01.3 LOCATION

Jaffna Divisional Secretariat division is situated in Jaffna district of North Province of .

DIVISION

Jaffna peninsula is made of limestone as it was submerged under sea during the Miocene period. The limestone is grey, yellow and white porous type. The entire land mass is flat and lies at sea level. Within one mile of the city center is the island of Mandativu which is connected by a causway. Palmyrah groves can be seen where land has not been used for construction.

01.4 CLIMATE

Jaffna features a tropical rainforest climate with no true dry season month. Jaffna has the highest average temperature in Sri Lanka – 31.3 °C. The temperature is highest in the months of April – July and August – September. The temperature is coolest in December – January. The annual rainfall is brought in by the North East monsoon and it varies from one place to the other and also from year to year. The average rainfall is 50 inches in the western part of Jaffna peninsula.

02. POPULATION

03.1 INTRODUCTION The education sector is one of the state functions that are partially decentralized to the provinces. The schools in the Jaffna divisional Secretariat are under the administration of Jaffna Zonal education office. There are thirty- one schools. But only twenty-three schools are functioning. 04 . AGRICULTURE AND LIVESTOCK

04.1 INTRODUCTION

As the Jaffna Divisional Secretariat division comes under the Municipal Council the urbanization is a leading one. Therefore the total Land, land use area in this division comprises 1092 ha of land, but paddy land comprises only 7 ha. Most of the area is used for settlement and business purposes and the other part of the land comes under the coastal area and is utilized for fishing.

04.2 PERANIAL CROPS

Although peranial crops are rare in this division, both palmyrah plantation and coconut plantation are remarkable. Palmyrah plantation mostly spreads in Nedunkulam, Columbuthurai and Fort Coconut plantation seems in all over the division.

04.3 PALMYRAH PLANTATION

Palmyra‟s are naturally found in this area as Natural crop. Especially costal areas are potential areas. There is a strong demand for Palmyra food products and handicrafts, but limited trees, local supply is inadequate .The leaves are used for making mats, baskets, fans and hats.

4.5 HOME GARDEN The home gardens are less in this division than other divisions. Because , land fraqmentation. Many villages are coastal area.The following number of family estabilished home gardens in Nedunkulam, Columbuthurai, Columbuthurai West, Jaffna Town West, Jaffna Town East, Chundikuly South, Chundikuli West, Maruthady, Aththiyady , Sirampiyady, Grand Bazaar, Fort, Vannarpannai, Kodday, these area sare ssuitable for home gardening, But in other areas land availability is Low. The home garden cultivation seems increased due to the assistances provided through the Divineguma scheme and as well grown as potted-culture even the land area is deficient.

07. FISHERIES 07.1 INTERODUCTION

As the South and West part of Jaffna Divisional Secretariat division are surrounded by sea, there are lots of fishing households in the areas Gurunagar, Passaiyoor, Columbuthurai and Navanthurai. The Fishing industry, being one of the main sources of livelihood of a large number of people in the Jaffna

07.2 INFORMATION ABOUT FISHING

While considering the fisheries sector, the essential equipmental facilities and as well the new technological measures seem very low in the Jafnna division. Therefore, it is very difficult to actieve the expected target in this sector for the example: - There are only few Multi- boats and multi-day boats available

Since, the whole coastal area of this division was under high security zone until 2009, most of the infra structural facilities have been destroyed. Even though there are five jetties and four anchoring points, only one jetty was reconstructer.

8.1 INTRODUCTION

We can notice that some tourist places in this division such as Jaffna Public Library, Nagavihari and Jaffna Fort.

There are limitted visitors to Jaffna before - 2008 due to the civil war in the country. Now the A9 road is open the local visitors and those who settled in abroad also visit to their native places.

8.2 JAFFNA FORT

Entrance of Jaffna Fort that was originally built by the Portuguese and renovated by the Dutch on 1680 It is situated on the south side of the Jaffna peninsula at the water‟s edge of the lagoon, The ancient fort in Jaffna is the second largest existing fort in the Island. Originally built by the Portuguese in 1619 and re-built and expanded by the Dutch during the second half of the 17th and the 18th centuries to facilitate trading activities of Sri Lanka‟s northern region indicate not only of Jaffna‟s strategic importance to Europeans but also its significance throughout Sri Lanka‟s history.

