2.11 Uniforms Effective: 05/03/2019 Revised: 11/22/2019

2.11.1 Uniform Policy and Standard A. Personnel should at all times be aware that their personal appearance conveys to the general public and our customers a perception of the professionalism and level of service provided by the Annapolis Fire Department. Personal appearance also identifies the level of personal pride and respect one has for the department as well as oneself.

B. Uniformed employees of the Annapolis Fire Department shall wear the appropriate uniform as noted in this policy when on duty or attending training and/or other fire department functions when being paid or sponsored by the Department. Exceptions may be granted by the Fire Chief or Deputy Chiefs for documented medical or other appropriate reasons.

C. All personnel are responsible for the safekeeping and proper use of all issued uniforms and equipment.

D. All uniforms shall be kept in a clean and serviceable condition. Shoes and boots shall be clean and polished.

E. Issued uniforms, equipment or parts thereof (including shoulder patches) shall not be loaned, borrowed, sold, given away or otherwise allowed to be used for any purpose other than those outlined in these regulations without the approval of the Fire Chief.

F. Unless otherwise noted in this regulation, no alterations, modifications or substitutes to the issued AFD uniform or equipment are permitted without the approval of the Fire Chief.

G. Uniforms articles may not be worn off duty, during secondary employment or other activities, unless otherwise directed by the Fire Chief or their designee.

H. Personnel may request to purchase footwear (firefighting or station wear) helmet, safety glasses, gloves or a protective hood at their own expense that meets the same safety criteria as the standard AFD issued item. A request to purchase an item that meets the same safety criteria but is determined to provide less protection than the standard AFD issued item will be denied. All requests shall be made to the Fire Chief on a Special Report via the chain of command.

I. Footwear for medical conditions – personnel requiring special footwear for medical conditions shall request the footwear on a special report to the Fire Chief. The request must be supported by a doctor’s note, which must accompany the Special Report. Reasonable accommodations will be made to provide special needs footwear.

J. Ties shall be worn with long sleeve shirts only. Ties shall be blue or black.

K. White socks shall not be worn with the work or dress shoes unless supported by a doctor’s note.

L. Footwear other than safety footwear may be worn in the station’s living quarters from 2000-0700 hours. The living quarter’s area does not include outside the station or in apparatus bays.

M. ranks shall wear white shirts; Firefighter ranks shall wear blue shirts; Fire Marshal Investigators may

wear black shirts. Civilian Fire Inspectors shall wear golf shirts in colors approved by the Fire Chief.

N. Upon approval of the Fire Chief, badges may be covered with a black band to show support for a deceased member of the fire service.

O. Personnel attending court on behalf of the Annapolis Fire Department shall wear the appropriate season work uniform.

P. No employee should feel uncomfortable working in a Fire Station. Therefore, it is important that our personnel conduct themselves in a manner that affords privacy while ensuring that a minimum level of modesty is maintained in shared areas of the building. Personnel shall change clothing in private areas and sleep in appropriate attire such as gym shorts or sweatpants and T-shirt at a minimum.

2.11.2 Issue, Replacement and Retirement Policy

A. All uniform items noted in this policy shall be replaced for excessive wear and tear, damage or improper fit on a one-for-one replacement policy through the Quartermaster system. Personnel without an exchange item shall forward a special report to their respective Deputy Chief explaining the circumstances for the missing items. The Deputy Chief may approve, disapprove and/or initiate disciplinary measures if warranted.

B. Personnel shall return all issued clothing and equipment upon termination or resignation.

C. Retired personnel shall return their PAT Tag, ID Card, Face Piece and other usable equipment. A retired ID card will be issued at that time. Any issued equipment deemed surplus or unusable by the Department may be released to the retiree with processing of a Property Release Form.

2.11.3 Uniform Descriptions A. Class A Dress Uniform – Uniform consists of dress blouse, dress trousers (male) or skirt or trousers (female), long sleeve shirt, tie, black dress shoes and dress cap. The Class A uniform shall be worn while on official fire department business and other functions as directed by the Fire Chief. (see chart) B. Class B Dress Uniform – Uniform consists of dress trousers (male), skirts or trousers (female), long or short sleeve uniform shirt, dress shoes, work jacket, dress cap and tie with long sleeve shirt. (see chart) Exception to this would be Fire Investigators’ issued gear. C. Class C Work Uniform - Standard AFD work uniform consisting of work pants, uniform shirt (long or short sleeve), Departmental T-shirt, job shirt, station work shoes/boots, work jacket (dress cap and tie as required). (see chart) D. FESU Investigators Work Uniform– (Optional) Uniform consists of blue BDU (battle dress uniform) uniform shirt and trousers, work boots and belt. E. Civilians Assigned to Planning Section – Those civilians who are issued Uniforms (Civilian Inspector) shall only wear the department approved work pants and Civilian shirt (long or short sleeve).

