Foreword ontrolling the spread of weapons of mass destruction depends on how hard it is to manufacture them and on how easy such weapon programs are to detect. This background paper, a companion volume to OTA’s report Proliferation of Weapons of Mass Destruction: Assessing the Risks,cl reviews the technical requirements for countries to develop and build nuclear, chemical, and biological weapons, along with the systems most capable of delivering these weapons to distant or defended targets: ballistic missiles, combat aircraft, and cruise missiles. It identities evidence that might indicate the production of weapons of mass destruction, and technical hurdles that might provide opportunities to control their spread. Of the weapons considered here, nuclear weapons are the most difficult and expensive to develop-primarily due to the difficulty of producing the required nuclear materials. These materials, and the equipment needed to produce them, have quite limited civilian applications and are tightly controlled. States have produced nuclear weapon materials indigenously by evading international controls, but at great cost and with substantial opportunity for detection. For chemical and biological weapon materials, in contrast, most of the equipment needed also has civilian applications and has become widely available, making the capability to produce such weapons much more difficult to monitor and control. The level of technology required to produce weapons of mass destruction is relatively modest: ballistic missiles and nuclear weapons date back to World War II, and basic chemical and biological weapons predate even that. Since export controls ultimately cannot block the spread of general technological capability, an effective nonproliferation regime must supplement them with other nonproliferation policy measures.     Stef Craps Jeff Nichols’s Take Shelter (2011) Cli-Fi Psychic Released in 2011, Take Shelter is an American feature film written and directed by Jeff Nichols and starring Michael Shannon and Jessica Chastain.1 Set in LaGrange, Ohio, it tells the story of a family man and construction worker, called Curtis LaForche (Shannon), who is plagued by a series of apocalyptic nightmares and visions. He starts to believe that he is developing paranoid schizophrenia, the illness with which his now-institutionalized mother was diagnosed when she was a similar age and which he has feared inheriting his whole life. At the same time, he becomes increasingly obsessed with the need to shelter his family − his wife Samantha (Chastain) and their hearing-impaired young daughter Hannah − from the coming storm that he cannot help thinking his terrifying dreams and hallucinations signal. Foremost among the protective measures he takes to keep his family safe is the renovation and expansion of the tornado shelter in his backyard, which he can ill afford and which causes him to lose his job and his health insurance, as a result of which Hannah cannot have the cochlear implant surgery she was scheduled to undergo. The ques- tion of whether Curtis is a prophet or mentally disturbed drives the film and remains unresolved until the epilogue, when his premonitions turn out to be true as an actual end-of-the-world storm is about to hit. He begins restating the essentialist position and its opposition by feminists via “social constructedness.” Second-wave feminism started with Simone de Beauvoir’s idea that gender is constructed (“One is not born, but rather becomes, a woman”) and extending to post-structuralist Judith Butler, for whom gender is a performance, potentially fluid, learned and practiced daily based on cultural norms and discourses. Gusterson is intrigued by the idea of feminist militarism as performance. “If we weren’t feminists when we went in [to the military], we were when we came out.” What was meant by this? How does the military culture described in the article reflect gender essentialism? On p. 22, Gusterson argues that the women’s movement and the peace movement “remake their mythic narratives… through the tropes of revitalization.” What does he mean by this?     LUNAR TOPOGRAPHIC ORTHOPHOTOMAP (LTO) AND LUNAR ORTHOPHOTMAP (LO) SERIES (Published by DMATC) Lunar Topographic Orthophotmaps and Lunar Orthophotomaps Scale: 1:250,000 Projection: Transverse Mercator Sheet Size: 25.5”x 26.5” The Lunar Topographic Orthophotmaps and Lunar Orthophotomaps Series are the first comprehensive and continuous mapping to be accomplished from Apollo Mission 15-17 mapping photographs. This series is also the first major effort to apply recent advances in orthophotography to lunar mapping. Presently developed maps of this series were designed to support initial lunar scientific investigations primarily employing results of Apollo Mission 15-17 data. Individual maps of this series cover 4 degrees of lunar latitude and 5 degrees of lunar longitude consisting of 1/16 of the area of a 1:1,000,000 scale Lunar Astronautical Chart (LAC) (Section 4.2.1). Their apha-numeric identification (example – LTO38B1) consists of the designator LTO for topographic orthophoto editions or LO for orthophoto editions followed by the LAC number in which they fall, followed by an A, B, C or D designator defining the pertinent LAC quadrant and a 1, 2, 3, or 4 designator defining the specific sub-quadrant actually covered. The following designation (250) identifies the sheets as being at 1:250,000 scale. The LTO editions display 100-meter contours, 50-meter supplemental contours and spot elevations in a red overprint to the base, which is lithographed in black and white. LO editions are identical except that all relief information is omitted and selenographic graticule is restricted to border ticks, presenting an umencumbered view of lunar features imaged by the photographic base.

Poorly predicted sub-decadal, low explosivity (VEI 1-2) phreatic eruptions and background persistent activity with high-rates of seismic unrest and frequent degassing contribute to morphologic change in Telica’s active crater on a small spatiotemporal scale. These changes sustain a morphology similar to those of commonly recognized calderas or pit craters (Roche et al., 2001; Rymer et al., 1998), and have been related to sealing of the hydrothermal system prior to eruption (INETER Buletin Anual, 2013). We use photograph observations and Structure from Motion point cloud construction and comparison (Multiscale Model to Model Cloud Comparison, Lague et al., 2013; Westoby et al., 2012) from 1994 to 2017 to correlate changes in Telica’s crater with sustained summit crater formation and eruptive pre- cursors. Two previously proposed mechanisms for sealing at Telica are: 1) widespread hydrothermal mineralization throughout the magmatic-hydrothermal system (Geirsson et al., 2014; Rodgers et al., 2015; Roman et al., 2016); and/or 2) surficial blocking of the vent by landslides and rock fall (INETER Buletin Anual, 2013).
