APPLICATION AND REFERENCE 1.1 APPLICATION OF TARIFF This Tariff contains the regulations and rates applicable to intrastate exchange (C) and network services and equipment furnished by Qwest Corporation, d/b/a CenturyLink QC hereinafter referred to as the Company, between and among points within the State of Oregon. The regulated and tariffed services offered herein by Qwest Corporation, d/b/a CenturyLink QC, whether under that name, or the trade or brand name CenturyLink, are subject to the terms and conditions of this Tariff. (C) A. Territory Served - Service Rendered The Company renders exchange, toll, private line services and channels, and wide area telephone service throughout the territory served by it and its connecting companies as shown in its Tariffs, which include a description of the service furnished, and maps filed herewith. The regulations, terms and conditions set forth herein apply to intrastate service and facilities furnished within the State of Oregon by Qwest Corporation, hereinafter referred to as the Company, subject to the jurisdiction of the Public Utility Commission of Oregon. Tariffs, rates, and terms and conditions apply as shown herein, unless otherwise required by state law. If tariffed rates are increased and/or terms and conditions are changed at the request of the Company, and any customer specific contract rates, terms and conditions are negatively impacted, the customer may terminate the contract without penalty. The scope of exchange service for telephone station lines located in the exchange of Walla Walla, Washington includes telephone station lines located in the section of the exchange in the State of Oregon. APPLICATION AND REFERENCE 1.1 APPLICATION OF TARIFF (Cont'd) B. Rates and Charges The rates and charges to be charged by and paid to the Company for telephone service will be the rates and charges legally in effect and on file with the Public Utility Commission of Oregon. Complete schedules of all rates and charges for exchange service in effect for any district will be kept at all times in the Company's local business office where they will be available for public inspection during regular business hours. In the event a customer desires service under a section other than that applicable to their present service, the rates for the new service will be made effective on the day following that upon which the change is made. "Monthly Rate" as used in this Tariff is for a period of 30 days. C. Effective Dates of Rates and Conditions Rates, charges, terms and conditions in this Tariff will be made effective as shown below: 1. For service established prior to the effective date shown in the section, on the effective date shown in the section. 2. For all new service or equipment furnished on or after the effective date shown in the section, on the day following the day connected. This will include changes of address involving changes in billing periods. 3. For all service on which a change of type, class or grade of service is completed on or after the effective date shown in the section, on the day following the day changed. 4.     BEFORE THE PUBLIC UTILITIES COMMISSION OF THE STATE OF SOUTH DAKOTA IN THE MATTER OF THE ANALYSIS OF ) ORDER REGARDING QWEST CORPORATION'S COMPLIANCE ) SECTION 272 WITH SECTION 271(c) OF THE ) TELECOMMUNICATIONS ACT OF 1996 ) TC01-165 SECTION 272 Qwest is required to show that, upon commencing in-region interLATA service, Qwest will provide such service in accordance with the requirements of section 272. 47 U.S.C. § 271 (d)(3)(B). Section 272 sets forth the structure and business relationship that Qwest must establish with the affiliate that will be providing interLATA services. The first requirement of section 272 relates to whether the affiliate is separate from Qwest. The section requires that a BOC may not provide interLATA long distance services unless it· provides that service through one or more affiliates that are separate from the entity that is subject to section 251 (c) requirements. 47 U.S.C. § 272(a)(1). Qwest stated that it has created a separate affiliate as required by section 272. Qwest's 272 affiliate is Qwest Communications Corporation ("QCC" or "272 Affiliate"). Qwest Exhibit 61 at 1. QCC is an indirect, wholly owned subsidiary of Qwest Communications International Inc. Id. at 6. Qwest Corporation, the BOC, and QCC are both subsidiaries of Qwest Service Corporation which is a wholly owned subsidiary of Qwest Communications International Inc. ("Qct"). Id. Qwest asserted that the "272 Affiliate is one of the top five interLATA providers nationwide despite the fact that, because of the merger with US WEST, Inc., Qwest Communications International Inc. and its subsidiaries were required to divest themselves of all in-region, interLATA business." Qwest Exhibit 59 at 10.

