This catalog represents all currently available Atlas locomotives, rolling stock, track, structures and accessories that Atlas has in-stock as of early April. It is presented to inform key buyers (distributors, dealers and consumers) of products that Atlas is offering for purchase now. In addition, Atlas will continue to update the catalog with sequential volume numbers on a regular basis to reflect both pieces sold, as well as newly arrived stock. This publication is being sent to Atlas Authorized Distributors and Dealers as a digital PDF version that allows consumers, as well as dealers and distributors, to click through and review products on-line by scale and and category preference from the table of contents page. President: I am pleased to submit the enclosed report prepared by the Federal Railroad Administration (FRA) on “Locomotive Crashworthiness and Cab Working Conditions,” as requested by the Rail Safety Enforcement and Review Act, Public Law 102-365. This report responds to the congressional mandate to report on issues related to: • health and safety of locomotive cab working conditions; • effectiveness of Association of American Railroads (AAR) Specification S-580; and • benefits and cost of additional locomotive crashworthiness features. The report summarizes the findings of FRA’s study, which included research on locomotive crashworthiness features, extensive consultations with a wide range of interested parties, and a field survey of actual locomotive working conditions. These findings indicate that a number of the crashworthiness features and working condition improvements identified in the Act merit further action by FRA in cooperation with the private sector. Identified priority safety improvements include implementation of stronger collision posts and fu ll height corner posts, incorporation of a crash refuge, improved fuel tank design, and improved methods to control noise and temperature levels inside the locomotive cab. Consistent with FRA’s emphasis on promoting a collaborative approach to railroad safety, FRA w ill seek the participation of railroads, employee representatives, manufacturers and suppliers, and other interested persons in determining the specific actions that may be appropriate to advance the safety and health of railroad crew members, based on the results of this study and other information that the parties may make available.

B-1 APPENDIX C Calculation of Baseline Locomotive Emission Rates This appendix contains a numerical description of how EPA developed its baseline emission factors. The cycle-weighted emission factors listed here were calculated from the notch data in Appendix B using the respective line-haul or switch duty-cycle. Cycle-weighted horsepower (i.e., the average power used over the cycle) was also calculated. The emission factors were weighted by the product of number of locomotives in the fleet and the average power: ' j (No.)(HP)(EF) EFAVG j (No.)(HP) These weighted average emission factors were multiplied by deterioration factors to be more representative of in-use emissions. The line-haul emissions were determined for two locomotive categories (pre-1991 and 1991-1995) because of the limits of the data set. The emission factors for these two categories were weighted together in the same manner as the individual emission factors.
