Non-Motorized Vehicles in Asia: Lessons for Sustainable Transport Planning and Policy
Non-Motorized Vehicles in Asia: Lessons for Sustainable Transport Planning and Policy by Michael Replogle Abstract This paper provides an overview of the current use of non-motorized vehicles (NMVs) in Asian cities, the characteristics of NMVs and facilities that serve them, and policies that influence their use. The paper identifies conditions under which NMV use should be encouraged for urban transport, obstacles to the development of NMVs, and identifies desirable steps that might be taken to develop a Non-Motorized Transport Strategy for a city or region, in Asia and other parts of the world. NMVs offer low cost private transport, emit no pollution, use renewable energy, emphasize use of labor rather than capital for mobility, and are well suited for short trips in most cities regardless of income, offering an alternative to motorized transport for many short trips. Thus, they are appropriate elements in strategies dealing with poverty alleviation, air pollution, management of traffic problems and motorization, and the social and economic dimensions of structural adjustment. NMVs have a most important role to play as a complementary mode to public transportation. Cities in Asia exhibit widely varying modal mixes. NMVs -- bicycles, cycle-rickshaws, and carts -- now play a vital role in urban transport in much of Asia. NMVs account for 25 to 80 percent of vehicle trips in many Asian cities, more than anywhere else in the world. Ownership of all vehicles, including NMVs, is growing rapidly throughout Asia as incomes increase. However, the future of NMVs in many Asian cities is threatened by growing motorization, loss of street space for safe NMV use, and changes in urban form prompted by motorization. -

Transport Information Standards for the London 2012 Olympics (Update)
Transport information standards for the London 2012 Olympics (update) Briefing Paper for the Public Transport Coordination Group (PTIC) Mark Cartwright;Chris Gibbard Version 1.0 (Issued), 21 October 2010 Abstract In February 2009 Transport Direct published its strategy on public transport technology standards to PTIC. The key elements were (a) to base the UK’s standards future solidly on existing standards, especially NaPTAN and TransXChange; (b) to ensure that developments concentrate on demonstrable sector demand, expressed through PTIC; (c) to align where practical with emerging European standards. During the subsequent 18 months there has been extensive work identifying the practical steps towards the inclusion of accessibility information in journey planners for the 2012 Olympics. This note updates PTIC on the implications of the Olympics requirements on transport information standards, particularly NaPTAN and JourneyWeb. Actions Required All to note the importance, current status and potential impact of the Olympics standards development; PTIC to comment on the priorities and timescales envisaged; Transport Direct to consider stakeholder requirements in this initiative. 1 Background and context Transport Direct has supported standards from its inception, via a range of actions. Via its own development – notably TransXChange and NaPTAN. As part of a wider framework within UK and internationally – notably Transmodel. Through third parties such as RTIG – RTIG-xml (which led to SIRI), cleardown, GPRS air interface and numerous others. Via contribution to European standards, to ensure a strong UK voice in products which are likely to affect us in future – notably IFOPT and more recently NeTEx. In February 2009 Transport Direct published its standards strategy to PTIC. -

Reduced mobility, whilst causing social and economic impacts, can also be beneficial for the environment and future studies will surely quantify such environmental gains. However, accurate quantification is intimately linked to good quality data on transport modal shares, as passenger cars and public transport have significantly different emissions profiles. Herein, we compile a currently lacking dataset on global modal transport shares for 131 countries. Notably, these are the countries covered by the Google Community Mobility Reports (plus Russia and China for their global relevance), thus allowing for a smooth integration between our dataset and the rich information offered by the Google Community Mobility Reports, thus enabling analysis of global emissions reductions due to mobility restrictions. -

Giuliano Mingardo Sebastiaan van der Vliet Studentnumber 294612 2 Social Costs and Benefits of ‘Free’ Public Transport in Dutch Cities 3 4 Preface From the time I was very young, I was always fascinated by public transport. It is very interesting to see that a lot of people can be transported by public transport very efficiently in enormous cities like Paris and London. When I studied economics, I learned that price is very important in the market system of demand and supply. On first sight, delivering something ‘free’ may therefore sound strange for an economist and also for me. Nothing is ‘free’, only the rising of the sun. However, the capitalistic economic market system is not functioning perfectly, especially because of the existence of externalities, which are not incurred by the individual decision, but harm society as a whole. This is the reason for the existence of a government. Especially in transport economics, a lot of externalities exist. Because of this, ‘free’ public transport could be an interesting policy. ‘Free’ public transport has strong advocates and opponents. During my research, I discovered that not a lot of economic academic work was produced about this interesting subject. It was hard to make a start with it, but the results are as interesting as the concept of ‘free’ public transport is. Today, in times of the credit crunch, we are thinking and reviewing economic theories. The pure market driven laisser faire policies are on its return.
