Mincéirs Siúladh: an Ethnographic Study of Young Travellers' Experiences of Racism in an Irish City Sindy Joyce Submitted In Mincéirs Siúladh: An ethnographic study of young Travellers’ experiences of racism in an Irish city Sindy Joyce Submitted in part fulfilment of the academic requirements for the degree of Doctor of Philosophy (PhD) Supervisors: Dr Amanda Haynes and Dr Martin Power University of Limerick Submitted to the University of Limerick, September 2018 Abstract This thesis is an ethnography of how young Travellers experience and negotiate urban space in the city of Galway, Ireland. This research builds upon the understanding that our relationships to space are mediated through our social and cultural identities. The core objective of the research is to understand how young Travellers’ movements through, access to and use of public and commercial urban space are shaped by their ethnicity. My research focuses on Travellers’ relationships to the socially constructed, policed and governed boundaries which control and regulate their spatial mobility. I also seek to determine whether young Travellers’ have developed tactics to resist or challenge attempts to limit their access to and use of urban spaces on the basis of their identity. Drawing on de Certeau’s (1984) observational methodology of ‘walking’ to analyse daily urban life, this research documents young Travellers’ experiences in and of urban space, using focus groups, maps and interviewing to further explore the meaning and significance of these experiences. Through ethnographic analysis, I investigate how young Travellers’ temporarily resist and disrupt social and spatial boundaries and how the dominant systems of power authorise and inscribe these boundaries between young Travellers and urban spaces. I am aided in this analysis by theoretical lenses and perspectives drawn from the sociology of racism, the sociology of space, and social geography. Situated within the field of Traveller studies (Ó hAodha, 2006; Bhreatnach, 2006a and 2006b; Helleiner, 2003.), the theoretical conclusions of this thesis connect the local to the global dynamics of anti-Traveller racism, and will be of relevance to scholars and activists both in Ireland and internationally. It contributes to theorisations of the character, operation and effects of anti-Traveller racism, particularly with respect to its spatial manifestations. Although there is an important body of work which addresses the relationship between anti-Traveller racism and space at the macro-level, in terms of the practice of nomadism, this is the first piece of research to examine the impact of racism on Travellers’ mobility at the micro-level. In doing so, this research advances upon understandings of the sedentarist nature of laws and policies which govern space (Delaney and Rucksthul 2006; James 2007; Crowley 2007), to reveal the hegemonic status of sedentarist ideology even at the micro-level. This thesis also highlights the agency of young Travellers, who have developed a range of tactics to negotiate racialised boundaries and the risks associated with traversing them. ii Acknowledgements There are a great number of people I would like to thank but first and foremost, I would like to express my eternal gratitude to my supervisor Dr Amanda Haynes for her infinite understanding, support and guidance as well as her patience and advice throughout this PhD. This evasive answer is matched by the film’s happy ending, which masks the fact that the film presents the Travellers as Ireland’s Indians: an excluded and forgotten minority living on the social margins. Today an estimated 23,000 Travellers live in the Republic of Ireland, 15,000 in Great Britain and 7,000 in the United States of America. Their Irish origins have been the object of speculation. Some writers trace them back to landowners made homeless during Cromwell’s campaign in Ireland or during the Great Famine of the mid-nineteenth century; others argue that Travellers have dwelt in Ireland since the Middle Ages. These nomads have their roots in Ireland and must be distinguished from Gypsies, even if they share many similar customs. In the past, they played an important role as messengers in isolated rural areas. The term “tinker,” which today has negative connotations, refers to one of their main occupations, tinkering. Industrialisation and modern technology have destroyed this economic basis of their life. A Travellers’ Sense of Place in the City Anthony Howarth Abstract It is widely assumed in both popular and scholarly imaginaries that Travellers, due to their ‘nomadic mind-set’ and non-sedentary uses of land, do not have a sense of place. This thesis presents an ethnographic account of an extra-legal camp in Southeast London, to argue that its Traveller inhabitants do have a sense of place, which is founded in the camp’s environment and experientially significant sites throughout the city. The main suggestion is that the camp, its inhabitants, and their activities, along with significant parts of the city, are co-constitutionally involved in making a Travellers’ sense of place. However, this is not self- contained or produced by them alone, as their place-making activities are embroiled in the political, economic and legal environment of the city. This includes the threat and implementation of eviction by a local council, the re-development of the camp’s environs, and other manifestations of the spatial-temporalities of late-liberal urban regeneration. The thesis makes this argument through focusing on the ways that place is made, sensed, and lived by the camp’s Traveller inhabitants. It builds on practice-based approaches to place, centred on the notion of dwelling, but also critically departs from previous uses of this notion by demonstrating that ‘dwelling’ can occur in an intensely politicised and insalubrious environment.

