Following on from the expiry of the Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020, which allowed for committee meetings to be held remotely, the County Council resolved at its meeting on 5 May 2021 that, for the present time, in light of the continuing Covid-19 pandemic circumstances, remote live-broadcast committee meetings should continue, with any formal decisions required being taken by the Chief Executive Officer under his emergency decision making powers and after consultation with other Officers and Members as appropriate and after taking into account any views of the relevant Committee Members. This approach will be reviewed by full Council at its July meeting. The research was funded by English Heritage, Defra and the Yorkshire Dales National Park Authority (YDNPA), and carried out by the University of Gloucestershire’s Countryside and Community Research Unit and ADAS. The research examines six schemes, under which landowners and farmers were eligible to apply for grant funding over the period 1998 - 2004. The schemes considered in the research include Defra’s Pennine Dales Environmentally Sensitive Areas Scheme, the Countryside Stewardship scheme and the Rural Enterprise Scheme, as well as the National Park Authority’s Barns and Walls Conservation and Farm Conservation Schemes, and the Yorkshire Dales Millennium Trust Scheme, which is administered by a separate charitable trust. Core data relating to the grant schemes awarded during the study period was collated from the agreement holder files held by Defra, the National Park Authority and the Millennium Trust. -

Apologises for absence; Apologies were received from Cllr Helme, Cllr Johnson & PCSO Smith 2.Youth Development Worker for North Yorkshire. Clare Yates the Youth Development Manager from North Yorkshire Youth attended the meeting to give an update on the Village Youth Club. She reported that two volunteers have now come forward to run the village Youth Club but one cannot start for a few months so it is envisaged that the club will start up again in September. Another volunteer has also come forward but they only want to help out and not run the club. Mrs Yates said that they will still be looking out for extra people to volunteer. 3. Community Fist Responder. Mr Tony Smailes the team co-ordinator for the Catterick, Brompton on Swale and Scorton team came to introduce the role and work that they carry out. He went on to explain that their role is to support the local community by supporting the ambulance Service – they only cover a small area and are called to attend heart attacks, strokes and other similar life threatening emergencies. -

The program to start has been confirmed by the applicant to be in July or August 2021 for processing, stating within this period there will be a commissioning period that will be at reduced volumes and intermittent working.
