BACKGROUND 1. Tynwald is the parliament of the and has unlimited, though not exclusive, legislative competence. It has three Chambers: the 24-member , which is popularly elected; the 11-member Legislative Council, which is for the most part elected by the House of Keys; and the 35-member Tynwald Court, comprised of the first two Chambers (referred to as the “Branches of Tynwald”) sitting together. 2. The Office of the Clerk of Tynwald is an organisation of around 25 people with annual net expenditure of around £2 million. (This figure excludes Members’ emoluments.) The Office aims to deliver services of the highest quality to Tynwald and the public, while maintaining a reputation for excellence both on and off the Isle of Man. Despite Tynwald’s tricameral structure, the Office operates as a single organisation providing support to all three Chambers. 3. The Deputy Clerk of Tynwald and Clerk of the Legislative Council will play a pivotal role at the heart of the Office’s senior management team. The postholder will be at the front line in delivering procedural advice and drafting services to parliamentary Chambers and Committees, and in managing Committee inquiries. The postholder will also lead delivery and development across the full range of the Office’s services to Members and the public, exploiting technology to improve efficiency while motivating staff and engaging positively with stakeholders and customers.

MAIN DUTIES AND RESPONSIBILITIES Chamber duties 4. As Clerk of the Legislative Council the postholder will deliver the services required by the Legislative Council. These services include the production of Order Papers and Votes and Proceedings, and the provision of procedural advice and drafting services to Members. 5. In respect of Legislative Council procedural matters the postholder will report direct to the . The Clerk of Tynwald serves as Secretary of the House of Keys. In respect of procedural relations between the Branches, therefore, the postholder will deal with the Clerk of Tynwald on an equal basis. In respect of the administrative efficiency of the discharge of the role of Clerk of the Legislative Council, however, the postholder will report to the Clerk of Tynwald. 6. As Deputy Clerk of Tynwald and Deputy Secretary of the House of Keys the postholder will support the Clerk of Tynwald in the delivery of the services required by Tynwald Court and the House of Keys. These services include the production of Order Papers and Votes and Proceedings, and the provision of procedural advice and drafting services to Members. 7. The services offered to Members of both Branches may in future include the drafting of instructions to legislative drafters in respect of private Members’ Bills and backbench amendments to Government Bills. Committee work 8. As clerk of a number of parliamentary committees the postholder will provide procedural advice and will manage inquiries into a range of economic, social, environmental, constitutional and financial topics.

9. In the management of parliamentary inquiries the postholder will normally work with an assistant clerk, to whom the postholder will be expected to provide guidance and support. Management 10. The postholder will oversee and participate in the delivery of all the Office’s services to Members of Tynwald and the public. These include:

 the ceremony

 petitions

 audio streaming of proceedings

 Hansard

 social media

 electronic voting

 the Tynwald Library, shop and exhibition area

 the Tynwald website

 schools visits and other education and outreach activities

 the Tynwald Annual Report and other publications

 interparliamentary activities and events. 11. As a member of the senior management team the postholder will support the delivery and development of these services by acting as line manager to section heads; serving on recruitment and selection panels; exercising functions set out in the Office’s Staff Management Procedures (known as the “Yellow Book”); and undertaking additional duties determined by the Clerk of Tynwald. 12. The postholder will be responsible at first instance for responses to requests under the Freedom of Information Act 2015; and will support the Clerk of Tynwald in complying with his statutory duties under data protection legislation. 13. The postholder will be the Complaints Officer for the Office of the Clerk of Tynwald. 14. The postholder will be Press Officer for the Office of the Clerk of Tynwald. Other duties 15. Other duties may be specified by the Clerk of Tynwald from time to time.

THE SUCCESSFUL CANDIDATE 16. The following criteria are essential:

 proven track record of public policy research and analysis

 proven track record of service delivery including change management

 proven track record of getting the best from people

 team player with a flexible outlook and a can-do attitude 17. The following criteria are desirable:

 experience of working in a politically led environment

 experience of delivering public services

 experience of information management, including electronic document and records management systems

 experience of working with law – this could include for example interpreting legislation and caselaw, drafting legislation, or instructing legal drafters

 a legal qualification, or preparedness to obtain one

TERMS AND CONDITIONS 18. This post is remunerated on salary scale from £60,780 and £70,834 and has an annual leave allowance of 21 days on appointment.

19. The Office of the Clerk of Tynwald operates a flexi scheme for hours of work. This requires that staff normally work a 37-hour week, but there may be flexibility regarding starting times and finishing times within the constraints of the needs of the Office and subject to agreement with the postholder’s line manager. The postholder will be required to work on Tynwald Day, a public holiday in the Isle of Man. 20. Staff employed in the Office of the Clerk of Tynwald are officers of Tynwald and not employees of the Public Services Commission (PSC). However, they are generally employed under PSC terms and conditions. Should an existing PSC civil servant be appointed to this post, they would cease to be classified as a civil servant, but would continue in the Government Unified Pension Scheme and years of service would be taken into account in determining annual leave allowances etc.

The intention is to hold interviews on Monday 21st June 2021. 24. The successful candidate will be nominated by the Tynwald Management Committee. This nomination will be subject to approval by the Legislative Council and by Tynwald Court. It is the aim of the Committee that the approvals process should be completed by 23rd July 2021, with the successful candidate taking up the post on Monday 13th September 2021 or as soon as possible thereafter.