2.11.4 Rank Identification Rank within the department will be identified on Dress Uniform Class A Blouse by the following insignia and stripes (1/4" in width located at the top half of the sleeve):

2.11.6 Uniform Shirts

A. Button uniform shirts shall be the standard issue uniform shirt for the AFD.

B. Uniform shirts shall be worn when outside of the station except as noted below.

C. Uniform shirts shall be worn with employee nameplate and collar (rank) pins, shirt badges are optional for Operational personnel. Nameplate, collar pins and shirt badges are mandatory when worn as part of the Class A or Class B dress uniform.

D. No long-sleeved shirts shall be worn under short-sleeved shirts.

2.11.7 Job Shirt A. The job shirt shall not be worn as a substitute for the work uniform (button) shirt from 0800 hours to 2000 hours. The job shirt shall be worn over the uniform shirt during this time period.

B. The job shirt may be worn without the uniform shirt from 2000 hours to 0800 hours.

C. The cross flag AFD seal (or city seal) shall be displayed on the left front of the job shirt.

D. Optional at employee expense and with approval of Fire Chief - The following may appear on the left side of the job shirt: rank and job description. Official job descriptions are: Firefighter, Fire Marshal, Inspector, Investigator, Paramedic, Bomb Squad and Special Operations. Rank is to be the first line on the left side of the job shirt; job description is to appear below the rank.

2.11.8 T-Shirts A. Only T-Shirts issued by the Annapolis Fire Department shall be worn as part of the uniform. The only exception is plain white t-shirts worn under blouses.

B. Battalion Chiefs may wear white AFD T-Shirts without lettering on the back under their uniform shirts. Battalion Chiefs are not permitted to wear T-shirts in lieu of button shirts during heat advisories.

C. Personnel assigned to the Operations Section (except Battalion Chiefs) shall wear white (officers) or blue (firefighters) T-shirts with “Annapolis Fire Department” on the back.

D. Personnel assigned to the Operations Section at the rank of Lieutenant or Captain, may choose in lieu of their white T-shirt, to wear blue T-shirts as long as they have the proper rank noted on the T-shirt.

E. T-Shirts may be worn without the button uniform shirts while in or about the fire station.

F. T-Shirts may be worn without the button uniform shirts when wearing turnout gear. (Example: while in the station a box assignment is dispatched, personnel may wear T-shirts under turnout gear but must carry uniform work (button) shirt on the apparatus).

G. T-Shirts may be worn without the work uniform (button) shirt during heat advisories and at the discretion of the duty Battalion Chief. (Example: if personnel are conducting training or hose testing they may wear T-shirts at the discretion of the Battalion Chief).

2.11.9 Ball Caps A. Only Ball Caps issued by the Annapolis Fire Department or those approved by the Fire Chief shall be worn.

B. Ball caps may be worn with the Class B or C uniform only.

C. Shall be navy blue, ball flex style.

D. Printing font shall be Clarendon bold.

E. Front of ball cap:

1. Top – Annapolis, gold, rounded. 2. Middle – Options, i.e. Engine, Truck, Paramedic, Squad, Special Operations, Boat or Bomb Squad (red) with Station number (white). Officers can have their rank insignia in the middle. 3. Bottom Line – Fire Department – if nothing in the middle (gold). 4. Rear – Optional Badge Number (gold).

2.11.10 Turtleneck, Mock Turtleneck and Long Sleeve Tee Shirts (not supplied – optional at employee expense)

May be worn as part of the uniform if they meet the following guidelines:

A. Must be made of 100% cotton or 50/50 blend.

B. May be worn only with long sleeve shirts.

C. Shirtsleeves may not be rolled up when wearing the turtleneck or mock turtleneck.

D. Firefighters shall wear navy blue; the collar can have AFD in gold or white for firefighters.

E. Officers shall wear white; the collar can have AFD in gold or blue for officers.

F. Members of the IAFF Local 1926 may wear the Union Logo on the collar.

G. Investigators may wear blue; the collar may have Bomb Squad in silver or gold, (depending on rank).

2.11.11 Work Jacket

Personnel shall only wear only the High Visibility jackets issued by the Department. Staff Officers have the option of a second jacket without reflective striping.

