Reduction in Speed Limit on During Bridge, Bridge, CNR Subway and Bridge Substructure Rehabilitation (Wards 28 and 30)

The Works Committee recommends the adoption of the following report (March 11, 2003) from the Commissioner of Works and Emergency Services:

Purpose:

The purpose of this report is to request authority to reduce the speed limit on the Don Valley Parkway from the vicinity of the F.G. ramps to the Gerrard Street bridge for substructure rehabilitation work on the Gerrard, Dundas and Queen Street bridges and CNR subway during the construction period.

Financial Implications and Impact Statement:

There are no financial impacts as a result of this report.

Recommendations:

It is recommended that:

(1) commencing the first day of construction (expected to be May 11, 2003) and terminating on the last day of construction (expected to be July 31, 2003), the speed limit on the Don Valley Parkway be designated as 60 kilometres per hour at the following locations:

(a) from the eastbound F.G. Gardiner Expressway ramp to the northbound Don Valley Parkway to a point approximately 200 metres north of Gerrard Street; and

(b) southbound Don Valley Parkway from a point approximately 300 metres north of Gerrard Street south to the Don Valley Parkway ramp to the westbound F.G. Gardiner Expressway; and

(2) appropriate City officials be directed to take the necessary action to implement the foregoing, including the introduction of any necessary Bills in Council to give effect thereto. 2 Works Committee April 14, 15 and 16, 2003 Report No. 3, Clause No. 32

Background:

Tenders for Contract No. 03FS-19S, Tender Call No. 40-2003, for the substructure rehabilitations of the Gerrard Street bridge, Dundas Street bridge, Queen Street bridge and CNR subway over the Don Valley Parkway are expected to close on March 19, 2003. The results of the tenders will be reported under a separate staff report.

Comments:

Due to the rehabilitation work on the Don Valley Parkway and the associated traffic control staging, a reduction in the maximum permissible speed limit from 90 kilometres per hour to 60 kilometres per hour is being recommended. During construction, the existing travelled lane widths will be narrowed and the shoulders will be eliminated at the bridge locations in order to provide for work zones under each bridge. A reduction in the speed limit to 60 kilometers per hour is recommended due to the narrowing of the lanes, elimination of the shoulders and for the safety of the contractor’s vehicles and the travelling public when any construction vehicles are entering and/or exiting the construction work zones located on the Don Valley Parkway.

The sections of the Don Valley Parkway which are affected by the proposed work at the Gerrard Street bridge, Dundas Street bridge, Queen Street bridge and CNR subway in 2003 and which require a reduced speed limit are (a) northbound from the eastbound F.G. Gardiner Expressway ramp to a point approximately 200 metres north of Gerrard Street; and (b) southbound from a point 300 metres north of Gerrard Street south to the Don Valley Parkway ramp to the westbound F.G. Gardiner Expressway.

Conclusion:

This report requests authority to reduce the speed limit on the Don Valley Parkway in the vicinity of the ramps to and from the F.G. Gardiner Exressway to Gerrard Street from 90 kilometres per hour to 60 kilometres per hour as detailed in this report.
