Public Consultation and Participation EIA of Bidkin Industrial Area, Aurangabad, Maharashtra 1.0 PUBLIC CONSULTATION AND PARTICIPATION 1.1 General In line with the MoEF’s EIA Notification dated 14th September, 2006, Public Hearing for the development of proposed Bidkin Industrial Area (BIA) was conducted on 05th February 2016 at 11:30am. The public hearing was conducted in the premises of Anjani Lawn Bidkin, Taluka Paithan of District Aurangabad. The notice for public hearing was published in two dailies, Lokmat Aurangabad and the Times of India dated 4th January, 2016. A copy of this notice is enclosed as Appendix I. Thereafter Maharashtra Pollution Control Board (MPCB) also released Office Order dated 20th January, 2016 requesting the stakeholders to attend the public hearing, the same is presented as Appendix II. The public hearing was attended by Additional Collector of Aurangabad District, Regional Officer (RO) and Sub-Regional Officer of Maharashtra Pollution Control Board (MPCB) - Aurangabad, representatives of the Maharashtra Industrial Development Corporation (MIDC), CH2M, Delhi Mumbai Industrial Corridor Development Corporation Limited (DMICDC) and AECOM. 1.2 Proceedings of Public Hearing Shri. Anand N. Katole, Sub-Regional Officer of MPCB, Aurangabad initiated the proceedings and welcomed the gathering. He narrated the procedure to be followed for obtaining Environmental Clearance (EC) and explained purpose and usefulness of this public hearing as per the MoEF’s EIA Notification dated 14th September, 2006 and amended Notification No. S.O. 3067 dated 01st December 2009. He further stated that MPCB has not received any written objection for the said project, however one application was received from Shri Inamdar requesting information regarding the proposed project and the same has already been provided to him. -

INTRODUCTION Hon'ble Supreme Court of India dated 27th February, 2012 in I.A. No.12-13 of 2011 in Special Leave Petition (C) No.19628-19629 of 2009, in the matter of Deepak Kumar etc. Vs. State of Haryana and Others etc., prior environmental clearance has made mandatory for mining of minor minerals irrespective of the area of mining lease. Accordingly, Ministry of Environment, Forest & Climate Change (MoEF & CC) had issued Office Memorandum No. LllOll/47/2011-IA.II(M) dated 18th May 2013. As per this O.M. all mining projects of minor minerals would henceforth require prior Environmental Clearance irrespective of the lease area. The stone quarry and sand quarrying projects need environmental clearance as per the MoEF guidelines and such pg. 47 projects are treated as Category ‘B' even if the lease area is less than 5 Ha. Subsequently, various amendments were made as regards to obtain environmental clearance of the minor minerals. The Hon'ble National Green Tribunal, vide its order dated the 13th January, 2015 in the matter regarding sand mining has directed for making a policy on environmental clearance for mining leases in cluster for minor minerals. As per the latest amendment S.O. 141 (E) & S.O.190(E) dated 15th January 2016 & 20th January in exercise of the powers conferred by sub-section (3) of Section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of notification of Ministry of Environment and Forest number S.O. -

In the beginning, Khadki, now know as Aurangabad, was the katak of lieogiri (i.e. Daulatabad). With Malik Amber tap camping in Khadki in 1603, it became his chief city. I. Dept. of Geography, Government College, Aurangabad. Introduction: Landuse is the surface utilization of all developed and vacant land on a specific point at a given time and space. Landuse change occurs to meet the diverse demands by the society in its new ways and conditions of life. The demand for new uses of land may be inspired by a technological change or by a change in size, composition and requirements of a community. Some changes are short-lived whereas others represent a more constant demand. Researcher has tried to assess the landuse pattern of Nashik Division in this paper. Study Region: The division is located in the north-west of Maharashtra State. The division lies between 18°2’ to 22°03’ North Latitude and 73°16’ to 76°28’ East Longitude. The region has major portion under flat topography, hence it supports high concentration of population. Nashik division comprises of 5 districts and 54 tahsils. The geographical area of the region is 56,577 Sq.KM. According to 2011 census, the total population of the Nashik Division was 1,85,79,420. Out of total population, male population was 95,84,577 and female population was 89,94,843. Analysis: The Division has area of 5657713 hectares. Out of total geographical area, area under forest was 777113 hectares (13.74%), area not available for agriculture - 535016 hectares (9.46%), fallow land - 350627 hectares (6.20%), uncultivable land - 276022 hectares (4.88%) and net sown area is 3718935 hectares (65.73%). -