08.3 JAFFNA PUBLIC LIBRARY

The burning of the Jaffna library in June 1st, 1981. At the time of its destruction, the library was one of the biggest in Asia, containing over 97,000 books and manuscripts. The library was built in many stages starting from 1933, from a modest beginning as a private collection. Soon, with the help of primarily local citizens, it became a full- fledged library. The library also became a repository of archival material written in palm leaf manuscripts, original copies of regionally important historic documents in the contested political history of Sri Lanka and newspapers that were published hundreds of years ago in the Jaffnapeninsula. It thus became a place of historic and symbolic importance to all Sri Lankans Eventually the first major wing of the library was opened in 1959 the government began the process to rebuild it with contributions from all Sri Lankans [ and foreign governments.Approximately US $1 million dollars was spent and over 25,000 books were collected. By 2001 the replacement building was complete but it was reopened in 2002

Subramaniam Park was built in the 1950s by Jaffna Urban Council using a large donation provided by S. Subramaniam, a local physician. The park was named after Subramaniam.

The park was severely damaged during the civil war and was destroyed in military operations in 1990 After being closed to the public for 14 years, renovation funded by Rs. 2 million provided by UNICEF began in 2004The renovated park was re-opened by Jaffna District Secretary K. Ganesh on 7 May 2006.

SRI NAGAVIHARA

Naga Viharaya is one of the famous Buddhist temples in Jaffna.It is situated in the Stanley road in Jaffna town.

09.1 INTRODUCTION

Jaffna is receiving continuous power supply. The Electricity Board has taken the initiative to supply power to the peninsula 24 hours of the day. Reconnection of Laxapana national gride line now almost all the houses got electricity supply with the free connection of Vadakkin Vasantham In addition to urban dwellers, tourists visiting the North from the South speak with appreciation the renaissance taking place in Jaffna.

10.1 INTRODUCTIONS

Jaffna Division is netted with roads as this secretariat town. There are all types of roads including seven “A” grade roads. All “A” grade roads are maintained by Road Development Authority (RDA) and the Columbuthurai – Road only by Road Development Department (RDD). Other roads are maintained by Municipal Council, Jaffna.

Jaffna city has got a well-developed road network maintained and administered by three establishments according to class of road and location.

Since 1990 up to year 2000 very little financial allocations were made for road maintenance work in Jaffna city.Jaffna Municipal Council maintains 200 Km of internal roads and associated drainage and culverts.

11.TRANSPORT

11.1 INTRODUCTION

In Jaffna before 2000, the transport facilities were very poor. Step by step improvement in transport is noticed. After A9 had been opened, the improvement in transport is very well. As there are more purchase of vehicles and the coming of vehicles from the southern part of the Island cause the road accidents and rush.

11.2 CURRENT TRANSPORT SERVICE FACILITIES. 1. The Kondavil bus depot renders daily its services from Jaffna town to the other parts of the district. 2. The bus depots of Karainagar and point Pedro render their services towards Jaffna town. 3. There are enough private transport services between Jaffna town and other parts of the district. 4. We can get the services of the three wheelers in the hospital road and in the other parts of the district.

11.6 THE PROBLEMS AND SOLUTIONS RELATED TO SERVICES OF TRANSPORT

Even though there are number of SLTB buses and private buses there is rush in the morning and evening times. Between 7‟ O clock and 10‟ O clock the school going children and the officers‟ use this transport. In evenings after four O' clock, the officers return homes. These are many reasons for this rush. To solve this problem:

1. The number of SLTB and private buses could be increased. 2. Increase the Nos. of bus halt SLTB and private mini buses. 3. Parking places should be identified in several places,within Town area. 4. Engage the vehicles for services during peak-hours. 5. Co-ordination of services SLTB and Mini buses oprate in the route with the agreed time table.

There are twelve post offices rendering their services in this division. Among these there are three main post offices and eight sub post offices. The main post office of the district is also here. Therefore there is a satisfactory service in our division. The telephone is playing a main part in communication service in this area. There are cable telephones and non cable telephones. Sri Lanka telecom co-operation is rendering service of the cable telephones. Suntel and Lankabell rendering wireless telephone service. Dialog and Mobile airtel,cutch and providing mobile telephone service.

