To assist in the detection of spurious and the correction of inaccu- rate pedigrees, is one of the purposes of the present publication, in which respect the first Volume has been of acknowledged utility. The two together, it is hoped, will form a comprehensive and tole- rably correct Register of Pedigrees. It will be observed that some of the Mares which appeared in the last Supplement (whereof this is a republication and continua- tion) stand as they did there, i. e. without any additions to their produce since 1813 or 1814. — It has been ascertained that several of them were about that time sold by public auction, and as all attempts to trace them have failed, the probability is that they have either been converted to some other use, or been sent abroad. If any proof were wanting of the superiority of the English breed of horses over that of every other country, it might be found in the avidity with which they are sought by Foreigners. The exportation of them to Russia, France, Germany, etc. for the last five years has been so considerable, as to render it an object of some importance in a commercial point of view. But this advan- tage some of our continental neighbours are of opinion will not long remain with us : they are fully aware of the source from whence * VOL. II. II we derive this superiority, and are in consequence endeavouring to establish Races on the English plan, which, together with a more careful selection of stallions and mares than they observe in Eng- land, will very soon, they say, enable them to excel us, and they anticipate a day (not very distant) when the English must sent to the Continent, if not for speedy, at least (or sound horses. This hint about soundness may be worth attention, but for the rest, with the advantages this country already possesses, and so long as Horse-racing continues to be followed up with spirit by her men of rank and opulence, there can be little to apprehend. To the principal Breeders, whose assistance has been so obli- gingly afforded, the Editor takes this opportunity of returning his sincere and grateful acknowledgments, as well for past communi- cations, as, in some instances, for the promise of an annual list for the future, from themselves or their Stud-grooms, of all the foals they breed : this he most thankfully accepts, as a means of facili- tating any future publication, and by adopting in some degree the practice of the original Compiler (who never suffered a day to pass without adding or correcting) he hopes, should he live to publish another Volume, the undertaking may prove less laborious, and the book itself be more perfect. To many others besides the Proprietors of Studs, he feels him- self greatly indebted, and begs them to accept his sincere thanks. December 51, 1821. ADYERTISEMENT TO THE SECOND EDITION. Many of the mares which appeared in the second volume at its first publication are omitted in the present edition, because they appear more complete in a subsequent volume. Secretary of Agriculture appointed committee members that represent social disadvantaged farmers or ranchers, nonprofit organizations, civil rights organization, or professions and institution of higher education. All members have been briefed on ethics, civil rights, and their responsibilities. As the DFO, it is my responsibility to make sure that the committee adheres to requirement established by the Federal Advisory Committee Act also known as FACA. The FACA was established in 1972, firmly recognizing the merits of seeking the advice and assistance of our citizen. The committee was established pursuant to section 14008 of the Food Conservation and Energy Act of 2008, public law 110-246, 122 Stat 1651, and is managed in accordance with the provisions of the Federal Advisory Committee Act known as FACA. First being authorized by Congress in 2008, the committee has served to advise the USDA Secretary on the following items: the implementation of the section 2501 program by the Food Agricultural Conservation Trade Act of 1990, measures on maximizing the participation of minority farmers and ranchers in USDA programs and civil rights activities with USDA as such activities relate to participate in such programs.
