Securing Xinjiang would turna weakly defended 'back door' to China into a strategic strongpointfrom which Beijing canproject influence into Central Asia. The CCP's strategy is to comprehensively encircle Xinjiang with Han people and institutions, a Han dominated economy, and supporting infrastructure emanatingfrom inner China A successful program of Sinicisation would transform Xinjiang from a Turkic-language-speaking, largely Muslim, physically remote, economically under-developed region- one that is vulnerable to separation from the PRC - into one that will be substantially more culturally similar to, and physically connected with, the traditional Han-dominated heartland of inner China. Once achieved, complete Sinicisation would mean Xinjiang would be extremely difficult to separate from China. In Xinjiang, the CCP enacts policies in support of Sinication across all areas of statecraft. This thesis categorises these activities across three dimensions: the economic and demographic dimension, the political and cultural dimension, and the security and international cooperationdimension. -

The Case of the Missing Indigene: Debate Over a “Second-Generation” Ethnic Policy .BSL&MMJPUU ABSTRACT The last few years have seen a vigorous public policy debate emerge over a “second- generation” ethnic policy (di’erdai minzu zhengce) which, if implemented, would constitute a major revision of ethnic politics in China. Despite the fact that nationalities policy is a notoriously sensitive subject within China, the debate is happening openly in newspapers, academic journals and on the Internet. The prominence accorded to anthropological theory and international comparison is a notable feature of the debate. This article first explores the main positions in the ongoing policy discussion, then goes on to argue that, rather than comparing China’s non-Han peoples to minority immigrant populations in the industrial- ized democracies, a better comparison is to indigenous peoples. It then considers why this perspective is completely missing from the present debate. n recent years, a debate has arisen among intellectuals and officials in the IPeople’s Republic of China over the proper framework for managing the affairs of the country’s roughly 114 million citizens who identify themselves ethnically other than as Han Chinese (Hanzu 汉族).1 The earliest questioning of the present system for determining minority nationality status (shaoshu minzu chengfen 少数 民族成分) dates from about a decade ago, but the discussion has become greatly amplified since 2008, as the situation in many of the country’s ethnically dis- tinct frontier regions—notably, Tibet, Xinjiang and Mongolia—has deteriorated, * A version of this article was first presented at an international conference on the “second-generation” policy held at Shiga University (Japan) in December 2012. -

Po pierwsze, podejmując taką decyzję, autorzy kierowali się potrzebami świata akademickiego, gdyż omawiane stosunki są tematem wielu wykła- dów akademickich na kierunkach: nauk politycznych, ekonomicznych, stosunków międzynarodowych, a także na studiach kulturoznawczych i innych. -

Chinese Politics in the Xi Jingping Era: Reassessing Collective Leadership
CHAPTER 1 Governance Collective Leadership Revisited Th ings don’t have to be or look identical in order to be balanced or equal. ڄ Maya Lin — his book examines how the structure and dynamics of the leadership of Tthe Chinese Communist Party (CCP) have evolved in response to the chal- lenges the party has confronted since the late 1990s. Th is study pays special attention to the issue of leadership se lection and composition, which is a per- petual concern in Chinese politics. Using both quantitative and qualitative analyses, this volume assesses the changing nature of elite recruitment, the generational attributes of the leadership, the checks and balances between competing po liti cal co ali tions or factions, the behavioral patterns and insti- tutional constraints of heavyweight politicians in the collective leadership, and the interplay between elite politics and broad changes in Chinese society. Th is study also links new trends in elite politics to emerging currents within the Chinese intellectual discourse on the tension between strongman politics and collective leadership and its implications for po liti cal reforms. A systematic analy sis of these developments— and some seeming contradictions— will help shed valuable light on how the world’s most populous country will be governed in the remaining years of the Xi Jinping era and beyond. Th is study argues that the survival of the CCP regime in the wake of major po liti cal crises such as the Bo Xilai episode and rampant offi cial cor- ruption is not due to “authoritarian resilience”— the capacity of the Chinese communist system to resist po liti cal and institutional changes—as some foreign China analysts have theorized. -

Projecting the Next Politburo Standing Committee Alice Miller1 Analysis of appointments to the Politburo Standing Committee of the Chinese Communist Party shows that over the past two decades three simple rules have been followed. These rules offer a means to project appointments to the Standing Committee at the upcoming 19th Party Congress in 2017. Whether in fact the Xi leadership follows the precedents set down in past appointments or instead sets them aside offers a key benchmark against which to assess Xi Jinping’s strength as party leader. The Politburo Standing Committee has been the party’s key decision-making body since the beginning of the reform era in the late 1970s. Appointments to the body are routinely made at the party’s national congress, held every five years, and the subsequent first plenum of the new Central Committee appointed by the party congress. The party has never publicly explained how it makes decisions as to whom it appoints to the Politburo Standing Committee. Observers outside the party in China, Hong Kong, and elsewhere have filled this information vacuum with speculation based on presumptions of factional competition, bargaining among factional chieftains, and intense jockeying among potential candidates in the run-up to a party congress. Three Rules Close analysis of Standing Committee appointments over the past four party congresses, however, sheds different light on leadership procedures in this highly sensitive area. Specifically, examination of Standing Committee leader retirements and appointments at the 1997 15th, 2002 16th, 2007 17th, and 2012 18th Party Congresses shows that three basic rules have been followed: • First, retirement of both Standing Committee and regular members of the Politburo has followed a defined age limit. -

It’s a snapshot of what we know - and what we don’t know - about forced organ harvesting in Xinjiang/East Turkestan. While our understanding of Beijing’s state-sponsored organ harvesting of Falun Gong (and to a lesser extent, Tibetans, and House Christians) has grown over the last twenty years, the CCP has continued to use Xinjiang/East Turkestan as a secret laboratory: total suppression of Uyghur, Kazakh, Kyrgyz and Hui voices. A trickle of Uyghur witnesses from the camps. Major television networks reduced to taping scripted events at CCP-selected camps. In 2019, this memo could have only raised a series of provocative questions. Yet 2020 was the year that we “made contact” - where several pieces of evidence came together. Thanks to highly dedicated individuals operating around the world - Gulchehra Hoja at Radio Free Asia, Sir Geoffrey Nice and the China Tribunal, Uyghur and Kazakh activist groups, and several independent researchers (some cannot be named) – a comprehensive picture of Uyghur forced organ harvesting is coming into focus. -

Xi Jinping’s Inner Circle (Part 2: Friends from Xi’s Formative Years) Cheng Li The dominance of Jiang Zemin’s political allies in the current Politburo Standing Committee has enabled Xi Jinping, who is a protégé of Jiang, to pursue an ambitious reform agenda during his first term. The effectiveness of Xi’s policies and the political legacy of his leadership, however, will depend significantly on the political positioning of Xi’s own protégés, both now and during his second term. The second article in this series examines Xi’s longtime friends—the political confidants Xi met during his formative years, and to whom he has remained close over the past several decades. For Xi, these friends are more trustworthy than political allies whose bonds with Xi were built primarily on shared factional association. Some of these confidants will likely play crucial roles in helping Xi handle the daunting challenges of the future (and may already be helping him now). An analysis of Xi’s most trusted associates will not only identify some of the rising stars in the next round of leadership turnover in China, but will also help characterize the political orientation and worldview of the influential figures in Xi’s most trusted inner circle. “Who are our enemies? Who are our friends?” In the early years of the Chinese Communist movement, Mao Zedong considered this “a question of first importance for the revolution.” 1 This question may be even more consequential today, for Xi Jinping, China’s new top leader, than at any other time in the past three decades.
