Twemlow Parish Council TWEMLOW PARISH COUNCIL Minutes of the Parish Council meeting held at Terra Nova School on Monday 12th January 2015 at 7.00 pm Public Forum 7 members of the public The bus stop on Twemlow Lane was discussed and the car parking when dropping off school children. A local resident had sent a letter to Fiona Bruce to request support by writing to the owners of the MOD site to change their position on the proposed use of the site. The letter had been circulated to the members. The signage at Goostrey Station was queried and Councillor A Kolker took responsibility to investigate. Declaration of Interest Councillor S Pierpoint – 14/0132C 01/15 Present Councillor H Thomas (Chairman), Councillor J Basford (Vice Chairman), Councillor C Brandreth, Councillor B Torney, Councillor G Holborow, Councillor S Pierpoint, Councillor T Price, Councillor A Kolker (Cheshire East ) and the Clerk. 02/15 Apologies None 03/15 Minutes Councillor B Torney wished the minute in the public forum at the end of the meeting be amended to ‘the increase of the precept was discussed and the intention of the Parish Council to possibly purchase SDU equipment’ Resolved the minutes of the meeting held on Monday 10th November 2014 were approved and signed as a true and accurate record. 04/15 Matters raised from the minutes. The demand for affordable housing in Twemlow The Clerk had written a letter to Councillor D. Stockton to query the reasoning for granted planning permission - Twemlow Manor Fields due to Cheshire East stating there was a demand for affordable homes in 2012. A response letter had been received but it was concluded by the members that the analysis used from Congleton Borough Rural Housing Needs Survey 2005 was out of date and flawed. Twemlow Emergency Plan 1 Councillor B Torney update the Parish Council with the details and that the eight key contacts now had hard copies of the TEP and were introducing themselves to their individual people in groups. BT would now forward to Cheshire East. 30mph Sign The sign by Blue Slate farm had now been replaced. It seemed it still was not secure and needed attention. Bus stop on Twemlow Lane to Grange School The Clerk had written to the School about inconsiderate parking and this seemed to have been resolved with one exception. 05/15 Highways Road Traffic Accidents In the week before Christmas there was an accident between Boundary Cottage and Orchard Farm. The accident resulted in the car being in the hedge. Speed Monitoring The SDU mobile had not been in use over the seasonal period. Councillor B Torney felt there should be rubber strips utilized on the four roads to check traffic numbers. Mrs. G Hulley, the sponsor for the reduction suggested we needed a Speed Data Recorder and as it was close to the 12 month anniversary there usually followed a data analysis. Many contacts from highways had now left which was difficult with continuity. Resolved the Clerk would contact Councillor D Topping for advice. Pavement on Twemlow Lane The Clerk had reported the footpaths and it seemed that a report had been done in October and had been passed. The last Section 58 inspection at this location was carried out on 10/10/14. The foot works program has been exhausted for this financial year. Resolved Councillor T Price would meet the officer at the next meeting in February. Gullies Forty Acre Lane by Acres Farm Foxholes –outside, flood risk Councillor B Torney wished the road sweeper be contacted. 06/15 Planning Applications 14/0132C Saltersford Farm, Macclesfield Road, Holmes Chapel CW4 8AL. Development of up to 100 dwellings This application was at public appeal on 6th January and it would take 6 weeks for a decision to be reached. 14/5579C Land Off, Main Road, Goostrey Outline application for residential development comprising of up to 119 dwellings (including a minimum of 30% affordable housing), structural planting and landscaping, informal open space, surface water attenuation, a vehicular access point from Main Road and associated ancillary works Although this was in Goostrey Parish it was agreed that the Parish Council would OBJECT as it would be a strain on Twemlow’s sustainability also. The impact it would have on schools was currently under review. 2 It was noted the Scout hut in Goostrey had also had planning permission granted and the land had been transferred. Fund raising now needed support of the local people. Press Statement 9th December 2012 The pipes had been de commissioned between Goostrey and Twemlow. The MOD rights to the pipelines may be incomplete; there is a section between Twemlow and Goostrey where there is no documentation. It seems documentation needs to be made with the land owners. It seems unclear that the rights for existing pipes rights can be claimed by the applicant. They are due to be de commissioned in 2015. 07/15 British Telecommunications box on Twemlow Green Resolved the BT box would be adopted by the Parish Council. 08/15 Neighborhood Plan Goostrey Parish Council had invited Twemlow PC to join them in formulating a Neighborhood Plan. The members noted the interest and wished to be kept updated with progress and would attend the first meeting before committing. 