BSF launches operation Sard Hawa at Rajasthan Border

To keep vigil on instances of infiltration due to dense fog in the western international border of Rajasthan, BSF on 15th January 2017 launched Sard Hawa, an operation. The operation will continue till January 28. The purpose of the operation is to keep a hawk’s eye on the international border, where vigil has been beefed-up and officers have also been asked to be part of operation to motivate jawans.

Suprme Court Grants Permission to 24-Week Pregnant Woman for Abortion i. The Supreme Court on January 16, 2017 allowed based 22 year old pregnant lady with 24 weeks of Pregnancy to abort her baby as continuation may risk her life. ii. Two bench of judges, Justice S.A. Bobde and Justice L. Nageswara Rao gave the verdict after a panel of seven doctors from KEM Hospital, Mumbai declared that the skull and brain tissue development of the foetus were absent and there was no chance of the foetus surviving outside the uterus. iii. Abortion is legal in only up to 20 weeks of pregnancy under the Medical Termination of Pregnancy Act, 1971 that too if it involves a risk to the life of the pregnant woman physically or mentally or involves a substantial risk to the health of the child. iv. There is an urgent need to look into the amendment of the Act to increase the limit from 20 weeks to 24 weeks.

Kozhikode becomes 1st Elderly-Friendly Corporation in Kerala

Kozhikode Corporation was declared as the first Elderly-Friendly corporation in Kerala. The Kozhikode corporation, state Govt has planned to set up senior citizen’s club, Day care centers as a part of Vayomithram project for the elderly friendly status, the corporation has begun to collect basic details of all the senior citizens in the city through its 543 Anganwadi centers.

Kangra first ever district to geo-tag all assets under MGNREGA

i. Kangra village in Himachal Pradesh achieved the geo-tag 100 per cent of the assets generated under the MGNREGA said by Himachal Pradesh CM Chief Minister Virbhadra Singh. ii. Kangra was the first district in India to achieved this target. It would help people in integrated development of all sectors like agriculture, irrigation, education, health etc.

India Ranked 78th in Global Passport Index

India Ranked low at 78th position on the recently released Global Passport Index 2017 with a visa- free score of 46. Ranking is based on the number of nations their citizens can visit without a visa or an arrival. Germany ranked No.1 in 2017 Passport Index with a visa-free score of 157 followed by Singapore with visa-free score of 156.

Govt inks MoU to set up 1,000 ‘Janaushadhi Kendras’ i. The Bureau of Pharma PSUs of India (BPPI) has signed Memorandum of Understanding (MoU) with the National Yuva Cooperative Society to set up 1,000 ‘Janaushadhi Kendras‘ under the Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) scheme. This was announced by Chemicals and Fertilisers Minister Ananth Kumar. ii. Aim : To provide medicines at an affordable price. iii. The central government has targeted to open 3,000 such centers across India by the end of this fiscal year. Nearly 750 Janaushadhi Kendras are opened still now. iv. Janaushadhi Kendras will be opened in each block and Gram Panchayat

Over 3.81 lakh Winners of Rs 61 cr in NITI Aayog’s Lucky Draw Scheme

i. According to a statement by NITI Aayog, till date over 3.81 lakh consumers and 21,000 merchants have been declared as the winner of the NITI Aayog’s lucky draw schemes namely Lucky Grahak Yojana (LGY) for consumers and Digi-Dhan Vyapar Yojana (DVY) for merchants. ii. It also stated that daily as well as weekly prize money worth Rs 60.90 crore has been declared at 24 Digi-Dhan Melas organized across the country. Besides, most of the winners were in the age group of 21-30 years. iii. The top 5 states that had most of the winners are , Andhra Pradesh, Tamil Nadu, Uttar Pradesh and Karnataka.

