Particulars of the Post

The position advertised is for the combined posts of , Secretary of the House of Keys and Counsel to the Speaker. The Clerk of Tynwald is also Registrar of Members' Interests.

The post-holder is the Principal Officer of Tynwald, and is responsible to the and the Speaker of the House of Keys for procedural and other matters relating to the Chambers and to the Tynwald Management Committee for services to Members generally; the Clerk is employed during the pleasure of the Court of Tynwald and the House of Keys.

The primary function of the Clerk of Tynwald and his/her Office is to support Members of Tynwald in discharging their parliamentary duties. The Office at present has 29 employees.

The Clerk of Tynwald, Secretary of the House of Keys and Counsel to the Speaker is responsible for:

• providing procedural advice to Presiding Officers and Members in respect of sittings of Tynwald and the House of Keys;

• providing drafting services to Members for questions, motions and amendments to motions in Tynwald and the House of Keys; and

• administration of the Clerk of Tynwald Office, which includes a team of clerks (assisted by research executives who act as committee clerks) serving all committees. This includes preparing papers for meetings, taking minutes, preparing draft reports and supervising the administration of the committees, and providing advice to them.

The post-holder will attend sittings of Tynwald and the Keys and must be able to offer both procedural advice and drafting services during the course of proceedings. Further duties of the Clerk of Tynwald include:

• the organization of the annual open air sitting of Tynwald at St John's on 5th July, for which a feeling for ceremonial is important; and

• the secretaryship of the Branch of the Commonwealth Parliamentary Association, in which the Isle of Man has always played an active role.

The successful candidate will have:

a) a legal qualification obtained in the British Isles; b) clear management skills and experience; c) adaptability and readiness to innovate; d) ability to relate sympathetically to a wide range of persons and situations; e) experience of or aptitude for the organization of formal occasions.

The combined post is analogued to the Public Service Commission Pay Band JESP 14- 18 (at present £110,347 to £121,227.pa). The postholder is entitled to join the pension scheme, which is contributory (see Government Unified Scheme for details). Although by statute not a Manx public servant, the postholder is subject to the terms and conditions of the Isle of Man Public Service Civil Service Terms and Conditions, except where they have been specifically disapplied.