(Qwest) and CenturyTel, Inc. d/b/a CenturyLink (CenturyLink) (together, Applicants) filed a series of applications pursuant to sections 214 and 310(d) of the Communications Act of 1934, as amended, 47 U.S.C. §§ 214, 310(d), and Section 2 of the Cable Landing License Act, 47 U.S.C. § 35,1 seeking Commission approval for various transfers of control of licenses and authorizations held by Qwest and its subsidiaries from Qwest to CenturyLink. Qwest, a publicly traded Delaware corporation, is a full-service communications provider offering an array of telecommunications and broadband Internet services, including fiber-optic Internet service, digital switched telephone service, private-line dedicated high-speed data connections, switched data networking services, long-distance services, and voice over Internet Protocol (VoIP) services, through its wholly owned operating companies.2 It currently has approximately 10.3 million access lines in 14 states,3 and approximately 3 million broadband customers.     EXHIBIT 7 Press Coverage and News Articles AUSWRNews Page 1 of 1 AUSWR THE AssociATION oF U S WEsT RETIREES CenturyLink weighs more expansion of Prism TV service• By Andy Vuong The Denver Post May 6, 2011 Centurylink chief executive Glen Post indicated during a first-quarter earnings call Thursday that the next market to receive Centurylink's IPTV service will probably be in Qwest's local-phone service territory. And the rollout could come as early as this year. Post said the company expanded the service, called Prism TV, in the first quarter to three new markets: Tallahassee and Orlando, Fla., and Raleigh, N.C. Prism TV, which offers video content over a dedicated Internet network, is available in eight Legacy Centurylink!Embarq markets. Centurylink purchased Embarq in 2009 and completed its acquisition of Denver-based Qwest on April1. Post said the company will continue to expand Prism TV in 2011, ultimately reaching 1 million homes with the service by year's end. However, in response to a question from an analyst, Post said the company does not expect "any additional rollouts in the Centurylink markets" this year. "We'll be evaluating the Qwest markets in the coming months," Post said. "We do think there could be some opportunity there . .. We'll be making those decisions around midyear as far as any additional rollouts of IPTV in any of those markets." On January 14, 2009 (the “Filing Date”), Nortel Networks Corporation (“NNC” and collectively with all its subsidiaries “Nortel” or the “Company”), Nortel Networks Limited (“NNL”), Nortel Networks Technology Corporation (“NNTC”), Nortel Networks International Corporation and Nortel Networks Global Corporation (collectively the “Applicants”) filed for and obtained protection under the Companies’ Creditors Arrangement Act (“CCAA”). Pursuant to the Order of this Honourable Court dated January 14, 2009, as amended and restated (the “Initial Order”), Ernst & Young Inc. was appointed as the Monitor of the Applicants (the “Monitor”) in the CCAA proceedings. The stay of proceedings was extended to December 14, 2011, by this Honourable Court in its Order dated June 30, 2011. 2. Nortel Networks Inc. (“NNI”) and certain of its U.S. subsidiaries and affiliates concurrently filed voluntary petitions under Chapter 11 of the U.S. Bankruptcy Code (the “Code”) in the United States Bankruptcy Court for the District of Delaware (the “U.S. Court”) on January 14, 2009 (the “Chapter 11 Proceedings”). As required by U.S. law, an official unsecured creditors committee (the “Committee”) was established in January, 2009. 3. An ad hoc group of holders of bonds issued by NNL, NNC and Nortel Networks Capital Corporation has been organized and is participating in these proceedings as well as the Chapter 11 Proceedings (the “Bondholder Group”).

MediaOne holds a significant equity and management interest in Road Runner. Excite@Home and Road Runner serve a significant majority of the nation's residential broadband Internet users. Through the proposed merger, concentration in the market for aggregation, promotion, and distribution of residential broadband content would be substantially increased. Competition between Excite@Home and Road Runner in the provision of these services may be substantially lessened or even eliminated.
