Introduction The Municipal Land Use Law (MLUL) requires every municipality in New Jersey that has adopted a Master Plan and land development regulations to periodically review and revise, if necessary, those documents every ten years (N.J.S.A. 40:55D-89). The latest comprehensive Master Plan for the Borough of Belmar was adopted in 1989. A Master Plan Reexamination Report and Update was adopted on March 20, 2000 and the most recent Reexamination Report and Update was adopted on August 21, 2006, consistent with the MLUL requirements. This edition of the Master Plan Reexamination Report and Update amends and updates the Master Plan and Land Use Element to be consistent with previous and proposed amendments to the Belmar Borough Land Development Ordinance, as well as recent redevelopment initiatives within the Borough. This reexamination of the Borough of Belmar Master Plan conforms to the requirements of the MLUL and addresses the five requirements of N.J.S.A. 40:55D-89 by including the following sections: A. The major problems and objectives relating to land development in the municipality at the time of the adoption of the last reexamination report. B. The extent to which such problems and objectives have been reduced or have increased subsequent to such date. C. The extent to which there have been significant changes in the assumptions, policies and objectives forming the basis for such plan or regulations as last revised, with particular regard to the density and distribution of population and land resources, energy conservation, collection, disposition and recycling of designated recyclable materials, and changes in State, County and municipal policies and objectives. D. The specific changes recommended for the Master Plan or development regulations, if any, including underlying objectives, policies and standards, or whether a new plan or regulations should be prepared. E. The recommendations of the Planning Board concerning the incorporation of redevelopment plans adopted pursuant to the “Local Redevelopment and Housing Law”, P.L. 1992, c.79 (C.40A:12A-1 et seq.) into the land use plan element of the municipal Master Plan, and recommended changes, if any, in the local development regulations necessary to effectuate the redevelopment plans of the municipality. While the Municipal Land Use Law requires a general reexamination of the Master Plan and development regulations every ten years, reexaminations can be more frequent than once every ten years. It can be as frequent as an individual municipality feels it to be warranted. It is important that a Master Plan be kept up to date and flexible so that it can respond to changing conditions and reflect the best current thinking on land use issues. The Master Plan should be a document that is easily amended so that it can respond 4 | Page Master Plan Reexamination Report & Update Borough of Belmar to both concerns and opportunities. A review once every ten years is adequate in some communities, while for other municipalities more frequent review is recommended. The aforementioned requirements of the Municipal Land Use Law are addressed in the sections of this report that follow. This reexamination report considers the Master Plan Reexamination Report adopted by the Planning Board in August of 2006 and March of 2000. 5 | Page Master Plan Reexamination Report & Update Borough of Belmar 2. Problems and Objectives since 2006 Master Plan Reexamination & Update This section of the 2016 Master Plan Reexamination report examines the major problems and objectives relating to land development in Belmar that were included in the last Master Plan Reexamination Report. The 2006 Master Plan Reexamination Report and Update conducted an analysis to supplement the existing list of Objectives and identified specific problems that faced the Borough in 2000. 2.1. Master Plan Goals The 2006 Master Plan Reexamination Report and Update listed issues to be addressed, which are as follows: 1.) The Zoning Map shall be amended to display the area designated as the Seaport Village Redevelopment Area. 2.) The Planning Board should consider the development and implementation of a floor-area ratio (FAR) ordinance that would limit the maximum permitted FAR and lot coverage for properties used for residential purposes. 3.) The Borough should explore a plan to address flooding. 4.) The Borough should continue its efforts towards achieving and maintaining substantive certification by the Council on Affordable Housing and should commence plan endorsement. 5.) In recognizing the site-by-site development of the Seaport Redevelopment Area, the Borough should initiate an application for an area-wide CAFRA permit so impervious coverage requirements are calculated for the entirety of the redevelopment

BOROUGH OF POINT PLEASANT BEACH STRATEGIC RECOVERY PLANNING REPORT OCEAN COUNTY, NEW JERSEY Executive Summary When Hurricane Sandy struck the coast of New Jersey on October 29, 2012, it brought extensive damage to Point Pleasant Beach Borough. A large number of residential properties and businesses suffered damage. Additionally, roadways were flooded and covered with sand, and electricity service was disrupted. The Borough also experienced damage to bulkheads, dunes, its boardwalk, and other important features. In response to the impacts of Hurricane Sandy, the Borough’s recovery efforts have been extensive. For example, it: evacuated residents; enacted a curfew and banned the sale of alcoholic beverages; filled barricades and cordoned off dangerous areas; responded to gas leaks and other disaster-related fire alarms and fires; cut and removed downed power lines; built a berm to protect property at the terminus of Arnold Avenue; cleaned sand from storm drains; made emergency repairs to sewer and water lines; removed storm-generated