13. HEALTH SERVICES

13.1 INTRODUCTION In Jaffna District the health Services and medical services are rendered regularly in the Jaffna Divisional Secretariat areas. The teaching hospital in Jaffna is the gift of the people of this area. Nine public health service centres are functioning in this area. There are many private medical centres also functioning in this area. Before 2000, the modern medical services were in very backward condition. Now systematically the modern medical instruments are introduced. After this our people are satisfied with the medical health services. The health service facilities have deteriorated during the past 20-years and health indices show a downward trend indicating a fall in the health status of the people. The ending of war in 2009 the development with works in the health sector has been started new building complex built speeciallys the JICA fundinggave morefacilities to the Teaching Hospital.Still the over crowded of patients and existing vacancies of nurses will be a problem.

15. WATER SUPPLY

15.1 INTRODUCTION This division is connected to the Majozin period. It is formed of limestones and sand rocks. Ground water is being taken for the purpose of drinking water by pipe line from Thirunelvely. The supply of drinking water is depend mainly on privately owned wells, with only a few areas receiving water from the Municipal Councial

Pure water and saline water are found in this division. In the coastal areas the sea water is also found in some wells. There are also ponds and drainages found in this division. There are about 28 ponds in our division. But only 20 ponds are in use and others are neglected. Most of these ponds contain water only in the rainy season.

PUBLIC SECTOR INVESTMENT 2015 16.1 INTRODUCTION Public sector development is inanimate increasing rent in Jaffna divisional secretariat because most of government buildings, roads and houses were damaged by war. Certain amount of this damage has been repaired or reconstructed fully.Before 1990‟s government provided fund for the ful investment of the public sector.

18. ENVIRONMENT

18.1 INTRODUCTION

Generaly the topography of the division is almost flat, the highest elevation is kone 10 MSL and no sharp gradients are noticeable. With respect to topography there are no real constraints to physical development in the town. The Jaffna Divisional Secretariat is an urban area. Three sides of the division are surrounded by the sea. It is confronting several environmental problems as it is located in the heart of the Jaffna district.

In particular, solid waste is a major problem as population density is high in urban and suburbs in this division. Jaffna Municipal Council is engaged in waste removing activities. Recently water scarcity is an increasing problem due to the sudden development of the infrastructure of the city and increasing temperature as well as drought in this area.

Environmental Committees has been established in 28 Grama Niladari Division in the Divisional Secretariat. These are now being re-organized. Environmental Pioneer Program and Eco-Clubs have also been established in 23 schools, issued medals for EPP students and being processed in view of building the environmental concerned society in future.

The customers who are coming to fulfil their day to day needs are more than the permanently residing people of this division. It is inevitable in polluting environment. Without depending on government and non governmental organization each one should pay this contribution and cooperation to protect and maintain cleanliness of the environment.

18.2 ENVIRONMENTAL PROBLEMS

18.3 SOLUTION

The products which are mostly marketed are coir, furniture, dried fishes, and fishes. As the marketing facilities were limited in Jaffna in 1990s, the products derived from all sectors were less. The Ending of war and opening of A9 road in 2008, caused to develop market facilities. The producers brought machineries from the Southern and increased the level of outputs. Not only Jaffna products got internal markets and but also reached external markets.Now presently normal transport facilities are available in A9 road. Lorries and other vehicles are being used to transport cargo items to and from sourthen.

19. CULTURE

19.1. INTRODUCTION

Date provided here is based on the details elicited when a study was conducted of the cultural aspect of the villages in the Secretariat of Jaffna Division. Varies families associated with cultural activities have lived in this area. Art is usually connected with the human life style. Activity benefit, talent, beauty and taste of this art are the aspects of this human life style. To develop these aspects should be improved.For it the creator and these being formed seen through this art and this is able to show the culture of a society. This art has the talent of exhibiting the culture and tradition of a race. Music, dance, drama, sculpture paintings and literary works and such arts are the basis for it.Values of Jaffna region are being preserved for it on the basis of arts and life style.

19.2 CULTURAL GROUPS

Two organizing groups are functioning in our Divisional Secretariat division for cultural development.