09/15 Twemlow Manor Fields The Clerk had received a response from Plus Dane Housing (Mr. Watson) regarding the lighting at the new development. It had been agreed with the residents that they wished the street lights to stay on throughout the night. 10/15 Accounts To note the balance of account is = £1,054.25 Payments £24.00 Goostrey Methodist Chapel £551.73 Clerks Salary September /December £92.21 Clerks Expenses Receipts Nil. Resolved the above payments be approved and signed for. It was to be noted that the precept had been approved. 11/15 Bus Timetables Councillor T Price informed the Parish Council that the bus times had recently changed by 30 minutes. There had been no consultation and it was having a great impact on the older generation in the local areas with doctor appointments, hospital appointments and general everyday life. Resolved the Clerk would write to highways at Delamere House. 12/15 Footpath Report 3 The bottom step on the stile on the footpath from Twemlow Lane to Goostrey is broken. Resolved the Clerk would report. 13/15 Cheshire East Councillor A Kolker again discussed the recent application for over 100 houses in Goostrey and support was required. The AP Club in Holmes Chapel was currently under offer with the Holmes Chapel local community. ‘Aventis’ to date had made no decision. The Local Plan was discussed and Councillor A Kolker tried to help members understand the difficulties that were being faced by Cheshire East. 14/15 Chairman’s and member’s report. Councillor C Brandreth discussed the newsletter content and publication dates. The Chairman updated the members on the last Crime Commissioners Day he had attended and confirmed the next date was 8th April. Councillor B Torney was attending the Rural Road Safety Parish and Town Workshop on 14th January. The railway bridge was discussed in relation to safety and cyclists. 15/15 Clerks report The Quality Status expires in 2015 and had now been reviewed and was referred to as the Local Council Award Scheme. There were a possible three levels that could be attained. The Clerk had applied for a renewal until 2016 and this entitled the Council to the foundation level as we already were qualified. The PC would have to make a decision the route they wished to pursue. The invitation to visit Buckingham Palace for the Garden Party was circulated. Public Forum Time It was suggested we should welcome new members. The bins were still an issue in the lay by. A letter had been circulated by Mr. C Hulley clarifying the reasoning behind the speed reduction to 30mph. It was to be noted if any residents had an issue the Parish Council members would have a defense available. 16/15 It was to be noted the next meeting was to be held at Terra Nova School on 9th March 2015 at 7.00 pm. The meeting closed at 9.25pm 4 5 .

    Appendix 4 Detailed proposals for each Ward – organised by Local Area Partnership (LAP) Proposed Wards within the Knutsford Local Area Partnership Knutsford Local Area Partnership (LAP) is situated towards the north-west of Cheshire East, and borders Wilmslow to the north-east, Macclesfield to the south-east and Congleton to the south. The M6 and M56 motorways pass through this LAP. Hourly train services link Knutsford, Plumley and Mobberley to Chester and Manchester, while in the east of this LAP hourly trains link Chelford with Crewe and Manchester. The town of Knutsford was the model for Elizabeth Gaskell's novel Cranford and scenes from the George C. Scott film Patton were filmed in the centre of Knutsford, in front of the old Town Hall. Barclays Bank employs thousands of people in IT and staff support functions at Radbroke Hall, just outside the town of Knutsford. Knutsford is home to numerous sporting teams such as Knutsford Hockey Club, Knutsford Cricket Club, Knutsford Rugby Club and Knutsford Football Club. Attractions include Tatton Park, home of the RHS Flower show, the stately homes Arley Hall, Tabley House and Peover Hall, and the Cuckooland Museum of cuckoo clocks. In detail, the proposals are: Knutsford is a historic, self-contained urban community with established extents and comprises the former County Ward of Knutsford, containing 7 polling districts. The Parish of Knutsford also mirrors the boundary of this proposal. Knutsford Town is surrounded by Green Belt which covers 58% of this proposed division. The proposed ward has excellent communications by road, motorway and rail and is bounded to the north by Tatton Park and to the east by Birkin Brook.

Cllr Kolker reported back on the following issues: National Speed Limit on New Platt Lane, Goostrey Lane and Blackden Lane – Cllr Kolker commented that New Platt Lane from the A50 to the 30mph limit is the responsibility of Cheshire West and Chester Highways. He observed that it would be difficult to drive at 60mph on Blackden Lane because of the bends and state of the road. Which means that Goostrey Lane is the only road on which the speed limit needs investigation.
