European Parliament 2019-2024 European Parliament 2019-2024 Committee on Regional Development REGI_PV(2019)1002_2 MINUTES Meeting of 2 October 2019, 18.30-21.30 BRUSSELS The meeting opened at 18.30 on Wednesday, 2 October 2019, with Younous Omarjee (Chair) presiding. 1. Hearing of Elisa Ferreira, Commissioner-designate for Cohesion and Reforms The Chair welcomed the Commissioner-designate, Ms Elisa Ferreira, the members of REGI committee and the members of the associated committees, BUDG and ECON, to this hearing. He recalled the purpose of the hearing and the procedure which would be followed. The Chair invited Ms Ferreira to make an initial statement. He then gave the floor to the coordinators of the seven political groups and later to 18 other members. In all 25 members asked questions following the 'ping-pong'-principle (question - answer, question - answer). After the members had asked their questions, the Chair gave the floor once again to the Commissioner-designate for her concluding remarks.     Policy update CMU Policy Update October – November HIGHLIGHTS • European Commission publishes new CMU Communication to emphasise need for progress • European Commission publishes prospectus Delegated Regulation • European Parliament adopts its position on crowdfunding, prepares to decide on SME listings European Commission Commission publishes Work Programme for 2019, including CMU priorities 23 October The European Commission has published its Work Programme 2019. It sets out in detail the Commission s main legislative priorities for the next 12 months to come, and consists of new initiatives as well as prioritisation of initiatives that are currently on the table. As the current Commission enters its final year, the Programme focuses on delivery with only a limited number of actual new priorities. On CMU, the Commission announces its objective to conclude, notably, the files on PEPP, insolvency, ESAs reform, crowdfunding, and the SME listings proposals. The Commission s new CMU Communication, published later in November, provides even more detail on the CMU priorities (see article below). Commission publishes new CMU Communication to accelerate progress 28 November The European Commission has published a new CMU Communication accompanied by an Annex. They provide a comprehensive list of all CMU legislative proposals and their current state of play. The main message? Commission says that its job is done, having already launched most of the promised 30+ CMU actions. It argues that it is now up to the European Parliament and the Council to deliver, speed up their work and finalise the files. 1 The Communication is especially useful in demonstrating which CMU files the Commission sees as particularly problematic.

    THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

However, as Michael Burri explains, Karas is now posing some difficult questions for the ÖVP and its Chancellor Sebastian Kurz ahead of the next European Parliament elections in May 2019. The European Parliament (EP) recently passed a modest electoral reform package designed to address worries about another low turnout in the next EP elections in May 2019. But the bigger worry for many is that voters across Europe who rewarded anti-EU sentiment in national elections in 2017 will do the same again. A European Parliament tailored to the agenda of Eurosceptic members would make the EP a much different institution than it is today. But the latest tumult over the European Parliament elections in Austria, a country where national political sentiment turned against the EU in 2017, suggests some of the risks that such a shift can bring for ruling parties, and the situation is exposing fractures between national and European party leaders.
