Dan is a professional actor, currently appearing in London’s West End in Mamma Mia. Alongside singing, dancing and acting, Dan’s hobbies include playing golf and football. His sporting hero is Ian TWright. Today is Dan’s first visit to Grovesnor Vale, and he can’t wait to walk out onto the hallowed turf, hand in hand with captain Okimo. Dan will be getting married in October to his lovely fiancée, Emily and we’d like to wish him all the very best of luck for the big day. Interesting facts about Dan O’Brien 1. Dan’s nickname for his girlfriend is ‘monkey’ and she calls him ‘Mr Bear’ 2. Dan’s birthmark is located in a rather sensitive area and has often shocked and appalled many previous partners 3.     WINCHESTER CITY COUNCIL COMMUNITY INFRASTRUCTURE LEVY INFRASTRUCTURE STATEMENT July 2013 Infrastructure Statement Introduction The Community Infrastructure Levy Regulations 2010 (as amended) require the City Council to submit “copies of the relevant evidence” to the examiner. The purpose of this statement is to set out the City Council’s evidence with regard to the demonstration of an infrastructure funding gap, confirmation of the Council’s spending priorities (the draft list), and clarification of its approach in respect of S106 contributions. The City Council is also seeking to comply with the Government’s Community Infrastructure Levy Guidance (April 2013) which sets out the more detailed requirements in respect of the funding gap at paragraphs 12 -14, and of the prioritisation and funding of infrastructure at paragraphs at 84 - 91. In respect of the latter, the principal aim of this statement is to provide transparency on what the Council, as a charging authority, intends to fund in whole or in part through the levy, and those known matters where S106 contributions may continue to be sought (CIL Guidance, paragraph 15). Infrastructure Funding Gap The Government’s CIL Guidance states: • “A charging authority needs to identify the total cost of infrastructure that it desires to fund in whole or in part from the levy” (paragraph 12); • “Information on the charging authority area’s infrastructure needs should be directly related to the infrastructure assessment that underpins their relevant plan.” (paragraph. 13); • “In determining the size of its total or aggregate infrastructure funding gap, the charging authority should consider known and expected infrastructure costs and the other sources of possible funding available to meet those costs.” (paragraph 14).

It also recommends the suggested action in respect of each site. Recommendations I recommend the Planning Advisory Group: (i) considers this Report; and (ii) agrees to the proposed actions in Paragraph 2 of this report. 1. Background 1.1 The Council conducted a consultation on the Preferred Options draft of the Sites Development Policies DPD between 11 February and 25 March 2009. As a result of the consultation, a further four potential development sites were suggested by stakeholders. At the Planning Advisory Group meeting of 14 July 2009, Members agreed to a further consultation on the four additional sites. This Report summarises the consultation results and the proposed actions in respect of each site. 1.2 The Additional Sites consultation took place between 20 July 2009 and 1 September 2009. All specific, general and other consultees were sent copies of the document together with a response form, in either electronic or paper form, or were sent a letter or email notifying them of the consultation. In addition, advertisements were placed in the Sutton Guardian and Sutton Post prior to the start of the consultation, the document was available for inspection at Council offices and libraries and it was possible to view the document on the main London Borough of Sutton website and through the Council’s consultation portal.
