Projet Dsripton: The project comprises: (a) the construction of the Xiamen- Quanzhoufour-lane divided, access-controlledhighway (81.4 kn); (b) a Road Network ImprovementPtogram (RN1P),including the upgraang (58.3 EIn)and paving (202.7 kn) of seven rural arterial roads; (c) construction supervision of the Xiamen-Quanzhou Highway and the civil works includedin the RNIP; (d) purchase of equipment for highway operation and maintenance, road laboratories,a road data bank and a pavement managementsystem, (e) a study of the provincialroad construcdonindustry; and (f) staff taning. Project Beneits: The main quantifiablebenefits associatedwith developmentof the highwayand the sevenrural arterial roads include savings in vehicle operating costs, travel time, and road maintenance costs, and savings through reductionof taffic accidents. Benefits from the projects would accrue to road users, including the operators of freight and passengertransport services,enterprises and farmers, in the form of reduced vehicle operatingcosts. Benefits,particularly from the RNIP, would accrue from improvedaccess to remote areas through fostering accelerated economicgrowth and greater mobility for social activities. Institutionalbenefits accrue from the involvementof local personnel in project preparation, requiring partcularly rigoroustreatment of economicand environmentalassessments, engineering design, technical specificationsand construction practices. Such exposurewill provide benefitsfar beyond the implementationpeiod of the proposed project through the expence gainedby thepersomnnel involved. The specificattention given to the road constructionindustry in Fujian Province to encourageits transitionto market-orientatedoperations is also an initiativewith good potentialfor long-termbenefits. Pisks: Basedon the experiencewith ongoinghighway projects, the main risk i implementationdelay, paricularly for the highway component.Because of the difficultsubsoil conditions along some of thehighway alignment, the relativelyhigh numberof tunnelsand bridges to be constructedand the extensive rock excavation involved,there are majorrisks of delayin the timelycompletion of thehighway. Sincethe Fujian Province is a first-timeborrower for a majorBank-financed highway project, the lack of experiencein executingmajor Bank-financedhighway projects adds an element of risk to smoothproject implementation. However, project preparationhas benefittedsignificantly from the Bank's previous expeience in similarhighway projects in China, the participation of foreignexperts in thedesign of the highwayand the preparation of the biddingdocuments and technicalspecifications, the stringent prequalificatonof contractors,and the careful fonnulationof supervisionto ensure regular monitoringand effective quality control. -in - Nvjed Costs: jg EDrwgn Inta - ($ million) - A. The results show that the urbanisation level of the county areas in Fujian Province would be significantly increased if the urban characteristics resulting from in situ urbanisation were fully reflected, suggesting that the conventional urban statistics seriously underestimate the true extent of rural-urban transformation in the county areas. Furthermore, such underestimation is more serious in the coastal areas with most dynamic socioeconomic development, and thus distorts the true picture of the spatial pattern of rural-urban transformation.

Since it was launched in October 2011, the Visible Infrared Imaging Radiometer Suite (VIIRS) sensor on the Suomi National Polar-orbiting Partnership (NPP) Satellite has become a new satellite used to monitor nighttime light. This study performed the first evaluation on the NPP-VIIRS nighttime light imagery in modeling economy, analyzing 31 provincial regions and 393 county regions in China. For each region, the total nighttime light (TNL) and gross regional product (GRP) around the year of 2010 were derived, and a linear regression model was applied on the data.
