Sri A K Goel, IAS (Retd.), in his Inaugural Address, said that the achievements of Telangana State, in terms of rise in per capita income, women development, public irrigation, information technology, etc. are much above the corresponding national averages. He advised the District Officers to use information and communication technology as extensively as possible in order to improve the quality of governance. He called upon them to focus their attention on improving literacy, educational levels, and nutritional requirements of people, as these are the prerequisites of development. Sri A Rama Lakshman, IAS (Ret.), Advisor to Govt. for Welfare, said that by spending over Rs. 40,000 crores on an array of welfare schemes, Telangana has emerged as a role model for other States. He stated that the welfare schemes are covering all segments of poor people across the State, irrespective of caste, creed, and religion. He advised the District Officers to create wider awareness among people, especially in the rural areas, about the welfare schemes in order to ensure that their benefits reach the needy beneficiaries.
