Further, the General Assembly in 1999 approved the Declaration and Programme of Action for a Culture of Peace. The Foundation for a Culture for Peace was created in 2000 with the aim of contributing to build and con- solidate a Culture of Peace through reflection, research, education and on-the-spot action. The Foundation has actively followed-up the implementation of the UN Declaration and Programme of Action and the activities carried out during the International Decade. In accordance with resolution 59/143 of 15 December 2004, the Foundation has therefore prepared and submitted to the UN Secretary-General for the General Assembly's consideration the present world report on the culture of peace. The report represents the Civil Society's Report at the midpoint of the Culture of Peace Decade. It includes information gathered and submitted by almost 700 organizations worldwide which have analyzed the activities undertaken to promote a culture of peace and non-violence as well as the progress made during the first half of the International Decade. The Report also points out the obstacles encountered in the implementation of the values enshrined in the Declaration and Programme of Action. As reiterated by the General Assembly, Member States are still invited to continue to place greater emphasis on and expand their activities promoting a culture of peace and non-violence at the national, regional and international levels. Civil society also continues to be encou- raged to strengthen its efforts to meet the objectives of the Decade, including by adopting its own programme of activities to complement the initiatives of Member States, the organizations of the UN system and other international and regional organizations. All together we can meet the objective of the International Decade: to strengthen further the global move- ment for a culture of peace! Federico Mayor President Foundation for a Culture for Peace 7 World Report on the Culture of Peace: Introduction Introduction The year 2005 marks the midpoint of the International Decade for a Culture of Peace and Non-Violence for the Children of the World (2001-2010) as proclaimed by the United Nations General Assembly. The present report has been submitted to the UN Secretary-General for the General Assembly's considera- tion at its next session under the relevant agenda item which will review the midpoint of the Culture of Peace Decade. This initiative responds to the invitation contained in operative paragraph 10 of General Assembly resolution A/59/143. The report is based on the accounts submitted by 700 organizations from all regions of the world. From the information received, it can be concluded that the culture of peace is advancing. The report provides the first comprehensive view of the progress made by the global movement for a cul- ture of peace, since it was called for in 1999 by General Assembly resolution A/53/243 (annexed to the end of this report). The assessments of progress and obstacles are firstly presented in an introductory summary and then by region: International Organizations, Africa, Arab States, Latin America, Asia, Europe, North America and the Caribbean. There is also a summary of advice to the UN from participating organizations which addresses the eight programme areas for the culture of peace as included in General Assembly resolution A/53/243. The report can also be consulted at: www.decade-culture-of-peace.org. The information gathered points out that the advance of the culture of peace comes despite almost total neglect from the mass media. Hopefully, this year will be a turning point, so that during the second half of the Decade, we can ensure that news of the global movement for a culture of peace are recognized and documented by both the mass media and alternative media.     Global Constitutionalism and Japan’s Constitutional Pacifism(Kimijima) Article Global Constitutionalism and Japan’s Constitutional Pacifism Akihiko Kimijima Abstract The essence of constitutionalism is to regulate the exercise of power and in so doing to constitute liberty. The most critical of these powers to be regulated, and the focus of this article, is military power. The author traces the history of global constitutional thought throughout the nineteenth and the twentieth centuries including the aftermath of Hiroshima and Nagasaki. Also covered are successful practices of regulating and replacing military power by civil society in the 1990s and the 2000s. The article also discusses Article 9, the “pacifist” clause of the 1946 Constitution of Japan, as a notable example of the regulation of military power; its trajectory is full of contention, compromise, and undeveloped possibilities. Finally this article emphasizes that Article 9 has been̶and will continue to be̶quoted by the counter-hegemonic global civil society in its efforts to regulate military power. INTRODUCTION 1) It is noteworthy that discussions of global constitutionalism have become very active in recent years. The Japanese academia is no exception (Urata 2005; Mogami 2007; Kimijima 2009). Caution is required, however, because various authors use the term and concept differently. There are several different kinds of global constitutionalism. My own understanding will be discussed further later in this article, but perhaps it is helpful to mention some of its elements here. I use the terms “constitution” and “constitutionalism” in a broader sense. Constitution is a set of fundamental principles for regulating power in a given political community, and constitutionalism is a project to regulate the exercise of power by rules, laws, and institutions.

    Examining Unarmed Civilian Protection in the UN Context: A Complement and Contribution to POC Consultation for Member States: 10 – 11 May 2019, Tarrytown, New York On 10-11 May 2019, the Permanent Missions to the United Nations of Australia, Senegal and Uruguay along with the NGO Nonviolent Peaceforce hosted a retreat for representatives of member states, the UN Secretariat and several NGOs to examine unarmed civilian protection (UCP) methods and possible contributions to the UN’s work on the protection of civilians. Over the course of 1.5 days, participants were introduced to the concept of UCP and discussed the practical work of Nonviolent Peaceforce in different countries and settings, as well as various related topics: UCP with refugees and internally displaced persons (IDPs); community engagement in peacekeeping: integrating local protection and self-protection approaches; UCP and DPO field missions; UCP and the role of UN Member States; and integrating high-level and local approaches to negotiation and mediation. Civilians have increasingly become victims of the wars and violent conflicts that plague so many parts of the world today. The methods and philosophy of unarmed civilian protection can help break these cycles of violence and contribute to the spectrum of tools used by the international community to protect civilians and prevent violence. 1 Nonviolent Peaceforce (NP) and at least 40 other NGOs1 prevent violence, protect civilians and promote peace through unarmed civilian protection (UCP). UCP represents a philosophical change in POC that emphasizes protection from the bottom up, community ownership and deep, sustained engagement with the communities served. UCP is a comprehensive approach that offers a unique combination of methods that have been shown to protect civilians in violent conflicts.

