    Public Consultation and Participation EIA of Bidkin Industrial Area, Aurangabad, Maharashtra 1.0 PUBLIC CONSULTATION AND PARTICIPATION 1.1 General In line with the MoEF’s EIA Notification dated 14th September, 2006, Public Hearing for the development of proposed Bidkin Industrial Area (BIA) was conducted on 05th February 2016 at 11:30am. The public hearing was conducted in the premises of Anjani Lawn Bidkin, Taluka Paithan of District Aurangabad. The notice for public hearing was published in two dailies, Lokmat Aurangabad and the Times of India dated 4th January, 2016. A copy of this notice is enclosed as Appendix I. Thereafter Maharashtra Pollution Control Board (MPCB) also released Office Order dated 20th January, 2016 requesting the stakeholders to attend the public hearing, the same is presented as Appendix II. The public hearing was attended by Additional Collector of Aurangabad District, Regional Officer (RO) and Sub-Regional Officer of Maharashtra Pollution Control Board (MPCB) - Aurangabad, representatives of the Maharashtra Industrial Development Corporation (MIDC), CH2M, Delhi Mumbai Industrial Corridor Development Corporation Limited (DMICDC) and AECOM. 1.2 Proceedings of Public Hearing Shri. Anand N. Katole, Sub-Regional Officer of MPCB, Aurangabad initiated the proceedings and welcomed the gathering. He narrated the procedure to be followed for obtaining Environmental Clearance (EC) and explained purpose and usefulness of this public hearing as per the MoEF’s EIA Notification dated 14th September, 2006 and amended Notification No. S.O. 3067 dated 01st December 2009.     Assistance to the Formulation of the Management Plan for Visitor Centres under the Ajanta – Ellora Conservation and Tourism Development Project (II) 4. Management Plan This management plan is based on the premises discussed on Chapter 3. 4.1. Institutional Set-up In India, the museums are part of a government entity (i.e. Ministry of Culture) and employees are civil servants. Their governance and administration are integrated with that of the larger body. The line department museums receive an annual operation allocation from the budget of the governing organization. Earned revenues are not retained by the museums but go to a national treasury, not benefitting the museum directly. For this reason, there is little incentive to improve the delivery and quality of services. Decision making is restricted and policies concerning administration fees, opening hours, operational programmes and pay-scale of personnel are set by the governing body. Memberships, sponsorships, donations and fundraising opportunities are limited. In order for the visitor centres to overcome the above issues, the institutional set-up of the visitor centres should aim to attain functional sustainability. 4.1.1. Institutional requirements While dealing with a large and complex project like this visitor centre, officers may not have enough time to review preparatory activities and projected operations daily since they are assumed to have other responsibilities outside as well. Accordingly, it will be necessary to create a MTDC Preparation Office as the practical organization having the responsibility for the statutory works, institutional set-up and necessary preparatory activities and approval processes for future operations. Therefore, the Study Team recommends that MTDC should establish a "Preparation Office".

Delhi Mumbai Industrial Corridor Project Delhi Mumbai Industrial Corridor (DMIC) was the first Industrial Corridor project which was announced and various projects were approved by Govt. of India in 2014/15 wherein substantial progress has been achieved in last couple of years. Details of progress are as follows: Node/City Projects: 1. Dholera Special Investment Region (DSIR), Gujarat: DSIR has been planned over an area of approximately 920 sq. km and the developable area in DSIR is divided into six (6) Town Planning Schemes i.e. TP scheme 1 to TP scheme 6 Programme Managers have been appointed for entire DSIR for undertaking the implementation related activities by coordinating all the downstream activities Since developing entire trunk infrastructure inonego is not feasible, a phased approach was adopted and detailed master planning and preliminaryEngineering activities for Town Planning (TP) scheme-2 comprising of TP-2(East) and TP-2(West) admeasuring an area of 152 sq. kms were taken up and have been completed Information and Communication (ICT) master planning has been completed A Joint Venture Companyby the name of “Dholera Industrial City Development Limited (DICDL)” has been incorporated between Govt. of India represented by NICDIT and State Govt. represented by Dholera Special Investment Region Development Authority (DSIRDA) State Govt. has transferred34.62 sq. kms to DICDL and matching equity amounting to Rs. 1995.54 crore has been released by NICDIT Environment Clearance has been accorded by Ministry of Environment, Forest & Climate Change (MoEF&CC) for DSIR Cabinet Committee on Economic Affairs (CCEA) had approved the tender packages for various infrastructure components amounting to Rs.

The generated raw sewage in the city is directly discharged into the river system via various nalas. In Aurangabad, most of the areas have partial drainage facilities in form of open drains (nala).Pollution of surface and ground water due to sewage is a major problem due to rapid urbanization growth. Overall untreated sewage discharges a major cause of water pollution. To decide the capacity of sewage treatment plant and its efficiency, there is a need of accurate baseline data of waste waters quality and quantity. Therefore; present work has undertaken the assessment quality of sewage generated in Aurangabad city. The aim of this study was to determine the pollution level of waste water in 11 nalas drained in different areas of Aurangabad city and to study its diurnal variation in Physico-chemical parameters term. The parameters temperature, pH, electric conductivity, dissolved oxygen, biological oxygen demand, chemical oxygen demand, total suspended solids etc. were determined and recorded. The study was in the period of Pre-monsoon season & Post-monsoon season 2012.
