Village President Deborah Bullwinkel

Dear Residents of the Village of Villa Park: As I sit down to write my letter to you, this one is very bittersweet because it will be my last letter to you as your Village President. In December, I announced I was not running for re-election, and it’s not because I don’t LOVE serving you. That’s what made this decision so heart wrenching for me. After eight years of serving first as your Village Trustee and then as your Village President, I made the very difficult decision to step aside, take a break and focus on family and my “other” career (aka making a living! ) I’ll also use this time to reflect and consider future political opportunities because this political “thang” is now part of my DNA! Since joining the Village Board in 2009, I’ve discovered that I really like being a public servant. It’s certainly something I never thought I’d ever do, yet I’ve spent the majority of my 40s serving Villa Park in this very capacity. I’m what I call an “accidental” elected official…I went from being a citizen standing at the podium complaining to the Village Board about horrible street conditions (sound familiar?!) to being your local elected official responsible for shaping our future. Quite an evolution to say the least… And, I’ve learned so many things over the years serving you and our town. I’ve learned to listen more and to be more patient, tolerant and determined. As your elected official, I took your issues and concerns very seriously, even when we didn’t completely see eye-to-eye with one another. I’ve met some absolutely amazing people on this absolutely amazing journey, and we’ve even gotten some things done along the way! Now, as I step aside and a new Village Board takes over – I will pass the gavel at our Village Board meeting on Monday, May 8, 2017 – let’s make sure the Village continues to move in a positive and productive direction. Continue to hold the Village accountable. Expect nothing less than excellence and demand results. And, continue to have your voice be heard. If you’re not already, get involved. Attend Village Board meetings. Foster continued public engagement. Reach out to your elected officials by phone or email and share your thoughts, your ideas, your concerns and your dreams. Work with your Village Board to help make Villa Park the best it can be. So, until we meet again – whether it be at the grocery store, a restaurant, at a local festival or wherever – thank you for the honor to serve you and the Village of Villa Park. The thousands of serious injuries each year typically harm the eyes, head or hands and are mostly reported in states where fi reworks are legal. And Sparklers, which are considered by many to be harmless, can reach temperatures as high as 1200° F and can cause serious burns. Fireworks – Know The Law Fireworks are regulated on three diff erent levels: Federal, State and local. Federal regulations ban a big chunk of all fi reworks and prohibit the consumer sale of fi reworks that exceed 50 mg of pyrotechnic powder like cherry bombs and M 80’s. After federal regulations are met, State regulations can ban what’s left. In Illinois, the “Pyrotechnic Use Act” bans the sale, possession and use of all “Consumer Fireworks” which include fi recrackers, bottle rockets and roman candles - all of which are legal, just across the border, in the State of Indiana. The only legal fi reworks in Illinois are considered “novelty” fi reworks. Help Us See Where We Should Be “Help Us See Where We Should Be” is the name of a new campaign being launched by the Villa Park Fire Dept. with the assistance of the Villa Park Fire Corps. This summer Fire Corps members will be canvassing the Village to identify nonconforming addresses and will leave a notice for the homeowner or business owner informing them on what is required. If your address is in compliance, you will not receive any notifi cation. Fire Corps members will be identifi able with a Village lanyard and shirt.

The goal of this campaign is to have all resident homes and commercial structures in the Village display an address on the front of their buildings that can be easily read from the street. The Village requires: All buildings have a number displayed on the front of each structure that is plainly legible and visible from the street or road fronting the property. The numbers must be a minimum of 4” in height and at least 1/2” in width. Properly placed and visible 3” Arabic numerals on homes is acceptable. Numbers shall contrast with their background and shall be Arabic numerals i.e. 1 2 3. Although aesthetically pleasing, numerals in script are very diffi cult for emergency personnel to read and are not acceptable. Construction has already begun on two projects and is expected to begin on several more this spring and summer. These projects will include another installment of street improvements which will utilize bond funds approved by voters in 2014 as part of a $23 million bond referendum. Following bidding last year and a mild winter, construction of the South Michigan Avenue Improvement Project (Park to Madison) began in March. This project consists of the bond-funded reconstruction of South Michigan Avenue from Madison Street to Park Boulevard. Construction has also begun on the South Summit Avenue Resurfacing Project, which consists of the resurfacing of the Village’s portions of South Summit Avenue from Roosevelt Road to Madison Street. Construction of two more projects is expected to begin this spring. The Central Boulevard Improvement Project will include the reconstruction of East Central Boulevard from Cornell Avenue to Villa Avenue and the resurfacing of Myrtle Avenue and Cortesi Avenue from Central Boulevard to Kenilworth Avenue. The 2017 Street Improvement Program will include bond-funded street improvements on six streets. The Village also anticipates starting construction on several other projects later this year, including the Biermann Avenue Combined Sewer Separation Project, the Washington Corridor Green Infrastructure Improvement Project and the Ridge Road Improvement Project. Design is also currently underway for the South Michigan Avenue Improvement Project (Madison to Jackson). In addition to these street improvements, the Village is also planning yearly installments of a number of pavement maintenance efforts, including pavement patching, crack sealing and asphalt rejuvenation programs. These maintenance efforts, performed in between more extensive improvements like resurfacing and reconstruction, help to extend the life expectancy of Village streets. Dear Friends and Neighbors: Winter is behind us and that means rain storms, regrowth and spring cleanup for Village staff and the residents of Villa Park. During the rainy season, it is important to keep the storm inlets in your neighborhood free of debris. Clogged inlets prevent storm water from entering the sewers; this causes standing water in the streets and ice if temperatures reach freezing. It is also recommended that emergency storm kits are kept up to date in case of disastrous weather, and we encourage all residents to sign up for the Village’s emergency notification system at il-villapark.civicready.com. With the greater influx of rain this time of year, we would encourage residents with rear-yard drainage concerns to fill out the Drainage Assistance Program Application. The Village offers a 50/50 Drainage Assistance Program for qualifying concerns and provides assistance whenever possible. A copy of this application can be found on the Village’s website at il-villapark.civicplus.com/314/Drainage-Assistance- Program. Flood concerns are also being addressed with the recent passing of the 0.5% Sales Tax Increase Referendum. These funds will be used to set the Underground Utility Improvement Plan into motion. The plan includes the installation, replacement and maintenance of sanitary sewer, storm sewer and water main systems in the Village. Staff members work hard to make sure that Villa Park lives up to its moniker, “the Garden Village;” in this regard, we are pleased to announce the opening of several Butterfly Way Stations along the Illinois Prairie Path. Residents can also do their part in improving the appearance of our Village through the use of our 50/50 Sidewalk Repair Program. Upon approval of an application, which can be completed at Public Works, the Village will pay 50% of the cost to repair the sidewalk in front of your home. Finally, while doing your spring cleaning, take advantage of the numerous recycling programs offered in the area. Yard Waste Collection began the first week of April and will continue through November 30th. Residents can also safely dispose of electronics from 9:00 a.m.-noon every third Saturday of the month at our Public Works Garage and can now recycle their household batteries by dropping them off at our Public Works facility.