Sir Tim Barrow on 4 January 2017 was appointed the British Permanent Representative to the European Union (EU). The appointment came after the resignation of Sir Ivan Rogers from the post on 3 January 2017. Aadhaar now mandatory for EPF pension scheme i. Central government has made obtaining an Aadhaar number mandatory for 2.5 crore members of the Employees’ Pension Scheme of 1995, one of the benefits available to Employees’ Provident Fund subscribers. ii. According to a notification from Labour Ministry,those without an Aadhaar number will have to make an application to get enrolled by January 31, 2017. iii. The subsidy, equivalent to 1.16 per cent of the employee’s salary upto Rs. 6,500, paid by the Centre towards the EPS, will no longer be credited till the Aadhaar number is shared with the authorities.

India’s first state-wide call centre facility the Maharashtra forest department launched by Maharashtra state Forest Minister forest minister Sudhir Mungantiwar at Goregaon in Mumbai on January 6, 2017 ii. State government soon will launch 24×7 toll free number 1926 to complaints or get information about a variety of issues related to forests and wildlife. iii. The forest department selected SAAR IT Solutions Pvt Ltd in for this helpline service till August 2017. iv. The call centre would circulate the query within the network and try to respond with a feedback within a minimum of 48 hours and maximum of four days.

Pakistan has successfully test-fired its nuclear – capable Submarine- Launched Cruise Missile (SLCM). According to 9th January statement by Inter-services Public Relations (ISPR), the media wing of the Pakistan Military. Maharashtra Government Launches Country’s Largest WiFi Service i. Maharashtra Government led by Chief Minister Devandra Fednavis launched India’s largest Public wifi service, “MumbaiWifi” on January 9, 2017 to digitally empower the residents of the state. ii .MumbaiWifi is also considered as one of the largest wifi facility in the world. The wifi facility will be covered in a phased manner. iii. Phase I: Initially 500 wifi hotspots have been launched for the service including office of the Commissioner of Police, Vidhan Bhawan, Kalanagar in Bandra, Bombay High Court among others. iv. Telangana and Assam Joins UDAY Scheme i. Assam and Telangana signed a pact with the Power Minister, Piyush Goyal to join the UDAY scheme on January 4, 2017 in New Delhi in a bid to improve the performance of state run power distribution companies (DISCOM). ii. Since the launch of the UDAY Scheme, the Power Ministry has signed Agreements with 18 states to join the Scheme. With the joining of Assam and Telangana, the total states covered under the scheme rose to 20. iii. The scheme envisages the State Governments to bear 75% of their respective DISCOM debt outstanding as on September 30, 2015.

iv. The Government of Telangana would take over Rs. 8,923 crore of the total Rs. 11,897 crore of DISCOM Debt while the Assam government would take over Rs. 928 crore out of total Rs. 1,510 crore DISCOM Debt and the balance debt would be re-priced or issued as State guaranteed DISCOM bonds. v. This would enable Telangana and Assam to save an annual interest cost of about Rs 387 and Rs 37 crore, respectively. Telangana will also reduce its Aggregate Technical and Commercial (AT&C) losses and Transmission losses to 9.95% and 3% respectively which would bring additional revenue of around Rs. 1476 crores. vi. Similarly additional revenue of Rs. 699 crore would accrue to Assam on reduction of AT&C losses and transmission losses to 15% and 3.4% respectively. vii. The two states is also expected to have a gain of around Rs. 1200 crores & Rs. 260 crores respectively through Demand Side interventions in UDAY such as usage of energy-efficient domestic as well as industrial/commercial equipment

The Reserve bank of India has appointed Surekha Marandi as its Executive Director (ED) in place of U.S Paliwal, who retired on December 31, 2016. Bihar Government Launches ‘Nasha Mukt’ State Campaign i. The state Government of Bihar led by Nitish Kumar launched a ‘Nasha Mukt’ (Addidction-Free) State Campaign on January 21, 2017 with the formation of world’s largest human chain across the state. ii. The move aims towards making the state free from intoxicating substance and tobacco products. iii. Over two crore people participated in human chain including teachers and students of schools and colleges. The human chain that lasted for 45 minutes and was 11,292 km in length covering all panchyats and blocks of the state. iv. Satellite, drones and low flying aircraft were deployed for taking images of the human chain. v. Earlier, Bangladesh made the record of creating 1050 km of human chain for similar act.

