.............................................................................................................. 134 EXECUTIVE SUMMARY OVERVIEW Washington has an abundance of natural beauty and a rich tradition of providing outdoor recreation. The state is home to diverse landscapes that provide nearly unparalleled opportunities for outdoor enthusiasts. This makes Washington a great place to live, play, and do business. In addition, outdoor recreation contributes significantly to state and regional economies, public health, and environmental resiliency. With so much to gain by investing in outdoor recreation, the Washington State Legislature funded a study in 2018 to identify future recreational needs. It tasked the Recreation and Conservation Office (RCO) with identifying recreational assets of statewide significance, where gaps in recreational assets exist, and investment strategies and options for addressing those gaps. The Legislature also directed that the study must address existing and projected future needs of the people of Washington State. Over the course of the study, RCO consulted more than 80 interest groups, land managers, organizations, and individuals. An advisory committee consisting of local agency directors, state policy leads, and user groups provided guidance throughout the project. In addition, RCO looked at 146 recreational activities and more than 16,000 records of assets that support them. DEFINING RECREATIONAL ASSETS OF STATEWIDE SIGNIFICANCE The advisory committee recommended RCO study two types of recreational assets: foundational and exceptional. Foundational Assets are facilities that support the most popular recreational activities in the state (exceeding 30 percent participation)1. These facilities were deemed “foundational” to the recreational satisfaction and well-being of Washington’s residents. Walking trails, community parks, and swimming, are examples of activities provided by foundational assets.     STATEWIDE COMPREHENSIVE OUTDOOR RECREATION PLAN 2015 Department of Land & Natural Resources ii Hawai‘i Statewide Comprehensive Outdoor Recreation Plan 2015 Update PREFACE The Hawai‘i State Comprehensive Outdoor Recreation Plan (SCORP) 2015 Update is prepared in conformance with a basic requirement to qualify for continuous receipt of federal grants for outdoor recreation projects under the Land and Water Conservation Fund (LWCF) Act, Public Law 88-758, as amended. Through this program, the State of Hawai‘i and its four counties have received more than $38 million in federal grants since inception of the program in 1964. The Department of Land and Natural Resources has the authority to represent and act for the State in dealing with the Secretary of the Interior for purposes of the LWCF Act of 1965, as amended, and has taken the lead in preparing this SCORP document with the participation of other state, federal, and county agencies, and members of the public. The SCORP represents a balanced program of acquiring, developing, conserving, using, and managing Hawai‘i’s recreation resources. This document employs Hawaiian words in lieu of English in those instances where the Hawaiian words are the predominant vernacular or when there is no English substitute. Upon a Hawaiian word’s first appearance in this plan, an explanation is provided. Every effort was made to correctly spell Hawaiian words and place names. As such, two diacritical marks, ‘okina (a glottal stop) and kahakō (macron) are used throughout this plan. The primary references for Hawaiian place names in this plan are the book Place Names of Hawai‘i (Pukui, 1974) and the Hawai‘i Board on Geographic Names (State of Hawai‘i Office of Planning, 2014).

Peters WSU Geology Department OVERVIEW: The first portion of the trip is in central Pullman and may be most easily accomplished on foot. It consists of five stops, "A" through "E," and can be done in an hour or two. The rest of the trip requires a vehicle and will take the remainder of a long day. SKETCH MAP OF THE TRIP Start: Kate Webster Physical Science Building, WSU-Pullman Campus, College Avenue Proceed west on the service portion of College Avenue, under the skywalk of Owen Science Library and then onto the regular section of College Avenue. Continue west, going downhill. The steepest portion of College Avenue takes you 2 past engineering buildings on your right and then by WSU's power plant at the bottom of the hill. Stop A: Depending on the season, you may see large piles of bituminous coal at the power plant. Coal is the compressed and compacted remains of ancient plants. You can think of it as fossil plant matter, made mostly of carbon. There are three common grades of coal used in the world: 1. Brown coal or lignite: this is low grade coal. It has abundant nitrogen and sulfur impurities. It therefore does not burn cleanly. The nitrogen and sulfur compounds go up in the smoke and then combine with water droplets in the air to make "acid rain" (small amounts of nitric and sulfuric acids). Lignite (brown coal) is used in China today, but not in the U.S.
