1. Purpose of Report

1.I This report updates Committee on the programme for the introduction of 20mph speed limits at schools.

2. Background

2.1 An initial report was made to the Planning and Environment Committee on 13 April 2005 giving the background to the introduction of variable mandatory 20mph speed limits at schools and identifying a programme for introduction at named schools.

2.2 The Council having previously introduced 20’s Plenty advisory limits across all compliant areas in 2002, were therefore left with the 61 schools identified in Appendix 1 which were outwith established 20’s Plenty areas.

2.3 The programme started in 2004 has lead to the introduction of variable 20mph speed limits at the 20 schools listed in Appendix 4.

3. Future Programme

3.1 The programme was based on treating all schools listed in Appendix Iduring the period 2005/07 with the speed of introduction based on statutory procedures and power connections to the necessary signing. The 15 schools where the order process has been started are listed in Appendix 2.

3.2 The remaining 26 schools where the order process will be started during 2006/7 are shown in Appendix 3.

3.3 It is anticipated that implementation of variable 20mph speed limits at all schools listed in Appendix 1 will be completed by the end of 2007 at the latest.

3.4 Funding from the Scottish Executive has been confirmed for this initiative and our safer routes to school programme through to 2007/08 under our ring fenced funding for Schools20’s, Home Zones and Safer Routes to School..

4. Corporate Considerations

4.1 The implementation of mandatory 20mph speed limits under this initiative directly targets the key aims of the Council’s Corporate Plan commitment to promote community safety and development.

5.1 The implementation of mandatory 20mph speed limits encourage parents to allow children to walk or cycle to school and so reduce car journeys.

6. Recommendations

6.1 It is recommended that Committee note the content of this report.
