On September 22, 1989, the Commission established the Arizona Universal Service 17 Fund (“AUSF’) in Decision No. 56639. The AUSF was established to maintain statewide average 18 rates and the availability of basic telephone service to the greatest extent reasonably possible. The 19 Commission entered into an agreement for professional services with the National Exchange 20 Carriers Association (now “Solix, Inc.”) to administer the AUSF. J 21 2. One half of the AUSF funding requirement is collected through a surcharge paid by 22 providers of basic local exchange service, wireless service, paging service and other Commercial 23 Mobile Radio Service providers that interconnect with the public switched network. These entities 24 are known as Category One providers. The second half of the AUSF funding requirement is 25 collected from providers of intrastate toll service. These entities are known as Category Two 26 providers. 27 3. In order for a utility to receive AUSF support, that funding must be authorized by 28 the Commission in a rate case. (“Citizens”) (formerly Contel of the West, Inc.) is receiving AUSF money in the amount of 2 $769,620 annually per Decision No. 56657, dated October 10, 1989. 3 4. Solix has requested and received data from all Arizona telecommunications 4 providers for use in calculating the surcharges that would be applied to all telecommunications 5 providers for 201 1. From this data, Solix has calculated that the year 201 1 monthly surcharge for 6 Category One providers is $0.00821 1 per access line and $0.0821 13 per interconnecting trunk line. 7 For Category Two providers, the year 201 1 monthly surcharge is 0.3520 percent of intrastate toll 8 revenues. The current monthly surcharge for Category One providers is $0.006942 per access line 9 and $0.069423 per interconnecting trunk line. For Category Two providers, the current monthly 10 surcharge is 0.4033 percent of the intrastate toll revenues. 11 5. The collection of these amounts over the year 201 1 will generate sufficient funds to 12 cover the amount of the AUSF distributions that Citizens has been authorized to receive. As of 13 December 31,2010, the AUSF is expected to have a fund balance of $293,415. The recommended 14 surcharges and monthly contributions are projected to increase the end of year 201 1 fund balance 15 to approximately $293,9 15. 16 6. Staff has reviewed the proposed year 201 1 monthly surcharges and has found them 17 to be just, reasonable, and in the public interest. Staff does not believe the proposed 201 1 monthly 18 surcharges will contribute to a fund balance that is higher than necessary. 19 7. Staff has recommended approval of the year 2011 monthly AUSF surcharges for 20 service provided on and subsequent to January 1,2011. 21 CONCLUSIONS OF LAW 22 1. The Commission had the authority to authorize these surcharges pursuant to the 23 4rizona Universal Service Fund Rules, A.A.C. R14-2-1201 through R14-2-1217. 24 2. The Commission has jurisdiction over the subject matter of this order. 25 3. The 2011 surcharges for Category One and Category Two providers meet the 26 -equirements of the AUSF rules, are just and reasonable. 27 28 Decision No. 72048 ~ Page 3 Docket No. RT-00000H-97-0137 1 ORDER 2 IT IS THEREFORE ORDERED that the year 2011 monthly Arizona Universal Service 3 Fund surcharge for Category One providers is $0.008211 per access line and $0.082113 per interconnecting trunk line.