    The Traveller Parish Newsletter Eastertide – Spring 2010 EASTER GREETINGS elcome to this edition of The Traveller Parish Newsletter which comes to you in the calendar Wseason of Spring and the Church season of Eastertide. We have come through the dark days of Winter, and yet our lives remain overshadowed by dark clouds of Church scandal, economic recession and, more recently, volcanic ash. At a personal and family level, in recent months there have been a number of tragic and very sad deaths in the community, remembered in prayer in Parish Masses, and also in this edition of the Newsletter. Having prayed through Holy Week on the Passion and Death of John McElroy Jesus in our Good Friday Liturgy and Stations, we lit the Easter fire in our Easter Vigil Mass, joyfully celebrating the Resurrection of Jesus and his final victory over sin and death. In the words of the Easter liturgy, ’Jesus Christ our Photo courtesy of Lord is truly Risen, Alleluia!’ Eastertide finds an echo in Spring with Nature’s bursting workers, priests, and bishops in Rome last month. Finally forth of new life and colour. New life and new beginnings we include, among our other features, the story of the shine through many of our features on life in the Traveller Parish Choir which was formed especially for the community around the Dublin diocese. Here in the Parish, Remembering Annette concert in Tallaght’s Civic Theatre the team has been glad to welcome Georgina Jameson for last month. The main song performed by the Choir, written her five month long placement as part of her training to by the late Annette Halpin, is called ‘Everyone’, and become a Parish Pastoral Worker.

Irish Travellers are a small indigenous minority group who have lived primarily in Ireland for centuries. They rank at the bottom of Irish society in rates of poverty, unemployment, life expectancy, infant mortality, health, education levels, political representation and access, and living conditions. Much like the Roma, with whom they share a nomadic tradition, Irish Travellers are in the midst of a movement to improve living conditions, fight widespread discrimination, and gain recognition as an ethnic minority group.

    A Sense of Place: Travellers, Representation, and Irish Culture PAUL DELANEY In the closing pages of his memoir, The Road to God Knows Where, the late Sean Maher sounded an almost apocalyptic note. Recalling a Traveller life that had been characterised by traditional associations with the road, Maher lamented ‘that soon this simplicity would be no more, that a people, a language and a culture would die in this horrible, modern world’.1 Maher’s remarks were made in 1972 and were set against a backdrop of increased industrialisation and urban development; evid- ently, they were also informed by the findings of the 1963 Report of the Commission on Itinerancy. Established by the Lemass administration, this report had sought to identify and solve ‘the problems of itinerancy’ in Ireland; its recommendations shaped official policy for decades to come. The report famously found that there was no alternative to housing ‘if a permanent solution to the problems of itinerancy, based on absorp- tion and integration is to be achieved’.2 It goes without saying that The Road to God Knows Where and the report of the commission were direct- ed towards very different ends—the former text was supportive of a nomadic lifestyle, for instance, in ways that the latter was not. However, when the two texts are read alongside each other, one could argue that they both prompt questions which are central to discussions with and about the Irish Travellers. Both texts are concerned with ascribing the Travellers a ‘place’ in modern Ireland, for example. Whereas Maher is anxious that changes in the base of the economy might result in the annihilation of an entire community (with Travellers apportioned no place to go), the reporters for the commission appear worried that, unless changes are brought about and Travellers are ‘settled’, this community will continue to remain marginal to the interests of Irish society (they will remain ‘with-out’, both literally and figuratively).
