state and Melissa has the three Development Officers reporting to her to assist her with this goal. Following negotiations with the Tasmanian Institute of Sport, Ilene Carr was appointed as Coach of the Emerging Talent Squad. The squad aims to bring younger players from around the state through to the next level of elite participation. This position is principally funded by TIS with Hockey Tasmania making a contribution to the cost of the position.

2 0 1 2 In 2012, the Board engaged an independent year with a number of extra meetings dealing with person to review the organisational structure of the structure review and recruitment process for Hockey Tasmania. In 2012 the AHL format was changed from a home and away series to a traditional national championship style event held Audrey Mills at a single venue. This reduced the travel costs Chair but still required a significant contribution from Hockey Tasmania Inc Hockey Tasmania. The Board reviewed whether we were able to afford to participate in this competition but decided that it was crucial to our strategic goals including increasing our national and international representative success and our participation generally. The Board will continue to review the operation of our senior teams in the AHL competition. 2 0 1 2 finance report

Where we received money from:

2 012 continued to be a difficult year for HT. The pleasing result was the finalisation of the litigation with respect to THC1.

If depreciation is added back, HT achieved a net surplus of some $55,000 compared to a net deficit in 2011 of $108,000.

Total gross revenue increased by 9.05% to $2.569m. Total expenses increased by 2.82% to $3.051m including depreciation.

Complete financial results for the year are described in detail in the audited accounts. Please refer to the graphical representation of where we received money from and where we spent money.

One of the responsibilities HT is charged with is the maintenance and upkeep of the substantial 10 assets located at St Leonards and Cornelian Bay. In order for us to do that we need to set aside cash surplus’ on a year on year basis so that sufficient funds are available to replace such items as turf Where we spent money: surfaces, as they only have a finite life.

To achieve such surplus’ revenue must exceed cash expenditure on a year on year basis. The HT Board, together with the new CEO Andrew Winch, will be striving to achieve this serious objective over the next financial year by where ever possible maximising all revenue streams, making sure assets that are capable of producing strong revenue do and ensuring all expenditure is controlled and appropriately directed.

Note 1. Summary of Significant Accounting Policies

This financial report is a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Act (Tas) 1964. The Committee has determined that the association is not a reporting entity.

The financial report covers Hockey Tasmania Inc. as an individual entity. Hockey Tasmania is an Association Incorporated in Tasmania under the Association Incorporation Act (Tas) 1964. The financial report has been prepared in accordance with this Act and the following Australian Accounting Standards.

AASB 1031: Materiality AASB 110: Events after Reporting Date

The financial report has been prepared on an accruals basis and is based on historical costs and does not take into account, except where stated, current valuations of non-current assets. The accounting policies have been consistently applied unless otherwise stated.

The following is a summary of the material accounting policies adopted by the Association in the preparation of the financial report that are departures from applicable Accounting Standards or are discretionary Accounting Standards:

Amalgamation

Effective from the 1st July 2009 the five Hockey regions, Hockey South, Hockey North, Devon Hockey, Burnie Hockey and Circular Head Hockey amalgamated into the existing entity, Hockey Tasmania. 17

Borrowing Costs

Borrowing costs are recognised as expenses over a 5 year period or the term of the loan, the less of the two.

Cash

For the purposes of the Statement of Cash Flows, cash includes cash on hand, cash at bank, cash at bank and deposits at with an original maturity of 3 months or less.

Income Tax

Hockey Tasmania is exempt from income tax under Section 50-45 of the Income Tax Assessment Act 1997.

Good and Services Tax (GST)

Revenues, expenses and assets are recognised net of the amount of GST except: - where the GST incurred on a purchase of goods and services is not recoverable from the taxation authority, in which case the GST is recognised as part of the cost of acquisition of the asset or as part of the expense item as applicable; and - receivable payables are stated with the amount of GST included.

The net amount of GST recoverable from, or payable to, the taxation authority is included as part of receivables or payables in the Balance Sheet.

