Among the powers transferred to Local Governments was the mandate to plan and excute budgets,and deliver mandatory services to the community in line with the National and Local priorities as highlighted in the National Development plan. This Budget Frame work paper 2015/16 is prepared considering the performance of the 2014/15 workplan and the out puts delivered using both Local revenue and Central Government transfers as at the end of first quarter. It provides revenue and expenditure forecasts for the Financial Year 2015/15 including priorities to be undertaken in fullfillment of the councils shared vision and mission. It has 4 major components namely: The Revenue Performance and Plan, the Department performance and Plan by work plan, the Over view of the work plan and expenditure and the draft annual work plan. The wage and enrollment components have also recently been added to enhance budgeting for staff wages and schools. The annual work plan 2015/16 has key functions under each of the departments with a number of corresponding outputs. The outputs for the FY 2015/16 are classified as standard or non standard depending on the department. This budget framework paper is building on the foundation already started and will continue improving on delivery of services and creating an enabling environment in the district. This will be done in consultation and in partnership with all stakeholders-the public, private and civil society organizations. Already through the participatory planning process, as part of a wider consultation, on the 11th and 12th of December 2014, Kasese District held a budget and planning meeting where a wide range of stakeholders participated and enriched this BFP. All these efforts are aimed at fulfilling the district vision of having a "poverty free society" which is in line with the government broad goal as reflected in the National Development Plan and the MDGs.

A mixed method was used and both interviews and secondary Information was collected from local people and secondary sources i.e., face book pages, videos, tweets, newspapers, local television stations news and political discussions.A team of research assistants interviewed, various people in the affected areas includingthe people representatives, local leaders, Resident District Commissioners (RDCs), some survivors and grieving families in the Rwenzori region. This research aimed to answer eightresearch questions; Why was the Omusinga’s Palace at Buhikira attacked? Why King Mumbere was arrested? Who are the royal Guards? How many people were at the palace at the time of attacking the Palace? Did Mumbere defy president Museveni’s call before the attack? What is the mystery behind the creation of the Yiira Republic? and what are the effects of the Rwenzori saga? Results indicated that, Ministerial Commission set for Kajura (2005) should be reviewed and implemented in order to solve the long standing tribal conflicts and land tensions in the Rwenzori region. Content analysis of various stories from online magazines such as Kenyayote, Ghafla, Kenyan- post, Softkenya, Kenya-today, Najee, Mpasho, Tuko, Kenyabuzz, Nairobiwire, Kahawatungu, Cyprian Nyakundi, The Standard, Nation and The Star among others provided the fodder to carry out sentiment analysis as sifted by NVIVO 11 to understand what bullying tactics are transferred online from similar offline experiences. Purposive Sampling based on listing from an online website ‘Kenyayote’ that aggregates stories and media content in Kenya, was used to select the top or most influential women journalists in the study.     UGANDA 2016 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Uganda is a constitutional republic led since 1986 by President Yoweri Museveni of the National Resistance Movement (NRM) party. On February 18, voters re- elected Museveni to a fifth five-year term and returned an NRM majority to the unicameral National Assembly. The elections fell short of international standards and were marred by allegations of disenfranchisement and voter intimidation, harassment of the opposition, closure of social media websites, and lack of transparency and independence in the Electoral Commission. Civilian authorities generally maintained effective control over the security forces. The three most serious human rights problems in the country included lack of respect for individual integrity (unlawful killings, torture, arbitrary detention, and other abuse of suspects and detainees); restrictions on civil liberties (freedoms of press, expression, assembly, association, and political participation); and violence and discrimination against marginalized groups, such as women, children, persons with disabilities, and the lesbian, gay, bisexual, transgender, and intersex (LGBTI) community. Other human rights problems included harsh prison conditions, lengthy pretrial detention, official corruption, biased application of the law, societal violence, trafficking in persons, and child labor. The government was reluctant to investigate, prosecute, or punish officials who committed human rights violations, whether in the security services or elsewhere in government, and impunity was a problem. On the bloodiest day, scores of people, including children, were killed during a military assault on the palace compound of the region’s cultural institution. Police spokespeople reported the death toll over the two days as 87, including 16 police. Human Rights Watch found the actual number to be much higher – at least 55 people, including at least 14 police, killed on November 26, and more than 100, including at least 15 children, during the attack on the palace compound on November 27. The government has arrested and charged more than 180 people, including the cultural institution’s king, known as the Omusinga, with murder, treason, and terrorism, among other charges. None of the 180 are members of the police or military and no one has been charged for the killing of the civilians, including children. “The assault on the palace in Kasese, which killed more people than any single event since the height of the war in Northern Uganda over a decade ago, should not be swept under the carpet,” said Maria Burnett, associate Africa director at Human Rights Watch.
