Stirling Council Agenda Item No.7 Date of Environment & Housing Meeting: 12 September 2019 Committee Not Exempt A91 (Blairlogie) Petition Update Purpose & Summary Following a presentation of the A91 (Blairlogie) petition at the Environment & Housing Committee on 6 June 2019, Committee Members requested that officers investigate how a 30mph limit could be introduced to Blairlogie and provide a design for its installation. This report and its appendices present the findings of that investigation. Recommendations Committee is asked to: 1. note the contents of this report; 2. note the options presented; 3. note feedback from consultation with community; and 4. recommend a report to a future Finance & Economy Committee. Resource Implications There is no budget allocation for implementation of 30mph speed limits within the Traffic Management & Community Safety or Implementation of Accident Sites Remedial Programme budgets. Therefore, any decision to carry out works to allow for implementation of 30mph limits will require an additional capital allocation that will require to be considered through the Council’s budget process. Legal & Risk Implications and Mitigation Stirling Council, as the roads authority has a responsibility to set local speed limits in line with national guidance, direction and good practice. Failure to do so may leave Stirling Council open to legal action should an accident occur in an area where the speed limit has not been set in line with that guidance. 1. Background 1.1. The A91 is the primary route linking Stirling and St. Andrew’s. 1.2. Blairlogie is the first of six settlements on the A91, which run along the Hillfoots within Stirling and Clackmannanshire. -

PE1102/F WRITTEN SUBMISSION FROM FALKIRK COUNCIL – PETITION PE1102 1. Background 1.1 Falkirk Council, like many local authorities, is strongly opposed to the closure of post offices in the Falkirk Council area. The Council recognises the important social function that post offices have, and that for many individuals in our communities, the post office functions as the main village or local shop. These facilities are used largely by elderly people, people with young children and those with mobility problems to purchase essential items. 1.2 The Council has for a number of years used post offices to provide services such as rent collection etc. Since 1979, Falkirk Council has supported the local area Post Office Network through the facility for tenants to make payment of rent at post offices. This was extended to include council tax payments in 1996. Our contract is with the Alliance & Leicester. Payments are made through a service known as 'BillPay'. Payments are made using plastic payment cards issued by Falkirk Council which can be used to pay rent and/or council tax at the Council's One-Stop-Shops and any post office in the UK. This method of payment is 1 of 7 options that are available to our customers. 1.3 As a result of the development of more efficient and convenient methods of payment, e.g. by Direct Debit, via the Web and by telephone, and the reduction in the Council's housing stock through the right to buy, the number of payment transactions made at post offices has reduced year on year over the past 10 to 15 years. -

Insight 2006 Population estimates for settlements and wards Information February 2008 This Insight contains the latest estimates of the population of settlements and wards within Falkirk Council area. These update the 2005 figures published in April 2007. The total population of the Council area is 149,680. Introduction Table 2: Settlement population estimates 2006 Settlement Population This Insight contains the latest (2006) estimates of Airth 1,763 the total population of each of the settlements and Allandale 271 wards in Falkirk Council area by the R & I Unit of Avonbridge 606 Corporate & Commercial Services. The ward Banknock 2,444 estimates are for the multi-member wards which Blackness 129 came into effect at the elections in May 2007. Bo'ness 14,568 Bonnybridge 4,893 Brightons 4,500 The General Register Office for Scotland now California 693 publish small area population estimates for the 197 Carron 2,526 datazones in the Council area and these have been Carronshore 2,970 used to estimate the population of the wards and Denny 8,084 also of the larger settlements.
