Apologises for absence; Apologies were received from Cllr Helme, Cllr Johnson & PCSO Smith 2.Youth Development Worker for North Yorkshire. Clare Yates the Youth Development Manager from North Yorkshire Youth attended the meeting to give an update on the Village Youth Club. She reported that two volunteers have now come forward to run the village Youth Club but one cannot start for a few months so it is envisaged that the club will start up again in September. Another volunteer has also come forward but they only want to help out and not run the club. Mrs Yates said that they will still be looking out for extra people to volunteer. 3. Community Fist Responder. Mr Tony Smailes the team co-ordinator for the Catterick, Brompton on Swale and Scorton team came to introduce the role and work that they carry out. He went on to explain that their role is to support the local community by supporting the ambulance Service – they only cover a small area and are called to attend heart attacks, strokes and other similar life threatening emergencies. They are alerted at the same time as the ambulance service and because they are local can often get to the incident before the ambulance and are able to give vital Basic Life Support before the professionals arrive. At the moment there are nine volunteers in the local NCR 35 team. They are to run a recruitment campaign – looking to recruit 4 or 5 additional staff, throughout June and July. An open evening is to be held at Catterick Health Centre on the evening of 24th July from 6pm. Mr Smailes also wanted to explore ways that the NCR team can be a greater part of the community and how the Parish Council can be a greater part of NCR by, for example, having a quarterly council agenda item where a member of the team can report back to the Parish Council or dedicated attendance by an on-duty CRF at any Parish event. Mr Smailes ended his talk by thanking the Parish Council for listening to his presentation. 4. Open Forum: 3 members of the public attended the meeting Two members of the public came to express their concern about the continued diversion of traffic through the village at night when the A1 is shut. They said that the volume and speed of the traffic, especially lorries, is terrible. Not only is it causing a nuisance due to the noise and vibrations the large lorries cause but they are also concerned about the safety of residents at night when walking through the village. They acknowledged that one matrix sign had been erected in the village but felt that another sign is needed at the opposite end of the village. He has spoken to Highways, the police and the County Council but no-one wants to take any responsibility for the matter. Cllr Les said that he had been in touch with Carillion about erecting an additional matrix sign but has not heard from them. He will contact them again. The Parish Council told them that they are to have a meeting with Carillion along with the Police and Highways about the problems in the village – hopefully something may be done to help alleviative the situation. The third member of the public came to ask advise about a problem with barking dogs at Weir Side Bungalow on the corner of the Tunstall Link Rd. Three dogs are kept in kennels all day and bark on and off all day and night. She has been in touch with the letting Agency. The manager said that she will visit the tenants to see what is going on. She is worried what the next step is if the letting agency can do nothing. The Councillors suggested that she should contact the Environmental Officer at Richmondshire District Council to see what could be done. 5. 1 Report from the police. PCSO Smith could not attend the meeting but PCSO Corfield attended in her place. 39 incidents have been reported over the last month. This included: 4 road related, 3 RTC damage, 4 crimes(Criminal damage/Drugs/), 3 anti-social behaviour, 10 highway disruptions, 6 personal/safety/warnings. An issue brought up by residents is the children playing on the High Street on their scooters. They are worried about the children's safety as well as the nuisance it causes by the bus shelter. She has spoken to the children about this and they have agreed to play elsewhere but they also asked if the Parish could do anything about providing a similar venue to the skate park at Ronaldshay Park in Richmond. The Parish Councillors may look into the possibility of providing this although it would be very costly and a site would have to be found first. Another issue during the month was the makeshift mudslide on the Beck Side made by the children who were then abusive to local residents. PCSO Smith is to visit Michael Syddall School regarding their behaviour and attitude. There has been an incident with a cold caller. A gentleman arrived home to find a stranger in the house with his wife who has dementia. The male was selling wares for a charity. PCSO Smith would like to stress the importance of reporting anyone collecting at the door. If you contact the Police on 101 they can speak to the people and check they are whom they say they are. The café consultation on June 10th has been cancelled as PCSO Smith has to attend the Tour de France familiarisation day. The next meeting at the café is June 24th 11-12 am. 6.Minutes of the last meeting held on 12th May 2014 were approved Proposed: Cllr Haslam Seconded: Cllr. Young 7. Matters arising. There were no matters arising from the last meeting. 8. Current Issues. 8.1 Meeting with Carillion. A meeting is to arranged with Carillion to discuss the problem of the diverted traffic through the village from the A1 and also that diverted along Low Green because of the shutting of the Tunstall Link Rd. The offer of help from Carillion will also be discussed. 8.2 King's Close Play Park. The Clerk has received a letter fro the Open Space Department at Richmondshire District Council about two problems in the Play Park. One of the self closing gates was not closing but after the Clerk spoke to Cllr Sankey he has rectified this. The other problem is the zip wire which needs re- tensioning. Cllr Sankey and Cllr Young are to take a look to see if a play equipment firm need to be called in to repair it. They will report back to the clerk. 8.3 Catterick in Bloom. The Clerk has received a request from Mr Bob Thornton for support in funding the cost of the flower baskets and tubs that have been put in place around the village. The Councillors decided to give the same as last year - £250. The Clerk will get in touch with Mr Thornton. 9.Parish Finances 9.1 The periodic accounts circulated prior to the meeting were approved and accepted by the members. Proposed: Cllr Sankey Seconded: Cllr Young 9.2.The annual accounts These accounts, along with the internal auditors report were circulated for the Parish Councillors to look at. They were accepted and the external audit form was signed by the Chairman and the clerk. 10. Correspondence. No Correspondence has been received this month. 11. Planning Applications. 1 planning applications has been received. Ref: 14/00353/FULL. Erection of two storey detached dwelling at Highfield House, High Green. No objections were raised. 11. Minor Matters. None were raised. Open Forum: 2 members of the public attending the meeting expressed their concern over the ivy that is growing in the cemetery and threatening to completely cover the grave of their mother. The ivy is growing over the wall from a garden in Garth Meadows. They showed the Parish Council some photographs they had taken of the grave and also 2 reserved plots which could now hardly be seen because of the ivy. They also showed a photograph taken about 20 years ago when there was no ivy but the resident had erected a wire mesh fence above the cemetery wall height and this has allowed the ivy to grow up and over the wall. The ivy has been cut back on the cemetery side about 2 years ago but it has since grown back and they are worried that at the speed the ivy grows the grave will soon be totally covered.