2.11.12 Uniform Accessories

I. AFD Emblem

Annapolis Fire Department emblem is to be worn on left shoulder, approximately ½ inch to 1-1/4 inches from seam, depending upon fullness of material at the shoulder. Emblem to be worn on dress blouse, dress/work jacket and dress shirt. In lieu of the AFD emblem, the Fire Marshal may authorize personnel in the Fire Marshal’s Office to wear the AFD emblem with the words Fire Marshal on dress/work jacket and dress shirt.

J. Other Emblems

Additional department approved shoulder emblems may be made a part of the uniform as approved by the Fire Chief. However, no more than two shoulder emblems may be worn on the uniform. An approved emblem shall be worn on the right shoulder approximately ½ inch to 1-1/4 inches from seam depending upon fullness of

material at the shoulder. These emblems may be worn on dress/work jacket and all shirts except T-shirts.

To be worn on the left sleeve of the dress blouse only.

2.11.13 Uniform Figures The following figures are to be used to aid in properly locating the placement of uniform accessories.

2.11.13.1 Class A or B Dress/Work Uniform Shirt

Nameplate - center ¼ to ½ inch above right pocket.

Union Pin - optional, center ¼ to ½ inch above nameplate. If ribbon is worn, then union pins shall be centered ¼ to ½ inch above ribbon.

Circular Collar Pins - center as indicated illustration.

Badge - badge tab over left pocket.

2.11.13.3 Class A Dress Jacket

Badge - badge tab over left pocket or ¼ inch to ½ inch above left breast pocket.

Ribbon/s (when authorized) - center ¼ inch to ½ inch above nameplate.

2.11.13.4 Work Jacket

Nameplate - center ¼ inch to ½ inch above right pocket.

Union Pin - optional, center ¼ inch to ½ inch over nameplate. If ribbon is worn (dress jacket only) then the union pin shall be centered ¼ inch to ½ inch over ribbon.

Badge - badge tab above left breast pocket or ¼ inch to ½ inch above nameplate.

Ribbon/s (when authorized) - center ¼ inch to ½ inch above nameplate.

2.11.14 Special Uniforms

Specialty uniforms will be established as the need arises. Examples are FESU uniform, bike-medics uniform and Annapolis Special Emergency Team medics uniform. Composition of the uniform will be established on a case-by- case basis and approved by the Fire Chief.

2.11.15 Boots

All leather station/duty boots must be authorized by the Fire Chief.

2.11.16 Award Ribbons Only those awards approved by the department will be displayed on the uniform according to the following guidelines:

A. Award ribbons will be worn horizontally and parallel to the nameplate, ¼ inch above and centered on the nameplate.

B. No more than three (3) awards will be worn abreast. Instances where an employee holds more than three awards, a second row of award ribbons will be worn above the first row. The second row of award ribbons will be centered with and touching the first row.

D. Other approved awards (i.e., awards from other departments or jurisdictions) may be worn.

E. Awards receiving precedence will be worn highest and toward the center of the body with other ribbons to follow in descending order.

F. When an employee holds more than one of the same types of award, they will wear only one ribbon of that type with a gold or silver numeral affixed, indicating the number of times the employee has received the award.

2.11.17 Specialty Pins Only those specialty pins approved by the department will be displayed on the uniform according to the following guidelines:

A. Specialty pins shall be of the appropriate finish (gold or silver) and will be worn horizontally and parallel to the nameplate or ribbon bar (if affixed), ¼ inch above and centered with the nameplate or ribbon bar (if affixed).

B. Approved specialty badges are as follows:

1. ASET 2. Bomb Technician 3. CFAI (Commission of Fire Accreditation International) 4. CFOD (Chief Fire Officer Designation) 5. Honor Guard 6. IAFF (Union Pin) 7. K-9 8. D. Personnel designated as Fire Marshal Investigators shall be authorized to carry the Annapolis Fire Marshal badge and may wear this badge in lieu of the Annapolis Fire Department badge on the uniform.

E. Personnel designated as Fire Marshal Inspectors shall be authorized to wear the Annapolis Fire Department badge with the title of Inspector on the badge.
