With groundbreaking for o Judicial Circuits 33 Kauikeaouli Hale and Kaahumanu Hale, w~ began construction of the future homes of the o First Judicial Circuit 33 Honolulu District Court and the First Circuit Court.     JUDICIARY OVERVIEW MISSION: The mission of the Judiciary, as an independent branch of government, is to administer justice in an impartial, efficient, and accessible manner in accordance with the law. Within the Judiciary, the major program categories are court operations and support services. The programs in the court operations category serve to safeguard the rights and interests of persons by assuring an equitable and expeditious judicial process. These include the Courts of Appeal (JUD 101); and the First, Second, Third, and Fifth Circuits (JUD 310, 320, 330, and 350, respectively). Programs in the support services category enhance the effectiveness and efficiency of the judicial system by providing the various courts with administrative services such as fiscal control and direction of operations and personnel, and fall under the title of Administration (JUD 601). Within Administration are the Offices of the Administrative and Deputy Administrative Director of the Courts, and five departments – Intergovernmental and Community Relations, Policy and Planning, Information Technology and Systems, Financial Services, and Human Resources. Also attached to the Judiciary for administrative purposes only is the Judicial Selection Commission (JUD 501), which is responsible for receiving applications for judgeships in Hawaiʻi Courts and submitting a list of six nominees to the appointing authority for each vacancy. Further details on the functions and activities of the programs in each of the categories can be found in Table 1. ECONOMIC IMPACT: The Judiciary recognizes that Hawaii’s economy, economic outlook, visitor arrivals, job counts, and construction activities continue to be strong and that current state business sentiment remains positive. However, even with that, members of the Hawai‘i Council on Revenues at their most recent meeting expressed concern that the economy may have reached the end of its current expansionary cycle during the seven-year budget window and cited some uncertainty about the future and the possible impact on the local economy.

COMMUNITY RESOURCE GUIDE Since the late 1990s, the Department of Public Safety has published a list of agencies and community service providers available to assist offenders transitioning back into the community. With each passing year, these resources, both within government and in the community, experience change. While there have been continuous improvements to the types of services available, this year's publication remains focused on updating the existing lists in each of the individual counties statewide. The 2021 Community Resource Guide continues to be maintained by the Department's Reentry Coordination Office whose mission is, to establish a process of transition for those incarcerated, to utilize available and known resources, both in-facility and in collaboration with community service providers, and to create a realistic but sustainable model for success within the community. The purpose of this guide is to provide offenders and their families, a listing of contact information for programs and services, as up to date at the time of publication, as they work towards a successful reentry.