Special Task Force for Women Safety in Delhi Reconstituted i. A special task force (STF) for women safety has been reconstituted under the Chairmanship of Lieutenant Governor (L-G) Anil Baijal to review the decisions taken by the Delhi Police and other departments regarding women’s safety on January 20, 2017. ii. The 11-member STF will have Delhi Chief Secretary, Delhi Police Commissioner, DCW chief, and Principal Secretary, Home Department (Delhi) among others as its members. The force will conduct a meeting every 15 days.

iii. The decision regarding reconstitution of the force was taken after a notice issued by the High Court to the L-G on a petition by Delhi Commission for Women (DCW) chief Swati Maliwal seeking response as to whether any committee on women’s safety was in place or not. iv. The task force was established in 2013 following the December 16, 2012 Nirbhaya Gangrape. It was disbanded in 2016.

Tamil Nadu Assembly Unanimously Passes Jallikattu Bill i. Tamil Nadu assembly under the chairmanship of Chief Minister O Panneerselvam unanimously passed the Jallikattu Bill on January 23, 2017 to replace the ordinance issued on January 21, 2017 to allow the states traditional sport. ii. The bill amends the Prevention of Cruelty to Animals Act, 1960, making Jallikattu a permanent sport in rural Tamil Nadu. iii. The bill defines Jallikattu as a traditional sport involving bulls that would be conducted in places notified by the state government on any day from January to May. iv. It also includes other sports involving bulls like manjuviratu, vadamadu and erudhuvidumvizha performed in different parts of Tamil Nadu.

Goa to be first state to offer online postal ballots

The Chief Election Commissioner (CEC) Syed Nasim Zaidi on 24 January said that the Goa will become the first state that will opt for the electronic transmission of postal ballot in the Assembly elections. The returning officers will transfer the postal ballots to service voters by electronic means. So, the voters can download it, fill it and sent it via-e-mail to returning officer. This would be the first in the region and around the globe.

SC Directs Providing Daily Drug Dosage Regimen for TB Patients i. The Supreme Court on January 23, 2017 directed the government to replace the current practice of giving three-times-a-week dosage norm of tuberculosis (TB) drugs with a daily dosage norm within a period of nine months to curb relapse and deaths during treatment.

ii. A Bench headed by Chief Justice of India J.S. Khehar directed the government to ensure that every TB patients across the country are administered the new dosage regimen recently approved by the World Health Organisation. iii. The order was passed after a PIL was filed by doctor and TB specialist Raman Kakkar seeking change in the protocol for treatment of TB. iv. According to Dr. Kakkar, current dosage practice is unscientific and improper and promotes relapses while producing a lethal drug-resistant strain in patients. Besides, the relapsed cases are even harder to treat than first-time infections.

Telanagana Government Signs MoU with Civil Aviation Ministry for Regional Connectivity Scheme i. The Telangana government has signed a MoU with the Ministry of Civil Aviation and Airports Authority of India on January 11, 2017 under the Regional Connectivity Scheme (RCS) for air connectivity by developing small airports and airstrips in the state. ii. The Memorandum of Understanding (MoU) was between Civil Aviation Minister Ashok Gajapathi Raju and Telangana Minister for IT and industries K T Rama Rao in New Delhi. iii. The RCS would be in operation for a period of 10 years and provide connectivity to un-served and under-served airports of the country through revival of existing air-strips and airports. iv. The Central Government would be providing concessions in the form of reduced excise on VAT, service tax and flexibility of code sharing at the RCS airports to reduce the cost of operation. State governments would also lower the VAT besides other concessions. v. The fare for a one hour journey of approximately 500 km on a fixed wing aircraft or for a 30 minute journey on a helicopter would be capped at Rs 2,500, with proportionate pricing for routes of different lengths.