1. Jaffna Divisional Secretariat Cultural Council 2. Tamil Cinema Society of the Jaffna Divisional Secretariat

The cultural council of the Jaffna Divisional Secretariat is composed of a total of 22 members with the Divisional Secretary as the President. This council while assisting in the development of arts on the divisional level and continues to engage in composing new art and cultural dimensions.Tamil cinema society of the Divisional Secretariat was newly formed in the year 2005. This society is very helpful in the production of Tamil films.

19.3 NAADDUKOOTHU TRADITION

Art of dancing is essential in the unique art aspects of Jaffna division. The ancient word for this art is koothu. Art of dancing known as koothu is a combination of dancing singing and beauty, and is able to reveal the feelings of the mind and emotions of beauty. This koothu which brings out the feelings of the mind in the form of stanza of poems are performed in two styles called Vadmodi koothu and then modi Koothu.Thenmody koothu is famous in coastal areas of the Jaffna Division and performed in the coastal areas of Passaiyoor

19.4 THE PROBLEMS AND SOLUTIONS RELATED TO CULTURE

Finance is the main problem relating to the growth of culture in our division. Financial aid should be given to solve this main problem.Work shops should be conducted to encourage the culture. Now a day the youths neglect the culture. So the cultural and Art competitions should be conducted.

22. ANALYSIS OF DEVELOPMENT TREND AND DEVELOPMENT OPPORTUNITIES

22.1 AGRICULTURE

The Agricultural Participation in this area is very low. Before 1990 Cultivation of paddy and crops were done noticiably. After that this kind of cultivation was not done step by step and agricultural production is not given much attention. The reason for it is the insufficient land and the mind of the people. But some people in this area have home cultivation (Gardening). There is an agricultural society in the area of Eachchamoddai. But this society is not functioning. The reason for it is the mind of the people towards Agriculture.

But if the mind of the people is ready they can use the land possible. There is suitable land for paddy cultivation at Nedunkulam in this area. If rehabilitation of the ponds,

22.2 LIVESTOCK

The Livestock of this area is appreciable. There are cattle, goats, fowls, pigs and ducks. The numbers of cattle are low. The main reason is the limited available land. The cattles gives milk, natural fertilizer and also used as meat. Before 2000 the Livestock was low. After the A9 road opened here is an increase of animals food import & awareness in controlling animal diseases there is a development in livestock. There are no farms except for fowls. If there are farms for other animals, they will have to be allowed in open places and the limited land in Jaffna does not permit this.

22.3 INDUSTRY

The small industries are carried out in this division. The Timber industry is carried on in a small scale. If these industries are co-ordinated and production centers are formed in a large scale there will be more production, standard and varities. More people will get opportunity to get jobs and increase their income. In this division there are more fishing industries. So we can improve the fishing industries by starting industries for fishing instruments..

22.4 FISHERIES

More people in the Jaffna District are fishermen. But the Jaffna District is in the second place in fishing. The reasons are:- 1. Infilitation of Indian fisherman 2. Less catch in fishing If those restriclions are stopped, the production of fish and dry fish will be improved.

22.5 HEALTH

As there are Aurvedic Hospitals, Private hospitals and A Teaching Hospital in the division of Jaffna there is a good medical service. The people from all villages of this district can come here and be benefitted. It is seen a quite number of patients lying on the floors due to lack of enough beds in the teaching hospital. Medical Services will be improved if the financial aid is given more. In future it is possible to get the modern facilities of hospitals such as Appolo.

22.6 EDUCATION

Due to displacement 8 schools are closed in this division. Due to the civil war the buildings and the furniture of the schools were damaged. They are reconstructed and repaired by the government and non governmental organizations. There are many schools with out proper science labs and libraries. If remedy these, we can develop the education. Even though seminars for the teachers and the exhibitions are conducted but the educational picnics are in shortage for the students. If these problems are solved and dropout students will properly be guided the education level of the division can develop in the future. To improve the Technical education starting of more technical colleges are necessary.

22.7 TRANSPORT

Even though there is improvement in transport there is some backwardness also. Road should be broaden and road signals should be maintained. Due to this maintenance, accidents and deaths can be avoided. To avoid rushness of passengers the number of buses should be increased. New buses can be used instead of old buses, with encouraging the private bus owners Association.
