3. Proposalslconsiderations NORTH LANARKSHIRE COUNCIL SUPPLEMENTARY REPORT TiGENVIRONMENT COMMITTEE Subject: Planning Application I C/05/01094/FUL: From: DIRECTOR OF PLANNING AND ENVIRONMENT Installation of 15M High Slimlinc Lattice Telecommunications Tower Incorporating 6No. Antennas with an Equipment Date: 16'h September 2005 Ref: CAM030/X/091 Cabin, Meter Cabinet and all Associated Ancillary Development. Central Motors, Main Street, Calderbank, Airdrie, ML6 9SJ 1. Purpose of Report 1.1 To present the Committee with additional information relating to planning application C/05/01094/FUL. 2. Background 2.1 An application report was presented to the Planning and Environment Committee at its meeting on 17'h August 2005. At that meeting it was agreed that the application should be continued for a site visit and hearing. Since the meeting on 17'h August further letters of representation have been received. 3. Sustainability Implications 3.1 The visual impact of the mast is minimal and should it become redundant in the future there is a recommended condition requiring removal of the equipment and reinstatement of the site. 4. ProposalslConsiderations 4.1 Since the preparation of the committee report by the Director of Planning and Environment in respect of the above, 174 further letters of representation have been received. a) These further letters of representation were delivered to the Department between the 22"d August 2005 and 13'h September 2005. Of the 174 letters received 172 have been acknowledged, however 2 letters did not contain a return address. The letters consisted of 3 standard letters that were signed by individuals. For the purpose of this report I have summarised the contents of these letters as follows: 1. The spoiling of appearance of both built up areas and the countryside 2. Adverse effect on farm animals and disruption to the sense of direction of birds, insects and wild animals 3. Proximity of the North Calder Water nature trails 4. When Telecommunication Mast applications in close proximity to residential properties and the local primary school, are put forward to the planning committee, a precautionary principle should be applied with regard to health concerns and the application refused 4.2 In response to the above comments I would respond as follows: C:\Documents and Settings\Shiachp\LocaI Settings\Temporary lnternet Files\OLK3C\R0501O94sup.doc e With regard to the issues above Nos 1 - 3, these matters have been addressed within the report (Paragraph 4.7, subparagraphs 2,4 and 10) e With regard to No 4 the required ICNIRP Declaration has been supplied stating that the proposal is in compliance with the international safety standards for electro-magnetic radiation emissions. It is accepted that there is significant public concern over the possible health risks associated with telecommunications apparatus and that public perception of health risks has been regarded as a material planning consideration in some cases. However, in this case, the site is considered to be sufficiently distant from residential properties and public view not to give rise for concern and the applicant has provided the necessary ICNIRP certificate. It is the department's view that health implications and concern over health implications are not sufficient to justify refusal of this planning application. 5. Corporate Considerations 5.1 There are no corporate considerations. 6. Recommendation 6.1 That planning application C/05/01094/FUL be granted on the basis of the recommendation within the attached report. David M.     North Lanarkshire Council Carnbroe Road, Carnbroe (Temporary Road Closure) Order 2006 On 28 June 2006 the North Lanarkshire Council made the above-named Order under Section 14(1) of the Road Traffic Regulation Act 1984, as amended by Schedule 1 of the Road Traffic (Temporary Restrictions) Act 1991, and in exercise of all other enabling powers, which makes it unlawful for any person to drive or cause or permit to be driven any motor vehicle (with the exception of vehicles engaged on public utility works) on Carnbroe Road, Carnbroe from its junction with the eastbound carriageway of the A8 to its junction with the roundabout at Drummore Avenue by reason of works being executed on or near that location. Alternative routes: Vehicles on the north side of the closure to proceed northwards on Carnbroe Road, eastwards on Paddock Street continuing onto Sykeside Road, eastwards on the B802 Calderbank Road, proceed around the roundabout and exit south-eastwards on the B802 Calderbank Road, southwards on Main Street, then southwards and south-eastwards on the B802 Woodhall Mill Road to join the A8 Glasgow and Edinburgh Road at Chapelhall Interchange. Vehicles on the south side of the closure should continue eastwards on the A8 Glasgow and Edinburgh Road leaving at its junction with the B802 Woodhall Mill Road at Chapelhall Interchange then proceed vice versa as above. The Order, which will only be effective when displayed by signs, will come into operation at 0930 hours on Monday, 10 July 2006 and will remain in operation until 2359 hours on Sunday 27 August 2006.
