  • A Vision for Scotland
A Vision for Scotland The Report and Final Recommendations of the Literacy Commission December 2009 1 Preface It was a privilege to be asked to Chair the Literacy Commission and, along with my colleagues, to produce a report and series of recommendations that we believe can help to address the low levels of avoidable illiteracy that still exist in Scotland today. From the outset, the Commission has operated on an independent and impartial basis using its own, limited resources. The findings that we have produced are not intended to support the aims and objectives of any individual political party or organisation and, it is with this in mind, that we offer our report to Scottish society as a whole. Literacy is a massive topic that covers not just the traditional skills of reading and writing but other literacy skill sets, such as emotional and financial literacy. Poor literacy affects not just school children; it also affects adults and those with learning difficulties. The Commission considered these different aspects and decided from the outset to focus its work on those children who have the capacity to learn and develop their literacy skills but who are currently failing to do so. For the past 18 months, the Commission has reviewed evidence from a variety of individuals and organisations with first hand experience of dealing with the problem of poor literacy, and considered very closely the factors that can contribute to this. Our report sets out eleven clear recommendations that we believe can address the problem of poor basic literacy and, if adopted by Scottish society, will place us in the enviable position of being the developed world’s first fully literate nation.

This has been carried out by numerous small local organisations with coordination support through the Edinburgh Third Sector Interface. • Despite the best efforts of City of Edinburgh Council, we are currently not being made aware of any plans, from Scottish Government, to deliver a further investment into this fund – which will run out before Monday 15th June 2020 – leaving thousands of vulnerable people at significant risk. • The risks include the obvious health and social care challenges but perhaps more importantly, potentially forcing those who are at increased risk of serious illness or those who could potentially infect others to leave isolation to go to supermarkets, utilise public transport or attend food banks.

EXECUTIVE SUMMARY 2.1 Boundaries Scotland commenced a review of the Comhairle area in January 2019. Boundaries Scotland consulted the Comhairle on their initial proposals between March and May 2019. The initial proposals were based on an electoral arrangement for 28 councillors representing one 1-member ward, five 2- member wards, three 3-members wards and two 4-member wards. The Comhairle supported the initial proposals and proposed some minor changes to ward boundaries which better reflected local ties. Boundaries Scotland agreed to adopt the Comhairle’s proposed changes to the initial proposals. 2.2 The final proposals are unchanged from the initial proposals apart from a 2-member rather than a 1- member ward for Barraigh agus Bhatarsaigh. The final proposals have been submitted to Scottish Ministers and, subject to approval by the Scottish Parliament, will come into effect for the 2022 Comhairle elections. RECOMMENDATIONS 3.1 It is recommended that the Comhairle note the Report.
