TESTIMONY AT THE PUBLIC HEARING On March 14, 1978, the Landmarks Preservation Commission held a public hearing on this area which is now proposed as an Historic District (Item No. 14). Three persons spoke in favor of the proposed designation. There were no speakers in opposition to designation. -1­ FTB-HD Introduction The Fre.unces Tavern Block Historic District, bounded by Fearl, Broad, and Water Streets, and Coenties Slip, stands today as a vivid reminder of the early history and development of this section of Manhattan. Now a single block of low-rise commercial buildings dating from the 19th century--with the exception of the 18th-century Fraunces Tavern--it contrasts greatly with the modern office towers surrounding it. The block, which was created entirely on landfill, was the first extension of the Manhattan shoreline for commercial purposes, and its development involved some of New York's most prominent families.

Abstract Adaptive re-use is a solution to avoiding the obsolescence of buildings in urban development. It is beneficial for the city, for the culture, for the environment, and for the building itself. Recently in the United States, historical office buildings converted into apartments have demonstrated a way to extend the life of these buildings. This thesis aims to analyze 20-century office buildings in Nework Y City converted to apartments in order to examine the possibility of this kind of adaptive-reuse solution for historic office buildings in China. It investigates the history, policy, and design of adaptive-reuse of 20th-Century New York City office building into residential apartments for 21th-century living. It analyzes three cases to understand the requirements for a successful building transformation and speculates about future potential for adaptive re-use of modern office buildings. In addition, it identifies reasons why modern Chinese cities lack similar conversion projects and speculates on whether Chinese cities are suitable for adaptive re-use strategies like those developed in the United States.

NMAI photo. Lower Manhattan, the area south of Houston Street, is home to the New York Stock Exchange, major U.S. financial institutions, Wall Street, and the Federal Reserve Bank. This vibrant area is also home to the Smithsonian’s National Museum of the American Indian (NMAI), George Gustav Heye Center. The Smithsonian’s National Museum of the American Indian (NMAI), founded in 1989 by an act of Congress, is the first national museum dedicated to Native cultures of the Western Hemisphere, which includes North, Central, and South America. The NMAI also has a museum located on the National Mall in Washington, D.C., and its expansive collection is housed in a state-of-the-art facility, the NMAI Cultural Resources Center, in Suitland, Maryland. The NMAI features exhibitions, public programs, and educational activities that highlight the diversity and strength of the Native peoples of the Americas. The NMAI in New York City is located in the U.S. Custom House. It was designed by architect Cass Gilbert (1859–1934) and built between 1900 and 1907. The Custom House was the location where merchants paid money, known as “duties,” to transport goods in and out of the United States.     Chapter 2, Section B: Historic Resources A. INTRODUCTION Lower Manhattan is home to many of New York City’s most important historic resources and some of its finest architecture. It is the oldest and one of the most culturally rich sections of the City. This chapter describes the wealth of structures that have been identified as historically significant. Officially recognized resources include National Historic Landmarks (NHLs), other individual properties and historic districts listed on the State and National Registers of Historic Places (S/NR), properties eligible for such listing, New York City Landmarks (NYCLs) and Historic Districts (NYCHDs), and properties calendared for designation as NYCLs. NHLs are nationally significant historic places designated by the Secretary of the Interior because they possess exceptional value or quality in illustrating or interpreting the heritage of the United States. All NHLs are included on the National Register, which is the nation’s official list of historic properties worthy of preservation. Historic resources include both standing structures and archaeological resources. Located north of Wall Street and the original Dutch settlement, the streets of the study area were laid out during the English colonial period. The densely developed area that exists today is composed of commercial buildings dating from the 1830s to the late 20th century and ranging from counting houses to small office buildings, and from early skyscrapers to large-scale modern office buildings. A large part of the study area to the west includes much of the Fulton- Nassau Historic District (S/NR-listed), and the study area to the east is located in the South Street Seaport Historic District (NYCHD; S/NR-listed).