Entitled “Commitments and Actions for Culture in Sustainable Cities”, the event focused on knowledge-sharing, peer-learning and networking, illustrating the role of culture in local sustainable development with specific examples and enabling further cooperation at local, regional and global level. Gathering over 500 participants, this biennial Summit can be seen as the world’s largest gathering of cities for culture, involving local governments, international organisations, national governments, non-governmental organisations, artists, academics and other stakeholders that are committed to the effective implementation of policies and programmes on culture and sustainability. The second Culture Summit of UCLG responded to the growing importance given to the nexus of culture, cities and sustainable development by international organisations and frameworks. Recent milestones include the UN 2030 Agenda for Sustainable Development (adopted in September 2015), the New Urban Agenda (adopted by the Habitat III Conference in Quito, October 2016) and the Statement of the 2nd World Assembly of Local and Regional Governments (also adopted in Quito, October 2016).

    EDUCATING FOR PEACE AND JUSTICE IN AMERICA’S NUCLEAR AGE IAN HARRIS AND CHARLES F. HOWLETT Abstract The emergence of peace education as embodied in the context of peace studies, which emerged during the post-World War II ideological struggle between capitalism and Communism, the nuclear arms race pitting the United States against the former Soviet Union, the Vietnam War, and the civil rights movement in America, met with considerable criticism. There were many within and outside the academic community who argued that peace studies had very little to offer in terms of “real scholarship” and were primarily politically motivated. Some went so far as to insist that this new area of study lacked focus and discipline given the complexities associated with war and peace. It also became fashionable to attack those teaching and studying peace issues as anarchists, communists, and pacifists. They were ridiculed as subversives for challenging the hegemony of the U.S. military establishment. Over time all that would change as the early years of experimentation resulted in programs more rigorous in academic content and serious in focus. Although there are many who still question the viability of peace education/peace studies among schoolchildren and undergraduates, the historical record of the last fifty years or so provides a far different picture. It presents a progression of peace education/peace studies in our society today from an antidote to the science of war to a comprehensive examination of the causes of violence and related strategies for peace. The evolution of peace education in the United States since the 1950s is characterized by four developments: (1) disarmament schemes of international law in reaction to the horrors of World War II; (2) the civil rights movement and opposition to the Vietnam War; (3) response to President Reagan’s ramping up the arms race in the 1980s; and (4) a holistic form of peace and justice studies marked by efforts on peer mediation, conflict resolution, and environmental awareness.

    Toward Building A Culture of Peace: 8 Action Areas As defined by the United Nations, the Culture of Peace is a set of values, attitudes, modes of behavior and ways of life that reject violence and prevent conflicts by tackling their root causes to solve problems through dialogue and negotiation among individuals, groups and nations (UN Resolutions A/RES/52/13 : Culture of Peace and A/RES/53/243, “Declaration and Programme of Action on a Culture of Peace”). For peace and non- violence to prevail, we need to: Foster a culture of peace through education by revising the educational curricula to promote qualitative values, attitudes and behaviours of a culture of peace, including peaceful conflict-resolution, dialogue, consensus-building and active non-violence. Such an educational approach should be geared also to Promote sustainable economic and social development by reducing economic and social inequalities, by eradicating poverty and by assuring sustainable food security , social justice, durable solutions to debt problems, empowerment of women, special measures for groups with special needs, environmental sustainability… Promote respect for all human rights human rights and a culture of peace are complementary: whenever war and violence dominate, there is no possibility to ensure human rights; at the same time, without human rights, in all their dimensions, there can be no culture of peace... In recent months alone, we have seen Jews murdered in synagogues, their gravestones defaced with swastikas; Muslims gunned down in mosques, their religious sites vandalized; Christians killed at prayer, their churches torched. In the face of these unspeakable tragedies, we have also been deeply moved by extraordinary displays of support, love and solidarity from religious communities across the globe for the victims of such attacks. People everywhere must be allowed to observe and practice their faith in peace, as affirmed in the Universal Declaration of Human Rights. Religious sites and all places of worship and contemplation should be safe havens, not sites of terror or bloodshed. For all these reasons, I asked the High Representative for the United Nations Alliance of Civilizations to develop a Plan of Action for the organization to be fully engaged in support of safeguarding religious sites. The Plan was informed by significant outreach with a wide variety of actors -- including governments, religious leaders, faith-based organizations, civil society, young women and men, local communities, traditional and social media, and the private sector.

This paper is based on his PhD research thesis, which took him to have extensive knowledge about the Basque peace movement against polit- ical violence. Currently he is involved in the study of social collectives affected by violence, specially the way collective action against vio- lence is developed in different environments, like Europe and Latin America.