    INSTRUCTIONS TO PROPOSERS REQUEST FOR QUALIFICATIONS AND PROPOSAL (RFP) THE BOROUGH OF BAY HEAD, COUNTY OF OCEAN, NEW JERSEY CALENDAR YEAR 2021 BOROUGH ENGINEER The Borough of Bay Head is a coastal municipality of 0.74 square miles, with approximately 0.65 square miles of land, located in northern Ocean County, New Jersey. The Borough has bay frontage to the west on Bay Head Harbor (head of Barnegat Bay) and ocean frontage to the east on the Atlantic Ocean. Bay Head was incorporated as a separate municipality from Brick Township in 1886. The entirety of Bay Head rests on a barrier island, being disconnected from the mainland by the Point Pleasant Canal and Bay Head Harbor/Barnegat Bay to the west. A small canal, Scow Ditch, which connects Twilight Lake and Bay Head Harbor/Barnegat Bay, physically bisects most of the Borough. The Borough is further divided east and west by its main corridor, New Jersey Route 35/Main Avenue, traversing the Barrier Island between the municipal border with Borough of Point Pleasant Beach to the north and the Mantoloking Borough municipal border to the south, creating the “bayfront” and the “oceanfront” of the Barrier Island. County Road 632, known locally as Bridge Avenue, runs through the center of the Borough, connecting to Point Pleasant Borough and Brick Township to the west and Route 35 to the east. The Borough is requesting a statement of qualifications and a proposal from engineering firms qualified to provide municipal engineering services. The Borough is seeking an engineering firm, which can perform all the duties of the Borough Consulting Engineer, as described throughout this Request for Qualifications and Proposal (RFP), as well as, review of any proposals that are given by Mayor and Council.

    U.S. Department of Housing and Urban Development New Jersey Superstorm Sandy Community Development Block Grant- Disaster Recovery Program Shore Protection Fund Program 8-Step Floodplain Analysis - Executive Order 11988, HUD 24 CFR 55 SPF001 Route 35 Sheeting Shore Protection Project Introduction: This analysis describes the decision-making process performed for the NJDEP Route 35 Sheeting Shore Protection project (SPF 001) to comply with Executive Order 11988, Floodplain Management as required by HUD Regulations at 24 CFR Part 55. The proposed project involves construction of a continuous, 3.5-mile steel sheet pile oceanfront bulkhead parallel to Route 35 through a portion of the Township of Brick and the Borough of Mantoloking in Ocean County. The project extends along Route 35 from the southern boundary of Brick Township (Milepost 7.24) to the north side of the Lyman Street intersection with Route 35 in Mantoloking (Milepost 10.7)1. The Route 35 Sheeting Shore Protection project is associated with other federal/state recovery investments within the project area. The NJDOT Route 35 Reconstruction project involves a 12.5 mile portion of the roadway, from milepost 0.0 at the entrance to Island Beach State Park in Berkeley Township north to the project terminus at milepost 12.5 near the southern boundary of Point Pleasant Beach Borough. Project elements include a complete road reconstruction with full-depth pavement replacement, improved drainage collection and outfall system, and bicycle and pedestrian infrastructure. The cost for the entire project is approximately $265 million. As a coastal emergency evacuation route, this reconstruction project is an important element for increasing storm resiliency along the entire Barnegat Bay barrier island.

    The Master Plan For The New Millennium 2000 RE SOLUTION WHEREAS, the Planning Board of the Borough of Lavallette is authorized to prepare and after public hearing adopt and from time-to-time amend a Master Plan for the physical development of the municipality, generally comprising land use, circulation and a report presenting the objectives, assumptions, standards and principles which are embodied in the various interlocking portions of the plan, all pursuant to R.S. 40:55D-28; and WHEREAS, a public hearing was held on November 22, 1999, upon notice pursuant to R.S. 40:55D-13 and to adjoining municipalities and the County Planning Board, pursuant to R.S. 40:55D-13;p NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING BOARD OF THE BOROUGH OF LAVALLETTE THIS 22nd DAY OF NOVEMBER, 1999, that the Borough of Lavallette Master Plan map and accompanying text dated November 1, 1999, prepared by O’Donnell, Stanton and Associates, Inc, Toms River, New Jersey, which map and text are incorporated herein by reference as if set at length are hereby adopted; and BE IT FURTHER RESOLVED that a copy of such Master Plan map and text be filed with the Ocean County Planning Board within thirty days after adoption, pursuant to R.S. 40:55D-13.