Cash flows are included in the Statement of Cash Flows on a net basis and the GST component of cash flows arising from investing and financing activities, which is recoverable from, or payable to, the taxation authority, are classified as operating cash flows.

Commitments and contingencies are disclosed net of the amount of GST recoverable from, or payable to, the taxation authority.

2 0 1 2 Interest-bearing liabilities

All loans are measured at the principal amount. Interest is charged as an expense as it accrues.

Inventories

Inventories are measured at the lower of cost and net realisable value.

Investments

Investments brought to account are at cost. The carrying amount of investments is reviewed annually by the Committee to ensure it is not in excess of the recoverable amount of these investments. The excepted net cash flows from investments have not been discounted to their present value in determining the recoverable amounts, except where stated.

Property, Plant, Equipment and Infrastructure

The depreciable amount of all fixed assets including buildings are depreciated on a straight line basis over the useful lives of the assets to the Association commencing from the time the asset is held ready for use. Buildings are now depreciated over 20 years to reflect the current lease of the land from the Hobart City council of 21 years; land leased from Launceston City council is subject to a 10 year lease renegotiated after 5 years.

The expected useful lives are: 2012 2011 Yrs Yrs Buildings 20 20 Playing surfaces 10 10 Infrastructure 20 20 Office furniture and equipment 5 5

During the 2012 financial year the legal case for the turf was settled. This resulted in a reduction of the previously capitalised costs and a reduction in loans. The immaterial balance between the net 18 settlement and the costs capitalised ($3,276) was taken to the profit and loss statement as legal expenses.

Payables

Trade creditors represent liabilities for goods and services provided to the entity prior to the end of the financial year and which are unpaid. The amounts are normally paid within 30 days of recognition.

Revenue recognition

Revenue is recognised when other parties are invoiced and it is probable that economic benefits will flow to the entity and revenue can be measured reliably.

Interest revenue is recognised on a proportional basis taking into account the interest rates applicable to the financial assets.

All revenue is stated net of the amount of goods and services tax (GST).

Receivables

The terms of trade are 30 days from the date of invoice. Recoverability is reviewed on an ongoing basis. A provision for doubtful debts is raised where doubt as to collection exists; debts known to be uncollectable are written off.

Going Concern

The association has incurred significant operating losses the last two years. This is primarily due to income not being sufficient to cover depreciation of infrastructure. The officers of Hockey Tasmania have taken actions to improve the overall financial position which has contributed to a reduced deficit position for 2012 and a positive 2012 result in net cash provided by operating activities. The officers are also looking at ensuring the financial performance of their association meets the longer term strategies for infrastructure replacement. The officers believe that the use of the going concern assumption for the preparation of the financial report is appropriate.

And congratulations to all those people who participated in our courses during 2012, gaining Summary new knowledge and a formal coaching While there is now a strong level of participation accreditation. and a growing interest from people to become properly accredited coaches, there is a need to further promote the benefits of this process to the hockey community. In particular, it is my view that all club under age coaches should be at least Level Ted Taylor 1 accredited, while all senior club coaches should Convenor be Level 2 accredited. In order to progressively Coaching Development Committee achieve such a goal, clubs need to more strongly embrace the accreditation process, in terms of 30 understanding the steps involved and the positive outcomes, and encouraging their coaches to become involved. As a starting point, I strongly recommend that a seminar be held with Club personnel early next year, in order to educate them on the importance of the accreditation process.

In recommending the above, it is important to emphasise that accreditation is only one factor in the making of a good coach. The key is the continual improvement of our coaches, through ongoing development and education, formal courses, facilitating access to up to date resources and additional knowledge, building networks, and providing opportunities for attending seminars on specific coaching topics.

Finally, thank you to the following people for providing assistance in the conduct of courses and seminars throughout the year. The planning and implementation of these courses requires considerable support from a number of both salaried people and volunteers, and their efforts are very much appreciated:
