THE THREE RIVERS DISTRICT COUNCIL () PARKING PLACES AND WAITING RESTRICTIONS ORDER 2020

NOTICE IS HEREBY GIVEN that the Three Rivers District Council, acting as agent for the County Council and after consultation with the Chief Officer of Police has made the above named Order under the Road Traffic Regulation Act 1984.

Full details are set out in the Order which, together with plans and a statement of reasons for making the Orders, can be viewed on the Council website at www.threerivers.gov.uk/parkingnotices . Documents are also placed on deposit at the Council offices in , but as the public cannot currently view these in person, copies may be requested by email.

The effects of this order will be to introduce a controlled parking zone operating from 12pm to 1pm Monday to Friday, including waiting restrictions and permit parking places to prioritise parking for people living locally , and to improve safety and traffic flow, in the following roads:

Beechcroft Avenue Hazelwood Road The Crescent Dickinson Square New Road (odd numbers from Road (even numbers Dorrofield Close no.83 to no.349, even numbers from no.10 to no.280; odd Gonville Avenue from no.68 to no.292) numbers from no.5 to no.157)

This order designates permit parking places (as shown in the plans) for vehicles with a permit from 12pm to 1pm Monday to Friday except Bank Holidays, which are passenger vehicles, goods vehicles (the overall height of which does not exceed 2.3 metres and the overall length of which does not exceed 5.25 metres), and motor cycles. This Order will come into effect on the 20 February 2021 and the Permit Zone is planned to start operating from the 31 March 2021, subject to any changes in national guidance and legislation.

Permit charges will be: Resident annual permits: First permit £30.00, Second permit £55.00 Visitor vouchers: £6.00 for ten one-day residents’ visitor's permits All other permits at the standard charge (Doctor & Health visitor permits, Special permits)

Any person wishing to question the validity of this order or any provision contained within it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act or any instrument made under it has not been complied with in relation to that order, may apply to the High Court for this purpose within six weeks of the date on which the order was made (6 January 2021).

Statement of Reasons for making

THE THREE RIVERS DISTRICT COUNCIL (CROXLEY GREEN) PARKING PLACES AND WAITING RESTRICTIONS ORDER 2020

Three Rivers District Council (pursuant to arrangements made with Hertfordshire County Council) intends to introduce a Controlled Parking Zone in Croxley Green, Rickmansworth.

It is planned that these measures will:

• Prioritise parking for people who need it most, primarily for access to local addresses • Promote safe, lawful and less obstructive parking practices, to improve the safety and accessibility of local roads • Improve the experience of people travelling locally, whether walking, cycling or driving, by providing more space to manoeuvre and better visibility at road junctions • Improve local visual amenity by reducing disorganised parking and sign clutter

The scheme was developed following consultation with residents, District and County Councillors, Hertfordshire County Council, Hertfordshire Constabulary and all other statutory consultees, taking into account Section 122 of the Road Traffic Regulation Act 1984.
